About this file

This is Amendment 0001 to a Request for Quotations (RFQ) for cleaning and maintenance services at two federal facilities in Massachusetts, issued by the U.S. Army Corps of Engineers, New England District (W912WJ26QA153). The amendment, effective August 4, 2026, extends the solicitation closing date to August 12, 2026, at 2:00 PM Eastern and provides responses to 21 vendor questions regarding bid schedule formatting, labor standards compliance, past performance evaluation, site visits, staffing requirements, and scope clarification.

The solicitation requires weekly cleaning services (Mondays or Tuesdays), semiannual window cleaning, and weekly litter pickup at two locations: the Naugatuck River Basin Office (approximately 1 acre) and the Hop Brook Lake Project Office (approximately 1.5 acres including dam turnaround, plus a 0.1-acre roadside pull-off). Key requirements include First Aid/CPR certification (required prior to performance commencement), SAM registration, completion of a mandatory solicitation survey, and firm fixed-price bidding for a base period and one option period. The previous contract awarded to MSL Housekeeping Services LLC totaled $19,120, with scope potentially differing. Vendors must acknowledge the amendment, submit signed copies with their quotes, and complete all bid schedule items. Site visits are available by contacting the Technical Point of Contact, Marci Montrose. The Government will incorporate revised wage determinations at option exercise under Service Contract Labor Standards (Wage Determination 2015-4131, Revision 35), though FAR 52.222-43 will not apply, making option period pricing firm-fixed with no adjustments available.

SUMMARY OF CHANGES

Solicitation/Contract Form

The following changes have been made:

Miscellaneous text in this section has been added to:

REQUEST FOR INFORMATION:

QUESTION 1: The BID SCHEDULES section, paragraph 2, directs vendors to enter $0.00 for items that are Not Separately Priced and states that blank entries will result in quotes being deemed non-responsive. Section M, Action/Step 4, subparagraph iv, states that quotes which "indicate that the amount is $0 or Not Separately Priced (NSP) will be rejected as nonconforming to this solicitation." Which instruction governs, and is the Government issuing an amendment to reconcile them?

RESPONSE 1: Section M, Action/Step 4 states "quotes that fail to price all items or indicate that the amount is $0 or Not Separately Priced will be rejected...". Section L, Bid Schedules, 2. Will be revised to the following: "Vendors shall enter $0.00 on Bid Schedules that are required in excel format in which items are Not Separately Priced (NSP). All other bid schedule formats shall include either $0 or NSP. Blank entries will not be considered and will result in quotes being deemed non-responsive".

QUESTION 2: The clause list incorporates FAR 52.222-41 (Service Contract Labor Standards) and 52.222-42 (Statement of Equivalent Rates for Federal Hires), and Wage Determination 2015- 4131, Revision 35 applies. The Bid Schedule requires separate pricing for a base period and one option period. FAR 52.222-43, Fair Labor Standards Act and Service Contract Labor Standards -- Price Adjustment (Multiple Year and Option Contracts), does not appear in the solicitation.

(a) Will 52.222-43 be incorporated by amendment?

(b) If not, please confirm that option period unit prices are firm-fixed with no adjustment available for a revised wage determination incorporated at option exercise.

(c) Will a revised wage determination be incorporated at option exercise?

RESPONSE 2: Clause 52.222-43 is not applicable to this solicitation and therefore will not be incorporated into the solicitation via amendment. The option period unit prices are firm fixed-price with no adjustment available for a revised wage determination incorporated at option exercise.

W912WJ26QA1530001

Yes, a revised wage determination will be incorporated into the modification when an option is exercised.

QUESTION 3: Section M, Action/Step 4, subparagraph i, provides that the Government will review recent and relevant past performance as listed in the survey. Solicitation Survey question 10 states that failure to adhere to its reference requirements will result in quotes being deemed non-responsive.

(a) How will the Government evaluate a vendor that does not have a record of relevant past performance, consistent with the principle that such a vendor may not be evaluated favorably or unfavorably on past performance?

