Section C - Descriptions and Specifications

STATEMENT OF WORK

BIM DATA EXTRACTION

1. INTRODUCTION: The Army Facility Standardization Program consists of Army Facility Standards and Army Facility Design Standards for a variety of category codes. An effort is underway to develop the bare minimum technically acceptable criteria for legacy facilities. This effort requires utilization of previously collected data to determine the functional capability of the legacy facilities.

The Army Corps of Engineers has required a Building Information Model (BIM) be developed and handed over to the government for new construction completed since 2010. The BIM is a dataset rich in information about newly built facilities, vital to operate and maintain buildings. In the past, not enough BIMs existed in the Army inventory to determine a method for incorporating the BIM information into a current or future Army Program of Record (POR). There is also a significant effort to standardize site assets and features for projects, referred to as Civil Information Modeling, or CIM. The purpose of this work package is to extract information from the BIM based on the Army Facility Standard for Company Operations Facilities and other category codes in regards to condition assessment for integration into the USACE-CERL developed BUILDER™ program.

2. OBJECTIVE: The objective is to determine based on condition assessment methodologies, extraction of data from available data sources such as BIM, and CIM data as it is related to Army Facility Standards into BUILDER data templates.

a. Analyze existing BIM data from USACE Centers of Standardization (CoS) Standard Designs to populate BUILDER templates. The primary Army Real Property category codes for testing are the Tactical Equipment Maintenance Facility (TEMF) and the Company Operations Facility (COF).

TEMF and COF facilities from projects completed at Joint Base Lewis-McChord (JBLM) will provide the BIM and CIM data for analysis.

b. Analyze BUILDER data requirements to identify potential additional BIM and CIM data for incorporation into USACE contract requirements to ensure all future deliverables maximize the population of BUILDER.

3. MAJOR REQUIREMENTS: In order to accomplish the work, it shall be necessary for the Contractor to complete the following tasks:

a. Task 1: Examine TEMF and COF BIM and CIM data from JBLM as well as the CoS Standard Designs for information relevant to BUILDER.

(1) Incorporate all relevant information to include equipment and assemblies such as roofs, exterior envelope, interior finishes, plumbing, HVAC, fire protection, and electrical. Information shall be categorized in accordance with UNIFORMAT II specification level 2 items A10 [Foundations] through E10 [Equipment]. For information on BUILDER data requirements, consult the BUILDER Version 3.0 Inventory Manual at https://sms.cecer.army.mil/Support/SiteAssets/BUILDER%20Downloads/Documents%20in%20PDF/BUI LDER%20Version%203.0%20Inventory%20Manual.pdf.

(2) Compare BIM and CIM data to the existing facility templates in BUILDER for template improvement.

b. Task 2: Examine BUILDER EquipMapper import format and data requirements to map and load potential BIM and CIM data into the BUILDER dataset.

(1) Identify necessary BUILDER information not available via existing BIM and CIM contract requirements.

(2) Identify BIM and CIM data to feed into COBie v2.4.

4. GOVERNMENT FURNISHED INFORMATION/MATERIALS: The government will provide the following:

a. BIM and CIM content for the relevant facilities at JBLM.

b. Links to the MRSI website containing designs of CoS standard facilities.

c. Necessary data templates to receive BIM/CIM data for processing into BUILDER.

d. Access to BUILDER data experts.

5. CONTRACTING OFFICER’S REPRESENTATIVE (COR): COTRs shall be appointed at award per DFARS 252.201-7000. No Government personnel, other than the Contracting Officer, shall have the authority to do other than clarify technical points or supply relevant information to the Contractor regarding this contract.
