FAR Part 6 Justification and Approval for Other than Full and Open Competition
1. Contracting Activity: National Gu Bureau Operational Contracting Division (NGB- AQ-C); 111 South George Mason Drive, Arlington, VA 22204.
2. Description of Action: Army National Guard Information Management Architecture Directorate (ARNG-IMA) requests a firm fixed-price contract for brand name OpenText software licenses and maintenance support. This is a renewal. The Government projects award for 01 July 2019 with a base period of performance (PoP) from 01 July 2019 to 30 June 2020 with four (4) option years. The Government will fund the base year of this requirement with Fiscal Year (FY) 2019 Operations and Maintenance funds. An acquisition plan is not required because this procurement does not meet the threshold at Defense Federal Acquisition Regulation Supplement 207.103(d)(i)(B).
3. Description of Supplies/Services: ARNG-IMA requires OpenText software to support all NGB functional domain users with the architecture development and documentation efforts to meet federally mandated regulations. The NGB uses the software to meet the following regulations: OMB Circular A-130, Data Center Optimization Initiative, Federal Information Security Management Act, Army Business Transformation, and DoD Information Assurance certification and authentication processes, as well as all ongoing mandates by SECARMY Directive 2016-38 and the Army Applications Migration to the Authorized Cloud Computing Environment and Data Center Consolidation plan. OpenText architecture tools, including its business process module and repository, are the critical software needed to produce and store all the required architectural artifacts in electronic form in compliance with the DoD Architecture Framework (DoDAF) guidance. OpenText satisfies all aforementioned mandates, regulations, and initiatives.
4. Authority Cited: 10 U.S.C. 2304(c)(1) as implemented by FAR Part 6.302-1(c) -- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements - Brand Name.
5. Reason for Authority Cited: OpenText software is vital to meet the needs of the Army National Guard (ARNG) G6 mission. ARNG-G6 requires the renewal of OpenText software licenses to maintain access to ARNG’s repository of architectural artifacts and reports. Opentext software provides publishing capabilities that ARNG-G6 utilizes for publishing HTML content to GKO and portable HTML packages. Also, OpenText software provides a robust and adaptable modeling capability that is compliant with regulatory requirements (AR 25-1) for DoDAF- compliance, which is used by ARNG-G6 to provide a compatible, commercially-accepted “modeling and simulation application” capability to the ARNG Enterprise Architecture Tool (ARNG-EAT). Non-compliance of these federal and DoD IT mandates will lead to decertification of funds for IT investments resulting in significant disruption to the overall ARNG mission.
There are other content management/ modeling software tools that may be able to support ARNG-IMA’s requirement. However, data migration transition costs would be significant. For 1,500 low complexity models at an average of two man-hours per model, the estimate is 3,000 man-hours. For 100 high complexity models at an average of 20 man-hours per model, the estimate is 2,000 man-hours. Other cost factors include the accreditation ( a visit from the Security Control Assessor- Validator teams), installation & testing (80 man-hours), training (800 man-hours), and model standards & guidelines updates (80 man-hours) which total 960 man-hours and roughly ARNG has also invested in the development of a spreadsheet survey conversion utility for ProVision that utilizes import functionality that may not be available in other modeling tools. If this functionality is not available, then the estimate to modify the spreadsheet survey conversion utility would be 400 man-hours. The total cost estimate for transitioning to a new modeling tool is more than considering 6,380 man-hours at roughly per hour plus k per visit from the Security Control Assessor- Validator teams for accreditation. It’s also important to note the $1M estimate does not calculate loss of time while implementing software changes. Acquiring a software tool other than OpenText would be imprudent and costly.
6. Efforts to Obtain Competition: The Contracting Officer shall publish the notices required by FAR 5.201(b) and any bids or proposals received shall be considered.
a. Effective Competition: The Government will post this requirement to FBO.GOV in an effort to receive competition. The Government expects to receive quotes from authorized OpenText resellers.
b. Subcontracting Competition: N/A.
7. Actions to Increase Competition: As stated in paragraph 6a., this requirement will be made available to potential offerors through the Governmentwide point of entry (GPE).
8. Market Research: In accordance with FAR Part 10 market research guidance, a sources sought was posted to FBO.gov from 13-17 May 2019. One response was received. NGB-AQ-C conducted additional market research via the internet and found numerous authorized OpenText resellers. All authorized resellers will be eligible to compete for this requirement through the GPE.
9. Interested Sources: Based on market research, the Government expects to receive quotes from at least two authorized OpenText resellers.
10. Other Facts:
a. Procurement History: Prior support contracts have been acquired through a sole source acquisition to OpenText.
