1.0 INTRODUCTION

The Cold Regions Research and Engineering Laboratory (CRREL) has a requirement for experts in electric vehicle (EV) charging, fleet electrification, and solar photovoltaic microgrid systems to provide development and feasibility analysis of a mobile microgrid for EV charging.

2.0 SCOPE OVERVIEW

This Performance Work Statement (PWS) outlines the tasks and equipment needed for the development of the mobile microgrid, testing, and analysis of performance. The expertise of the contractor will be essential for completing the tasks to the set standards. CRREL requires expertise in the design and testing of the mobile microgrid. Due to the desired purpose of the microgrid, for electric vehicle charging, the requirements vary with comparison to powering other devices. The contractor is to provide the design and testing plans for the mobile microgrid for CRREL. The system would be designed at the contractor’s own location.

Detailed task descriptions and requirements are discussed in Section 4.

3.0 GENERAL REQUIREMENTS

3.1 Non-Personal Services

The Government shall neither supervise the Contractor employees nor control the means or methods by which the Contractor performs the required tasks. Under no circumstances shall the Government assign tasks to, or prepare work schedules for, individual Contractor employees. It shall be the responsibility of the Contractor to manage its employees and to guard against any actions that are of the nature of personal services or give the perception of personal services. If the Contractor believes that any actions constitute, or are perceived to constitute personal services, it shall be the Contractor's responsibility to notify the Contracting Officer (KO) immediately.

3.2 Business Relations

The Contractor shall successfully integrate and coordinate all activity needed to execute the requirement. The Contractor shall manage the timeliness, completeness, and quality of the deliverables.

The Contractor shall ensure the labor categories, labor rates, and man-hours utilized in the performance of this PWS will be the minimum necessary to accomplish the required outcome. The Contractor shall provide the necessary resources and infrastructure to manage, perform, and administer the contract.

3.6 Period and Place of Performance

Schedule: Coordination for start date will be arranged with the COR after award. CRREL requires the work to be completed by 30 August 2024. The guidance in the design and assembly of the system is the key contribution of the contractor, design plans should be delivered to CRREL by 30 April 2024. The remaining contributions of the contractor are advisement in the analysis and drafting the technical report, which is to be completed by the end of the 30 September 2024.

Location: The system design is to be conducted at the contractor’s own location. Design plans will be delivered to CRREL, electronically.

3.7 Proposal Guidance

The contractor’s proposal shall include a full list of expertise areas that will be used by the vendor to complete the work to enable the selection panel to evaluate for completeness and technical sufficiency.

The proposal shall also include a full listing of labor categories needed, with labor rates, and quantities.

The proposal must include the number of days needed to complete the work. The proposal shall also provide a statement of needed lead time required by the vendor after award to be ready to mobilize onsite with all required materials and laborers. The contractor shall plan the start date for the work with CRREL based on the required lead time; the contractor’s lead time needs to be clearly articulated in the proposal.

4.0 SUMMARY OF TASKS AND REQUIREMENTS

The following section specifies the Tasks, Performance Requirements, and Deliverables for this contract.

4.1 Tasks and Performance Requirement Summary (PRS). The Contractor shall perform the following tasks according to the standards provided.

Task 1: Kickoff Meeting. Performance Standard. Contractor shall attend a kickoff meeting with CRREL to discuss plans for the design, development, and analysis goals of the mobile microgrid. This meeting should occur within 2 weeks of contract award, consistent with the delivery schedule established in Table 4.2. The meeting may be held via electronic means (telecon, etc.) with representatives from the contractor’s office, government representatives, TPOCs, and other stakeholders as appropriate.

Deliverable [A001]. Meeting Attendance. The contractor shall attend the meeting and be prepared to discuss mobilization and scheduling with CRREL, as well as demonstrate understanding of the technical requirements of the contract.

Surveillance & Inspection:

How: 100% inspection Who: The COR will determine the final assessment of performance, with input from the others to include the TPOC(s) and other stakeholders as appropriate.

Incentive: The work will be re-performed, at no cost to the Government, until the final product fulfills the standard outlined in this PRS. Reschedule missed meeting at no additional cost to the government; invoices will not be paid until the Government’s kickoff meeting has taken place.

Inspection: Inspection applies to all standards.

Task 2: Design and Development. Performance Standard. The design and development of the microgrid is the first critical step in realizing the research goals. The basic components of the microgrid will include: level 1 EV charging station, 5 kW PV array, 5 kW diesel generator, battery bank of at least 40 kWh, FM80-150VDC Outback controller or equivalent, inverter, power cords, and housing. The system must be designed to fit in an enclosed trailer of 14ft long, 11 ft high (see attachments 1 and 2). The deliverable of this task will be the design plans. The acceptance test of the design will be conducted at CRREL.

Deliverable [A002.1]. These deliverables will be accomplished by the contractor. The design plans should include: the specifications of the charging station for electric vehicle battery, the solar panels, controller, inverter, power cords, etc. The design plans will be used to assemble the mobile microgrid.

Deliverable [A002.2]. The contractor shall provide guidance on the experimental procedure (as outlined in Task 2) and assist in interpreting the results. The guidance will be anchored in ensuring the experimentation reflects what is needed for Army fleet electrification. Based on the results, the contractor will also provide recommendations for steps forward. The experimental procedure will outline the set-up, data collection, and documentation protocols.

The government will review and provide feedback prior to accepting the deliverable. All documentation and sample materials shall be delivered error-free, on time, and in complete fulfillment of the requirements and intent of the product per the contract scope.
