Questions

1. Can the government please explain how the CLIN for spare parts is to be priced? The spare parts CLIN is a cost reimbursement for spare parts that you will need to order for the repair of fuel meters.

Should that be an estimate? No, the expectation is that you will order the parts and submit us an invoice for what you paid for the parts.

Is that a cost reimbursable CLIN? Yes. An amendment will change CLIN 0004 to Cost Reimbursable and will not be evaluated.

How will that price be evaluated against other offerors? CLIN will not be evaluated.

2. Can the government please provide a list of the different types of meters to be calibrated? If a full list is not available, can a list containing the most prevalent meters in use be provided? The most prevalent fuel meters are from Liquid Controls, Flocat, and Oil Gear. A list is attached showing the manufacturers and model numbers.

3. Please provide an estimate on the number of fixed location calibrations to be conducted. (i.e. how often will the contractor be required to travel outside of Bagram to perform services?) We expect the contractor to travel outside of Bagram as often as necessary in order to service meters at fixed locations.

4. Is there an incumbent contract currently in place? No.

If so, can the government please provide the contractor name and the contract number? N/A Also, will there be a transition period with the incumbent contractor? N/A

5. Are Local Nationals (LN) approved to work on this contract? Yes.

6. PWS paragraph 1.6.7 states that coalition personnel must go through the processing center in Kuwait. Can the government please provide information for coordinating with the processing center in Kuwait. Contractors will follow the procedures at CRC Ft. Bliss.

7. Will contractor personnel (US and Coalition only) be provided inter-theater MILAIR from CRC or Kuwait processing center? Contractors will follow the procedures at CRC Ft. Bliss.

8. Please also confirm that GOVERNMENT ISSUED IBA, Gas Mask and PPE will be issued at CRC and the processing center in Kuwait. No, the government will not be issuing these items. Paragraph 1.6.7. clearly states that “Contractors shall ensure all deploying contractor personnel, prior to entering Afghanistan, have been issued Individual Body Armor (IBA), protective helmet, gas mask, and any other personal protective equipment (PPE) required by the CRC at the time of deployment.” The government will not be issuing these items.

9. Paragraph 1.6.19 states that the key personnel requirements for this contract are Contract Manager and Site Supervisor. Can the government please provide the minimum personnel qualifications/background/citizenship for those positions? It is not for the government to determine personnel qualifications or background for who the company wants to send as Contract Manager or Site Supervisor; this is on the company to determine.

10. Paragraph 4.5 indicates the requirement for a Program Manager. Is it acceptable for the Contract Manager to also be the Program Manager? Yes.

11. Paragraph 1.6.16 states a requirement for certain company level certifications. Is the company authorized to receive those certifications after establishing our lab in Bagram? The accreditation requires an on-site inspection which cannot be conducted until the contract is fully operational. The government would like clarification to this question. It sounds like the company wants to afford their employees the ability to recertify at their lab here at Bagram. If this is the case, how does the company propose to do that? Contractors should be certified prior to award.
