52.212-2 ADDENDUM EVALUATION
FAR 52.212-2 Addendum
EVALUATION FACTORS FOR AWARD
1. BASIS FOR AWARD
This is a Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, competitive best value acquisition conducted in accordance with FAR 13.5, Simplified Procedures for Certain Commercial Items, as supplemented by the Defense Federal Acquisition Regulation Supplement (DFARS), and the Air Force Federal Acquisition Regulation Supplement (AFFARS). FAR Part 13 allows the CO “broad discretion in fashioning suitable evaluation procedures” (FAR 13.106-2(b)(1)). Award of a single contract shall be made on a competitive basis, using a subjective tradeoff process, in which the Government will consider price and non-price factors and may award to other than the lowest priced offeror. The resulting contract shall be firm-fixed-price. To be considered for award, the quotation must conform to the evaluation criteria described herein, conform to all RFQ requirements and other information required IAW Instructions to Offerors, and the offeror must be deemed responsible in accordance with (IAW) FAR 9.104-1.
NOTE: ALL NONPRICED FACTORS COMBINED ARE CONSIDERED SIGNIFICANTLY MORE
IMPORTANT THAN PRICE.
2. FACTORS TO BE EVALUATED
2.1. The following evaluation factors will be used to evaluate each quotation. Award will be made to the Offeror whose quotation is most advantageous to the Government based upon an integrated assessment of evaluation factors described below.
Factor 1 – Technical Approach Factor 2 – Management Approach Factor 3 – Past Performance Factor 4 – Price
2.2. The Technical Approach factor is significantly more important than the Management Approach Factor. The Management Approach Factor is more important than the Past Performance Factor. All non-price factors, when combined, are significantly more important than Price.
2.3. Evaluation of the Offeror’s quotation shall address each factor as it applies to the Performance Work Statement (PWS). A detailed explanation of the criteria for the evaluation is set forth below. During evaluations of each quotation, the Government will assign each non‐priced factor a rating.
2.4. Relative order of importance terminology. Evaluation criteria consist of four (4) factors. In order to provide the Offeror with an understanding of the significance assigned by the Government, the factors are assigned a relative order of importance. The following terminology is used:
Significantly More Important – The factor is substantially more important than another factor. The factor is given far more consideration than another factor.
More Important – The factor is greater in value than another factor, but not as much as a significantly more important factor. The factor is given more consideration than another factor.
Equal – The factor is the same in value as another factor.
3. EVALUATION CRITERIA
3.1. FACTOR 1: TECHNICAL APPROACH (VOLUME I) – The Government will evaluate the Offeror’s understanding of the requirements, feasibility of approach, and completeness relative to the PWS. This evaluation will consist of an assessment of all relevant aspects of the Offerors’ technical quotation s based to the following:
a) Understanding of the Requirements. The extent to which the technical quotation demonstrates a clear understanding of the PWS, and provides evidence of the ability to accomplish all such requirements.
b) Feasibility of Approach. The quotation will be evaluated to determine the extent to which the quoted approach is workable and the end results are achievable. The quotation will be evaluated to determine the extent to which successful performance is contingent upon proven devices and techniques. The quotation will be evaluated to determine the extent to which the Offeror is expected to be able to successfully complete the quoted tasks and technical requirements within the required schedule.
c) Completeness. The extent to which the quotation adequately and completely considers, defines, and satisfies the requirements specified in the solicitation. The extent to which each requirement of the solicitation has been addressed in the quotation in accordance with the quotation instructions in the solicitation.
3.2. FACTOR 2: MANAGEMENT APPROACH (VOLUME II) – The Government will evaluate the Offeror’s quoted management approach based on the following: implementation of the quoted solutions with reference to the timely delivery of reliable, secure, flexible, responsive, and compliant services to include approach to recruiting, training and retaining high quality personnel; approach to managing and coordinating its subcontractor efforts and processes for internal team communication, monitoring team performance, and resolving team conflict;
organizational approach regarding the extent that it demonstrates clear lines of communication with delegated authority, which allows for timely accomplishment to the performance standards of tasks, timely submission of deliverables, and immediate resolution of task discrepancies and establishes corrective action plans.
The table below reflects the combined Technical/Risk ratings and descriptions for Factor 1 (Technical Approach) and Factor 2 (Management Approach).
Combined Technical/Risk Rating Color Rating
Adjectival Rating
Definition
Blue Outstanding Quotation indicates an exceptional approach and understanding of the requirements and contains multiple strengths, and risk of unsuccessful performance is low.
Purple Good Quotation indicates a thorough approach and understanding of the requirements and contains at least one strength, and risk of unsuccessful performance is low to moderate.
Green Acceptable Quotation meets requirements and indicates an adequate approach and understanding of the requirements, and risk of unsuccessful performance is no worse than moderate.
Yellow Marginal Quotation has not demonstrated an adequate approach and understanding of the requirements, and/or risk of unsuccessful performance is high.
Red Unacceptable Quotation does not meet requirements of the solicitation, and thus, contains one or more deficiencies, and/or risk of unsuccessful performance is unacceptable. Quotation is un-awardable.
For purpose of evaluation for Factor 1 (Technical Approach) and Factor 2 (Management Approach), Strength, Significant Strength, Weakness, Significant Weakness, Deficiency, and Uncertainty are defined as follows:
Strength is an aspect of an Offeror's quotation that has merit or exceeds specified performance or capability requirements in a way that will be advantageous to the Government during contract performance.
