About this file

This document contains an amendment to a solicitation for a federal contract opportunity as well as the related solicitation. The amendment provides responses to vendor questions regarding a project to replace piston rings on hydraulic gates at the Blackwater Dam in Webster, New Hampshire. The scope of work involves removing and replacing the middle piston ring on each of the six gates with a new hydrolysis-resistant polyurethane seal. The contractor must note that only one gate may be worked on at a time until repairs are complete. The applicable NAICS code is 237990 for specialty trade contractors and the procurement is set aside for small businesses with less than $45 million in annual revenue. The response deadline remains June 14, 2023 at 5:00 PM Eastern Time. Wage determinations and additional details are provided in the original solicitation.

SECTION SF 30 BLOCK 14 CONTINUATION PAGE

SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been modified:

REQUEST FOR INFORMATION

1. What type and viscosity of hydraulic oil is used ? Are we supplying the “top off” oil – Response: There have been two types of hydraulic fluid added to this system. One fluid is a Duralene ZD AW 32 hydraulic oil and the other is a Travellers AS Hyd ISO46 hydraulic oil. The contractor will be responsible for topping off the system after it is re-assembled.

2. Does the filtered oil have to be sent off to prove it is 10 microns or less? Or will filtering with 10 micron filters suffice.

Response: Contractor shall top off the hydraulic tank with hydraulic fluid as specified and actuate the oil filtration system with a 10 µm element in the filter. Circulate the fluid and change filters as they become clogged.

3. What is the operating pressure of the HPU?

Response: The maximum operating pressure of the system is 500 psi.

4. Has the lifting beam in the gate house been load tested?

Response: Yes, the lifting beam was load tested when the new the trolley and hoist were installed.

5. Please provide a photo of the counterbalance valve on each slide gate. – Response: No longer included in scope. Revisions to scope will be issued in subsequent amendment.

6. Please provide technical description and mfg. part # and drawing for the counterbalance valve. – Response: No longer included in scope. Revisions to scope will be issued in subsequent amendment.

7. Millwrights will perform this work. Can you provide Davis Bacon Rates?

Response: Wage Determinations are included in the solicitation that cover the majority of work. Millwrights would be covered under Service Contract Act Wage Determination #2015-4023 for Merrimack County, New Hampshire.

8. We can machine the polyurethane part of the seal out of a 55D material, but the spec for the rubber energizer is saying 85D, which is harder than the sealing element. We would only be able to machine the energizer from 85A NBR. Is this just a 2pc seal? The description b. on drawing m-301 references cap seal and often times that is a 4pc piston seal.

Response: The proposed design shall utilize a 2pc seal. Contractor may submit alternative materials for review after contract award.

9. Has the lifting beam in the gate house been load tested?

Yes, the lifting beam was load tested when the new the trolley and hoist were installed. The government does not have the documentation for this test.

10. Is the contractor required to load test the lifting beam?

No. Please note that the monorail beam is load rated at 2 tons (4,000lbs).

W912WJ23Q0005

11. Is the contractor required to load test the lifting points above each of the slide gate cylinders before using them?

No. Please note that the lifting points are load rated for 2 tons (4,000lbs).

12. Please confirm that the bonnet seals do not need replaced contrary to drawing M-301.

Confirmed, they do not need to be replaced. If the bonnet cover is removed as part of the work, the Contractor shall provide a watertight seal between the bonnet cover and the bonnet during reassembly.

13. In the table 1.1 at the top left of drawing M-301, please notice the 5th item in the list marked below….In drawing M13-56/1 the item number 4-8 (listed in the “Mark” column on table 1.1) is referred to as a “Bonnet Seal” and is shown as a bronze seal that is installed on the side of the gate itself. Could you please clarify if the Government wants these seals replaced (requiring the removal of the gates) or if the “Bonnet Seal” referred to on table 1.1 is instead the “Bonnet Cover Plate” referred to in table 1.2 Technical Requirements 4.f.

This work is no longer included in the contract. Please refer to the revised drawing that will be posted with the amendment.
