About this file
This document contains a request for quotation for mobile microgrid development and feasibility analysis services. The U.S. Army Engineer Research and Development Center's Cold Regions Research and Engineering Laboratory requires a contractor to provide expertise in electric vehicle charging, fleet electrification, and solar photovoltaic microgrid systems. Services include design plans for a level 1 or 2 electric vehicle charging station, 5kW PV array, 5kW diesel generator, 40kWh battery bank, and associated components housed in a trailer. The contractor must also provide guidance on experimental procedures and evaluation of the mobile microgrid, and recommendations based on results. Responses are due by February 21, 2024. Award will be made based on technical capability and price to provide the requested services.

Potential Vendors’ Questions and Responses
Any question left blank are still being researched and this document will be updated once responses to questions are received.
1. Is the expectation for our design to incorporate existing GFM? Or are we to assume we will have the ability to contribute to material selection? Material selection contribution is acceptable.
2. Is there any expectation for concurrent discharging/charging devices? For example, multiple vehicle chargers or batteries for electric tools? Yes, there is a need for adaptability.
3. What is the expected output capability? the RFQ document mentions only level 1 charging but the post on SAM mentions level 2. Either level 1 or level 2 are acceptable. Level 1 was selected to make it easier but 2 is desired.
4. Is there a need for 3D modeled design plans or will 2D models be sufficient? 3D would be preferred but 2D is acceptable.
5. Request – Please extend the RFQ due date 10 business days from the current 21 FEB to 6 MAR. The basis of this request is that while respectful of Government timelines and need by dates, the paucity of information in the RFQ PWS, results in questions that it will be beneficial for the Government to respond to/clarify and afford industry adequate time and information to provide responsive and responsible RFQs. With publication late on 12 FEB, a federal holiday on 19 FEB, and submittal by 12 PM on 21 FEB, the current timeline only affords 6.5 workdays.
As this is a one-year project, an extension is challenging to grant as the timeline is already quite tight. Perhaps an extension to 4 March would be a fair compromise.
6. RFIs – Please provide answers to the following RFIs. Where something is left to the discretion of the Offeror, please so state so we can include our assumptions in our RFQ response:
a. Are resumes required for Subject Matter Experts (SME) for electric vehicle (EV) charging, fleet electrification, and solar photovoltaic (PV) microgrid systems to inform the Best Value decision process?
Resumes are not required but may support justification of expertise.
b. General
i. What vehicle type(s)/sizes is the EV Charging/Mobile Microgrid intended to accommodate?
ii. How many vehicles is the system intended to accommodate at one time? 1 to 2.
iii. How many hours per days (high, low, average) is the system anticipated to be operational? Average to high
iv. Is the intended use for tactical or non-tactical vehicles? Non-tactical
v. Is the intended operating environment a garrison or field? Both
vi. Is the system required to be ruggedized? Not at this stage
c. PAR 3.6 Period and Place of Performance:
i. States system will be designed at contractor’s location and plans delivered to CRREL. Correct
ii. Will system be assembled at CRREL? Yes
iii. Is Contractor to provide all system components and assemble the system, or will Govt use the plans to procure components and assemble the system? PAR 5.1 says no access to Govt installations while PAR 3.7 requires a “statement of needed lead time required by the vendor after award to be ready to mobilize onsite with all required materials and laborers.” Please clarify. Govt will use the plans to procure and assemble the system.
iv. Is the trailer to be provided by Contractor, or is the system to be assembled in a Govt furnished trailer? PAR 5.1 states no Govt furnished items. Trailer provided by Govt.
v. Is the system to be mounted to trailer surfaces and operated in the trailer, or skid mounted, and the skid temporarily affixed to the trailer so it can be removed from the trailer largely intact? Removal is desired.
d. Please provide CRREL capabilities, features, operating parameters, lab manual, procedures for the lab where testing will be conducted so that Offerors may develop testing protocol and time plan/schedules based on lab throughput. Specific information requirements include: facility/room size, temperature range, temperature rate of rise; lighting apparatus to replicate solar angle; availability of electrical loads to replicate vehicle charging; space to accommodate actual vehicle(s) for charging; Facility operating days/hours.
e. Par 4.1 Task 2 Design and Development
i. Please clarify if the requirement is only for Level 1 charging, or if per the SAM.Gov notice Level 2 is also appropriate? If Level 2 is appropriate, is Level 2 alone acceptable, or is Level and Level 2 required? Level 2 is appropriate, Levels 1 and 2 desired.
ii. Deliverable A0002.2 – Refers to requirement to “provide guidance on the experimental procedure (as outlined in Task 2) and assist in interpreting the results. The guidance will be anchored in ensuring the experimentation reflects what is needed for Army fleet electrification. Based on the results, the contractor will also provide recommendations for steps forward. The experimental procedure will outline the set-up, data collection, and documentation protocols.”
Please clarify if “Task 2” above should be changed to “Task 3”?
f. Par 4.1 Task 3 Evaluation
i. Is this statement the full testing requirement for the system?
ii. Are there any governing standards (ASTM or other) for the required tests? Not at this stage of research
7. Range – Requirements are typically categorized for procurements in size ranges as < $500K, $500K-$1M, $1M-$5M, $5M-$10M, $10M-$25M, etc. What is the size range for this requirement? There is not an established amount range however this action is being procured using FAR Part 13, Simplified Acquisition Procedures (SAP).