Significant Strength is an aspect of an Offeror's quotation that has appreciable merit or appreciably exceeds specified performance or capability requirements in a way that will be appreciably advantageous to the Government during contract performance.
Weakness means a flaw in the quotation that increases the risk of unsuccessful contract performance.
Significant Weakness in the quotation is a flaw that appreciably increases the risk of unsuccessful contract performance.
Deficiency is a material failure of a quotation to meet a Government requirement or a combination of significant weaknesses in a quotation that increases the risk of unsuccessful contract performance to an unacceptable level.
Uncertainty is any aspect of a non-cost/price factor quotation for which the intent of the Offer is unclear (e.g.
more than one way to interpret the offer or inconsistencies in the quotation indicating that there may have been an error, omission, or mistake).
3.3. FACTOR 3: PAST PERFORMANCE (VOLUME III) – The Government will evaluate the Offeror’s record of past and current performance to ascertain the probability of successfully performing the required efforts of the PWS. Past performance will be rated with one overall rating of “Performance Confidence Assessment”.
3.3.1. There are three aspects to the past performance evaluation: recency, relevancy and quality.
Recency – The Government will evaluate the recency of the Offeror's past performance. Recency is defined as work performed in the past three years from the closing date of this solicitation. A separate recency rating will not be given, rather, the past performance confidence assessment rating (para. 3.3.2.) is based on the Offeror's overall record of recency, relevancy, and quality of performance. Past performance older than three years will not be considered.
Relevancy – The Offeror’s past performance must be assessed to determine the relevancy of an effort accomplished by the Offeror to the effort to be acquired through the source selection. Relevancy is not separately rated; however, the following criteria will be used to establish what is relevant which shall include similarity of service/support, complexity, dollar value, contract type, and degree of subcontract/teaming.
Past Performance Relevancy Ratings Adjectival
Rating Description
Very Relevant Present/past performance effort involved essentially the same scope and magnitude of effort and complexities this solicitation requires.
Relevant Present/past performance effort involved similar scope and magnitude of effort and complexities this solicitation requires.
Somewhat Relevant
Present/past performance effort involved some of the scope and magnitude of effort and complexities this solicitation requires.
Not Relevant Present/past performance effort involved little or none of the scope and magnitude of effort and complexities this solicitation requires.
Quality – The Government will assess the quality of the Offeror’s past performance on those recent efforts that were determined relevant by determining how well the contractor performed on the contracts. Documented results from Past Performance Questionnaires (PPQs), CPARS report(s), interviews, and other sources form the support and basis for this assessment. A separate quality rating will not be given, rather, the past performance confidence assessment rating is based on the Offeror's overall record of recency, relevancy, and quality of performance.
3.3.2. Performance Confidence Assessment – The final step is to arrive at a single consensus performance confidence assessment for the Offeror, selecting the most appropriate rating from the table below. In the case of Offerors for which there is no information on past contract performance or where past contract performance information is not available, the Offeror may not be evaluated favorably or unfavorably on the factor of past contract performance. In this case, the Offeror’s past performance is unknown and assigned a performance confidence rating of “neutral.”
Performance Confidence Assessments Rating Adjectival
Rating Description
Substantial Confidence
Based on the offeror’s recent/relevant performance record, the Government has a high expectation that the offeror will successfully perform the required effort.
Satisfactory Confidence
Based on the offeror’s recent/relevant performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort.
Limited Confidence
Based on the offeror’s recent/relevant performance record, the Government has a low expectation that the offeror will successfully perform the required effort.
No Confidence Based on the offeror’s recent/relevant performance record, the Government has no expectation that the offeror will be able to successfully perform the required effort.
Neutral Confidence
No recent/relevant performance record is available or the offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned. The offeror may not be evaluated favorably or unfavorably on the factor of past performance.
3.4. FACTOR 4: PRICE (VOLUME IV) – The Price factor evaluation will be conducted on the basis of fixed-price. To be considered for evaluation, offerors must quotation on all items/services listed in the solicitation and PWS. The Government will evaluate price reasonableness, completeness and balance for the fixed priced effort.
3.4.1. In evaluating price reasonableness the Government will focus on whether the price is too high or too low to be considered fair and reasonable.. In terms of “completeness”, the Government will evaluate whether the price appears to cover all of the work identified in the PWS. In terms of “balance”, the Government will evaluate whether the pricing is consistent throughout the term of the contract to include any options.
3.4.2. The base period and all option years shall be included in the price calculation. The Government will review CLINs for reasonableness, completeness, and balance to determine whether they reflect an understanding of Government tasks or contain apparent mistakes that will be considered a performance risk. As part of the price evaluation, the Government will evaluate the Option to Extend Services under FAR Clause 52.217-8 by adding one-half of the Offeror’s final option period price to the Offeror’s total price. Thus, the Offeror’s total price for the purpose of the evaluation (i.e. Total Evaluated Price) will include the base period, total of options, and one-half of the last year option to determine the price basis. Offerors are required only to price the base and the three one-year options. Offerors shall not submit a price for the potential one-half year extension of services period.
3.5. CONTRACTUAL DOCUMENTS (VOLUME V) – This volume will only be evaluated for compliance of submitted information required to be considered eligible for award. The Government will not trade off this as noted in the award criteria. Non-compliant quotation s will not be further evaluated and will not be further considered for award. Only Offerors whose quotations are determined to be compliant will move into the evaluation process.