(b) Will a Solicitation Survey in which question 10 is completed with an affirmative statement that the vendor has no prior contracts meeting the recency and relevance criteria satisfy the survey-completion requirement at Action/Step 1 (responsiveness)?

RESPONSE 3: A vendor with no relevant past performance will be rated as neutral, unless other conditions exist as stated in Section M that would eliminate the vendor from evaluation. Yes, an affirmative statement that the vendor has no prior contracts is acceptable.

QUESTION 4: Section M, Action/Step 4, subparagraph iii, provides that subcontractor past performance will not be considered "unless a teaming arrangement is submitted in response to the Request for Quotation." Solicitation Survey question 9 requests teaming arrangement documentation "if available."

(a) What form of documentation does the Government consider acceptable?

(b) Must the teaming agreement be fully executed at the time of quote submission?

RESPONSE 4: Refer to the solicitation survey number 9. Yes, the teaming arrangement shall be "fully executed" in the form of a verifiable confirmation from the subcontractor that they are willing to complete the work required by the solicitation in conjunction with your company at the time of quote submission.

QUESTION 5: The Performance Work Statement, paragraph 3, directs vendors to contact the Technical Point of Contact to arrange a site visit. The SITE VISITS section, paragraph 2, states that where no dates and times are included in the solicitation, vendors shall contact the Technical Point of Contact to schedule one. No dates or times are included.

(a) Is completion of a site visit a condition of responsiveness or otherwise a factor in evaluation?

(b) Can the Government provide available dates and times, given that no site visits are permitted after the solicitation closes?

(c) Will the Government provide maps, photos, and videos?

RESPONSE 5: Completion of a site visit is not a condition of responsiveness or otherwise a factor in evaluation. Vendors shall follow the process as indicated in the solicitation, Performance Work Statement, 3. Site Visit to schedule site visits. The Government will not provide maps, photos, and /or videos.

QUESTION 6: The survey preamble states that vendors listing information not substantiated by their SAM registration, citing number of employees as the example, may be deemed unacceptable and removed from consideration.

(a) Which SAM data element will the Government use for this comparison?

(b) How should a vendor complete question 5(c), anticipated number of employees needed for this work, where the vendor intends to staff the requirement upon award?

RESPONSE 6: The vendor's SAM Assertions will be used for comparison. The solicitation survey includes spaces to indicate the minimum number of employees available for this project, the maximum number, a space to indicate if employees are regularly on your payroll, and a space to indicate how many employees the vendor anticipates will be needed to perform the work. Vendors shall provide their responses in the spaces provided. If a vendor intends to staff the requirement, then check that the employees are not regularly on your payroll and indicate how many employees will be needed to perform the work.

QUESTION 7: Question 8 provides that responses of "To be determined" or "information provided upon request" will be deemed non-responsive.

(a) Does identification of a named subcontractor satisfy this requirement, or must a subcontract or agreement be in place at time of quote?

(b) May a vendor identify more than one prospective subcontractor?

RESPONSE 7: Identification of a named subcontractor satisfies the requirement. A subcontract or agreement in place at the time of quote permits the vendor (prime) to list the subcontractor's past performance on the solicitation survey. If a suitable teaming arrangement is not provided, then the only past performance that shall be listed is that of the prime contractor.

QUESTION 8: Solicitation Survey question 7 marks First Aid/CPR as applicable and permits a vendor without completed courses to provide a plan for obtaining certification. Section H requires First Aid/CPR personnel to be included among the pre-work submittals due within 21 days of award. Please confirm that certification is required prior to the commencement of performance, rather than at the time of the quote, and that a compliant plan submitted with the quote is acceptable for responsiveness purposes.

RESPONSE 8: Confirmed.

QUESTION 9: Please confirm that Wage Determination 2015-4131, Revision 35, as posted at the SAM.gov link in the solicitation, is the applicable revision for the base period.

RESPONSE 9: Confirmed. Any wage determination updates prior to the closing of the solicitation would be incorporated into the solicitation via amendment.

