SOLICITATION W91364-14-R-0024

ADMINISTRATIVE QUESTIONS AND ANSWERS

1. Q: We are a new company and lack past performance references. Will this automatically disqualify us from consideration?

A: As stated in the evaluation criteria, proposals will be evaluated on proposal compliance, past performance, technical, and price factors. The non-cost factors are significantly more important than price. The proposal compliance review may eliminate those proposals that fail to provide complete proposal requirements.

2. Q: We can provide personal references in lieu of past performance evaluations. Will this meet the requirement for the past performance factor?

A: No, personal references are not an acceptable substitute for the past performance evaluations. The past performance evaluations assess the company’s performance for requirements similar to those of the solicitation.

3. Q: If we are not a fee for service contractor, is it acceptable to only do the pricing spreadsheet in the “Event Pricing” section rather than pricing each service?

A: No. The Government needs the prices for individual services to evaluate the cost of in-clinic treatment for those Soldiers who cannot be converted to DRC 1 or 2 on site during the dental event.

4. Q: On the event location listing, what is/where is DSCC?

A: DSCC is the Defense Supply Center Columbus. It is located in Whitehall, OH, a suburb of Columbus.

5. Q: Are any of the facilities/sites considered federal property allowing for dental licensures to cross state lines?

A: Of the Ohio locations listed in Appendix B to the PWS, only DSCC is federal property. The other locations are state property.

6. Q: Does the OHARNG intend to award to one vendor or multiple vendors?

A: One vendor.

7. Q: When does the OHARNG expect work to start on this contract?

A: As soon as possible after award, given the required notification period requirements. If the contract is awarded on or before 26 Nov 14, the first event would be 13 Dec 14.

8. Q: What company is currently the prime incumbent of the contract? Is there a subcontracting company currently performing tasks as well, if so who?

A: The services are currently procured through the national contract with Logistics Health Incorporated. Because this is not a contract that was issued or administered by the OHARNG, the OHARNG does not have any information on subcontracting relating to this contract.

9. Q: Does the offeror need to submit the acknowledgement at the bottom of sheet 2 of the pricing spreadsheet? If so, will the Government supply the counties referenced at the top of Sheet 2?

A: The Government will post a new pricing spreadsheet with the acknowledgement section on Sheet 1 and remove Sheet 2 from the pricing spreadsheet.

10. Q: Can the Government provide the dates for the applicable versions of the FAR and DFARS clauses listed in this solicitation? FAC 2005-76 does not provide this clarification.

A: The dates for the FAR and DFARS clauses will be the most recent versions of those clauses that are in effect when the contract is awarded. If you wish to view specific clauses, please go to http://www.acquisition/gov/far for FAR clauses or http://farsite.hil.afb.mil for FAR or DFARS clauses.

11. Q: Who is the current contractor?

A: The services are currently procured through the national contract with Logistics Health Incorporated. See questions 8 above.

12. Q: is the purpose of the “Service” pricing by ADA code for Class 3 treatment post event?

A: Yes. See question 3 above.
