SECTION 01 22 00

MEASUREMENT AND PAYMENT

PART 1 GENERAL

1.1 CONTRACT COST BREAKDOWN

The Contractor must furnish within 30 days after the date of Notice to Proceed, and prior to the submission of its first partial payment estimate, a breakdown of its single job pay item or items which will be reviewed by the Contracting Officer as to propriety of distribution of the total cost to the various accounts. Any unbalanced items as between early and late payment items or other discrepancies will be revised by the Contracting Officer to agree with a reasonable cost of the work included in the various items. This Contract cost breakdown will then be utilized as the basis for progress payments to the Contractor.

1.2 JOB PAYMENT ITEMS

Payment items for the work of this contract for which contract job payments will be made are listed in the BIDDING SCHEDULE and described below. The job price and payment made for each item listed shall constitute full compensation for furnishing all plant, labor, materials, and equipment, and performing any associated Contractor quality control, environmental protection, meeting safety requirements, tests and reports, and for performing all work required for which separate payment is not otherwise provided.

1.3 UNIT PRICE PAYMENT ITEMS

Payment items for the work of this contract on which the contract unit price payments will be made are listed in the BIDDING SCHEDULE and described below. The unit price and payment made for each item listed shall constitute full compensation for furnishing all plant, labor, materials, and equipment, and performing any associated Contractor quality control, environmental protection, meeting safety requirements, tests and reports, and for performing all work required for each of the unit price items. In the event there is a difference between a unit price and the extended total, the unit price will be held to be the intended bid. If the bidder shows only the total price but fails to enter a unit price, the total divided by the estimated quantity will be held to be the intended unit price.

1.4 BIDDING SCHEDULE - PAYMENT ITEMS

Payment items for the work of this contract on which the contract progress payments will be based are listed in the BIDDING SCHEDULE and are described below. All costs for items of work, which are not specifically mentioned to be included in a particular Bidding Schedule job or unit price payment item, shall be included in the listed job or unit price item most closely associated with the work involved. Any bid price for items indicated in the BIDDING SCHEDULE which are unbalanced as to price may be rejected as non-responsive. An unbalanced bid is one which is based on price significantly less than cost for some work and price which is significantly overstated for other work.

SECTION 01 22 00 Page 2

Base Bid Items

A. Item No. 0001, "Mobilization and Demobilization."

Payment will be made for all costs associated with mobilization and demobilization (as defined in Special Contract Requirements clause "PAYMENT FOR MOBILIZATION AND DEMOBILIZATION") for dredging and placement operations.

Costs included with Payment Item 0001 shall only include those costs associated with the mobilization and demobilization required to complete dredging and the transportation to and placement at the Plum Island Beach Placement Area.

Unit of Measure: Job.

B. Item No. 0002, "Dredging of 15-Foot Federal Navigation Channel with Placement of Dredged Material at the Plum Island Beach Placement Area"

The contract price per cubic yard for Bidding Schedule Payment Item 0002 shall include all cost associated with the removal of dredged material encountered from dredging the Federal Navigation channel to the specified depths, and the transportation to and placement at the Plum Island Beach Placement Area as indicated on the Contract Drawings and as specified in Section 01 11 00 SUMMARY OF WORK and Section 35 20 23 DREDGING AND DREDGE MATERIAL PLACEMENT. Costs included with Payment Item 0002 shall only include those costs associated with dredging, the transportation of, and the placement of dredged material at the Plum Island Beach Placement Area.

The total amount of material removed and paid for under the contract for Bidding Schedule Payment Item 0002 will be measured by the cubic yard in place by computing the volume between the bottom surface shown by soundings of the last pre-dredge survey made before dredging begins and the bottom surface shown by the soundings of a post-dredge survey made as soon as practicable after the removal of the material.

Dredged material will be included that is within the limits of the side slopes, required overdepth, and allowable overdepth as described in Section 35 20 23 DREDGING AND DREDGE MATERIAL PLACEMENT, paragraph "DREDGING LIMITS", less any deductions that may be required for misplaced material described in subparagraph "Placement In Non-Approved Areas".

The Contract Drawings are believed to accurately represent conditions existing on the date of the survey shown on the drawings, but the depths and the specific areas to be dredged shown thereon may be verified and corrected by soundings taken by the Government before dredging begins. Determination of quantities removed and the deductions made to determine quantities after having once been made by the Contracting Officer, will not be reopened, except on evidence of collusion, fraud, or obvious error. Refer to Special Contract Requirements, subparagraph "CONTRACT DRAWINGS AND SPECIFICATIONS" for additional information and requirements regarding contract drawings.

Monthly partial payments will be based on approximate quantities determined by Contractor quality control surveys. The pre-dredge survey made immediately before dredging, and the after dredge survey made as soon as practicable after the removal of the material, will be

SECTION 01 22 00 Page 3 performed by the Government at no cost to the Contractor.

No separate measurement or payment will be made for the removal of debris during dredging operations as specified in Section 35 20 23 DREDGING AND DREDGE MATERIAL PLACEMENT, paragraph "DEBRIS MANAGEMENT".

Unit of Measure: Cubic Yard (CD).

Optional Items

C. Item No. 0003, "Additional Mobilization and Demobilization for the Work Required by Item 0004".

Payment will be made for all costs associated with mobilization and demobilization (as defined in Special Contract Requirements clause "PAYMENT FOR MOBILIZATION AND DEMOBILIZATION") for dredging and placement operations. This item includes only the incremental mobilization and demobilization costs associated with the work required by Optional Item 0004, which may include but is not limited to additional hydraulic pipeline segments and booster pumps.

Unit of Measure: Job.
