The new system includes a 1,000 gallon monolithic precast septic tank, precast pump chamber, new submersible sewage pump including associated controls and alarms, new PVC piping, new leaching trenches, and other related items (to include, but not limited to repairing disturbed lawn areas back to original condition).

See attachments for septic design plans and specifications.

All construction and materials shall be in accordance with the Connecticut Public Health Code and Technical Standards, January 2018.

B. General Project Requirements

1. Contractor’s Responsibility: The Contractor shall furnish all labor, equipment and materials and carry out all operations as necessary to accomplish the work of this project as described in this document. Prior to commencing work, the Contractor shall verify the extent of the work and become familiar with the project site and access.

2. Location: The required services shall be performed at the West Thompson Lake Utility Building – 162 West Thompson Road, N. Grosvenordale, CT.

3. Site Visit: The Technical Point of Contact (TPOC) for this project is Park Ranger Ryan Morr 978-318-8407, or Ryan.A.Morr@usace.army.mil.

4. Schedule: The period of performance shall be 120 days from contract award. The project area will be open to the contractor Monday through Friday 7:00 am to 3:00 pm unless otherwise approved by the TPOC. No work shall be done on weekends or Government holidays.

5. Traffic Regulation and Control: The traveling public shall be protected from damage to person and property.

The Contractor's traffic on roads selected for hauling material to and from the site shall interfere as little as possible with public traffic. The Contractor shall investigate the adequacy of existing roads and the allowable load limit on these roads. The Contractor shall be responsible for the repair of all damage to roads caused by construction operations.

6. Progress Schedule: The progress schedule shall be in the form of a chart graphically indicating the sequence proposed to accomplish each work feature or operation. The chart shall be prepared to show the starting and completion dates of all work features on a linear horizontal time scale beginning with the date from contract award and indicating calendar days to completion. The Contractor shall indicate on the chart the important work features or operations that are critical to the timely overall completion of the project. Key dates for such important work features and portions of work features are milestone dates and shall be so indicated on the chart.

This schedule will be the medium through which the timeliness of the Contractor's construction effort is appraised.

7. Preconstruction Conference: The TPOC will conduct a preconstruction conference after receipt of contract award by the Contractor and prior to the start of on-site construction activities. The date, time, and place for this conference shall be mutually agreed upon by the Contractor and the TPOC. It is mandatory that the Contractor's project site supervisory personnel assigned to this project attend the conference; no personnel substitutions will be permitted. The purpose of the conference is to review contract requirements and to establish a working relationship between the Contractor's staff and the U.S. Army Corps of Engineers personnel who will be closely associated with the project. During the conference, the TPOC will discuss with the Contractor job safety, project phasing, work hour restrictions, traffic control, quality control, labor relations, and environmental protection.
