QUESTION: For export control reasons are you able to provide an application description of what will be tested? Would “civil engineering structures for both military/commercial purposes” adequately describe the application?

ANSWER: We concur with the description suggested.

QUESTION: Concept drawing of the actuators will be provided after order is received.

ANSWER: I do anticipate a final submittal review after award. However, in accordance with Section L.2. of the Announcement, the Offeror should note that a draft drawing submission is required at the Offer stage. Bids lacking a drawing may be determined technically unacceptable. t is important for the offeror to make an appropriate bid based on their specific draft design, not a general product line.

QUESTION: We will offer cylinders capable of,

0. 200 kips static force @ 3000 psi

0. 123 kips dynamic force @ 1885 psi (max pressure minus delta P of servo valve)

ANSWER: No issues. These parameters fall within reasonable physical limitations of general servo-hydraulic systems and valves.

QUESTION: Servo valve is sized for delta P of 1,015 psi @ 66 gpm

ANSWER: No issues. This meets specification C.b. in the Announcement.

QUESTION: The specification is a little vague. I am able to quote a cylinder that fits to the specification, but some specifications are not 100% clear. For example the load in compression: 200,000 +- 20,000 lbs.

The cylinder that we would quote has a load of 210,421 lbs at 3,000 psi. You can change the load by changing the pressure (this will not affect the price). But changing the size of the cylinder will increase the price.

ANSWER: The suggested maximum load of 210,421 lbs. is compliant with specification C.d. of the Announcement. We already have a controller in-house to manage the oil flow and pressure.

QUESTION: What are the minimum and maximum frequency of the operation of the cylinder?

ANSWER: In accordance with specification C.b., the maximum frequency will depend on both the flow rate of the valve specified by the Offeror and the volume of the cylinder. The minimum frequency will depend on the low-flow control capability of the valve specified by the Offeror. We anticipate running faster than quasi-static in our tests, meaning 0.5 to 10 Hz. We recognize 10 Hz may not be reasonable for the entire stroke at 50GPM, but our in-house hydraulic system (150GPM) is ultimately the limiting factor on flow.

QUESTION: What are the minimum and maximum amplitude of the operation of the cylinder?

ANSWER: The amplitude is provided in Specification C.e. The actuators shall have a total working stroke of at least 16 inches.

QUESTION: For the swivel blocks on both ends. Which option would be preferred, option A or option B?

ANSWER: We would prefer Option B with a flange connection. We prefer a flange swivel block connection.
