About this file

This amendment modifies a solicitation for the maintenance dredging of Newburyport Harbor in Massachusetts. Approximately 220,000 to 250,000 cubic yards of sandy material will be hydraulically dredged from the 15-foot and 9-foot channels and placed on an adjacent beach via pipeline. The work includes dredging the federally maintained navigation project to its authorized depths, with the U.S. Army Corps of Engineers District in New England serving as the contracting agency. The amendment provides responses to requests for information, updates drawings and the bid schedule, and changes the commencement date to no later than September 1, 2022 to account for more favorable weather conditions. Bids are due by August 1, 2022, with award and notice to proceed to follow.

SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

AMENDMENT 0002

Requests for Information:

1. In section 52.211-10 “Commencement, Prosecution, and Completion of Work” In the second paragraph, the first sentence states that the completion date is based on the assumption that the successful offeror will receive the “Notice to Proceed (NTP)” by 1 August 2022. In section 01 11 00 Page 3, paragraph 1.1. Dredge Sections, subparagraph b, states that the “Notice to Proceed (NTP)” will be received after September 1, 2022. Is it the intention of the New England District to send out the NTP by August 1 or after September 1 ,2022? Since weather and seas conditions are more favorable for dredging in late summer and early fall vs. late fall and winter, it makes sense for the safety of the dredging operation and environmental resources that work begins as soon as possible in early September.

See amended FAR 52.211-10 Alt I.

2. What is the Government’s intent for the beach fill if pre-construction topography survey indicates a change in site conditions from the contract drawings? What element of the beach berm shown on the drawings should be maintained, and which are subject to change (length, width, and elevation)?

To further clarify Note 4 on contract drawing sheet C-105, the contractor shall maintain the forward berm edge along the control line shown and the target berm elevation. The berm width shall vary to meet existing grade at the 11-ft MLLW contour. Beach fill shall begin at station 0+00 and proceed along the control line until all dredge sediment has been placed.

3. Where can the pipeline come ashore and be run across the beach?

The dredge material discharge pipeline may be located anywhere within the colored areas identified in the Real Estate Coordination figure at the end of specification section 01 50 00.

4. Why are we using timber mats?

The use of timber mats is required to minimize damage and erosion to the existing dune grass area when traversing it with equipment from the storage/staging area. These timber mats also prevent compaction of soils to aid in reestablishment of dune vegetation at the disturbed area.

5. What is the status of existing erosion control measures (Riprap and timber staked coir-tubes) within the beach fill area? How does contract work proceed if they remain in place at the start of construction, as opposed to “removed by others” as stated on the plan set?

Existing erosion control measures along North Point Beach may be removed by others prior to commencement of construction. To the extent that any of these measures remain in place within the beachfill area at the time of construction, they are to be buried. The erosion control measures consist of partially buried stone revetment and sand-filled coir envelopes/bags pinned to the beach with timber posts. These are shown in the attached photographs taken during the pre-bid site visit on 2 June 2022.

SECTION 00800 - SPECIAL CONTRACT REQUIREMENTS

The following have been modified:

52.211-10 COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK (APR 1984) -

ALTERNATE I (APR 1984)

September 2022. The completion date will be extended by the number of calendar days after the above date that the Contractor receives the notice to proceed, except to the extent that the delay in issuance of the notice to proceed results from the failure of the Contractor to execute the contract and give the required performance and payment bonds within the time specified in the offer.