QUESTION 10: Who is the incumbent and how many employees performed the duties for the same work?

RESPONSE 10: Refer to Section L, 6. a-d.

QUESTION 11: The PWS states vendors may contact Park Ranger Marci Montrose to arrange a site visit. Are site visits still available prior to the quote deadline, and are there any preferred dates /times for vendors to inspect both locations?

RESPONSE 11: Yes, site visits are still available. Please contact the Technical Point of Contact (TPOC), Marci Montrose, to schedule a site visit as stated in the Performance Work Statement.

QUESTION 12: The PWS states weekly cleaning is to be performed on Monday or Tuesday. Will the contractor select the preferred weekly service day after award, or should the proposed day be included in the quote?

RESPONSE 12: The preferred weekly service day can be discussed with the TPOC and decided after award.

QUESTION 13: Can the Government confirm whether both buildings will be accessible during the same service visit between 8:00 AM and 3:00 PM, and whether a Government employee will be present to provide access at each location?

RESPONSE 13: Yes, both buildings are typically staffed during these times. If there is an instance when they will not be, the contractor will be notified as far in advance as possible.

QUESTION 14: The PWS states Government storage space is not guaranteed unless discussed and approved at the pre-work conference. Should the contractor assume all supplies and equipment must be transported to and from the site each visit, or is limited storage expected to be available at Hop Brook Lake Project Office?

RESPONSE 14: Both offices have available space for storage, which can be discussed at the pre-work conference.

QUESTION 15: For the weekly litter pickup, can the Government clarify the approximate acreage or boundaries expected at each location, especially the dam access road/turnaround, roadside pull-off, workcamper campsites, garages, storage buildings, and lawn/parking areas?

RESPONSE 15: The Basin Office grounds are approximately 1 acre, the pull off area is approximately 1/10 of an acre, and the Hop Brook area, which includes the dam turnaround, is approximately 1.5 acres.

QUESTION 16: The PWS states trash and recycling should be placed in dumpsters at the Hop Brook Lake Project Office. Will the contractor have access to those dumpsters during each visit, and should waste from the Naugatuck River Basin Office also be transported to the Hop Brook dumpster?

RESPONSE 16: Yes, dumpsters are accessible 24/7 at the Hop Brook Project Office. Trash will need to be transported from the Basin Office to Hop Brook Lake Project Office, if using those dumpsters for trash disposal.

QUESTION 17: Can the Government confirm whether all windows are ground-level / safely reachable by ladder, or whether any lift, extension pole, or elevated access equipment is required?

RESPONSE 17: Both offices are two stories high, and can be reached by ladders or a lift.

QUESTION 18: The contractor-furnished materials list includes "garden hose, power washer, etc."

Please confirm whether power washing is required as part of the weekly cleaning/litter pickup or semiannual window cleaning, or whether this is only listed as potential equipment if needed.

RESPONES 18: Those items were listed for the choice of how the contractor wishes to clean the windows outside. The use of a power washer is permitted, although not required.

QUESTION 19: The solicitation states the mandatory solicitation survey must be completed and returned with the quote. Please confirm whether the survey included in the solicitation package is the only required technical/past performance document, or whether vendors should also submit a separate technical approach and past performance narrative.

RESPONSE 19: Vendors are permitted to submit additional technical and past performance documentation, although any documentation outside of which is required in the solicitation survey, is not required to be submitted.

QUESTION 20: If a prime contractor intends to use a local subcontractor, is a signed subcontractor teaming letter sufficient for evaluation, or is additional subcontractor documentation required with the quote?

RESPONSE 20: A signed teaming arrangement is sufficient, as well as the required subcontractor information on the solicitation survey.

QUESTION 21: The solicitation lists the previous award amount as $19,120 and notes the scope may differ. Can the Government clarify whether the current scope has materially increased from the prior contract, particularly regarding litter pickup boundaries, window cleaning, and both locations?

RESPONSE 21: The Government will only provide the previous awardee and total awarded amount. No additional information regarding differences in scope will be provided.
