AMENDMENT 0002 SPECIFICATIONS
Solicitation W912WJ18B0021
Maintenance Dredging Plymouth Harbor, Plymouth, Massachusetts
AMENDMENT 0002
July 25, 2018
SPECIFICATION CHANGES
1. Amend “SEDIMENT SAMPLING LOCATIONS AND SEDIMENT GRAIN SIZE ANALYSIS” section (located at the end of Section 35 20 23) as follows:
A. Add Sediment Sampling Core Logs, dated May 16, 2017 Attachment A to the end of the
“sediment Sampling Locations and Sediment Grain Size Analysis” section.
2. Amend Section 01 57 20 “ENVIRONMENTAL PROTECTION” as follows:
A. Under paragraph 1.9.1.c., delete “provided there is capacity” from the first sentence.
3. Amend Section 35 20 23 “MECHANICAL DREDGING” as follows:
A. Under paragraph 1.5 titled “Order of Work”, add the following to the end of subpart b(1):
Dredging of the material between stations 0+00 and 96+00 in the entrance channel shall be performed during the environmental window for the Green Harbor nearshore disposal site in accordance with section 01 57 20 subparagraph 1.9.1.c.
B. Under paragraph 1.5 titled “Order of Work”, add the following to the end of subpart b(2):
A portion of the anchorage around the boat ramp dock, as marked on sheet C-106 (Revision Mark 1, dated 07/23/2018) of the contract drawings, shall be dredged between January 1 and January 31 of 2019, to allow sufficient time for the existing piles to be removed and subsequently re-installed (by others).
C. Under subparagraph 3.4.1 titled “Disposal Sites”, remove subpart a(2) in its entirety and replace it with the following:
(2) Disposal at the Green Harbor nearshore disposal site shall be performed with the scow at a complete stop or at very low speed (<1 knots) such that the targeted scow position and orientation can be accurately achieved for even distribution of material across the site.
D. Under subparagraph 3.4.1 titled “Disposal Sites” remove subpart a(3) in its entirety and replace it with the following:
(3) Disposal at the Cape Cod Bay and Massachusetts Bay Disposal Sites may be performed with the scow in motion at a speed no greater than 2 knots as long as the release of the material from the scow (as determined by the draft change recorded by the Dredging Quality Management (DQM) System) can be achieved within 300 feet of the specified target. If that accuracy cannot be achieved (based on a review by the Corps of the first 10 placement events), then the Contractor will be directed to release material with the scow at a complete halt so that the specified accuracy can be achieved. Disposal shall not be attempted if the above conditions cannot be met. Anticipated weather conditions shall be determined prior to departing for the disposal sites.
E. Under subparagraph 3.4.1 titled “Disposal Sites” remove the first paragraph of subpart b(1) in its entirety and replace it with the following:
(1) All material dredged within the entrance channel from Station 0+00 to Station 96+00 shall be disposed of at the Green Harbor nearshore disposal site. NAE has determined that there is ample capacity at the site for this material. The following requirements for placement at the Green Harbor nearshore disposal site must be met with the overall goal of spreading material evenly across the site following the existing inshore-offshore slope: a) at no point should material be mounded more than 6 feet above the baseline bathymetry; b) at no point should material be mounded such that the remaining depth is less than 7 feet MLLW. Upon completion of disposal operations of the Green Harbor nearshore disposal site, the contractor shall produce a hydrographic survey of the site. Due to environmental restrictions, disposal at this site will be allowed only from 1 November through 31 January, inclusive of any year.
Disposal at this site is prohibited from 1 February through 31 October.
F. Add sketch, attached as part of this amendment, titled “Near Shore Disposal Site Vicinity Green Harbor, MA, Survey of June 7, 2018” to end of Section 35 20 23.
PLAN CHANGES
1. Delete Sheet C-106 from the originally issued contract drawing set, and replace it with the attached amended Sheet C-106 (Revision Mark 1, dated 07/23/2018).
**All other Specifications and Plans not listed in this amendment will remain unchanged.
QUESTIONS AND ANSWER 25 JUL 18
PLYMOUTH DREDGING
Amendment 0002
Contractor’s Questions 25 July 2018
1. Please provide an estimated remaining capacity in the Green harbor Nearshore Disposal Site.
Has there been a survey taken for most recent elevations subsequent to the most recent placement activities? How is the final determination made as to when this placement area has reached its full capacity? How much capacity remains in this placement area?
Response 1: As a nearshore dispersive site, there is no long term capacity estimate for the Green Harbor nearshore disposal site. In a given disposal season, NAE limits the placement of material to 45,000 CY which equates to an average placement depth of just under 3 feet across the entire site. The bathymetry of the site was last surveyed in June 2018, shortly after completion of placement of dredged material from Green Harbor. A baseline survey will be performed by USACE just prior to initiation of dredging of the Plymouth Harbor project.
2. Due to the environmental restriction at the Green Harbor Nearshore Placement area until Nov. 1, will the contractor be allowed to place material from stations 0+00 to 96+00 from Oct. 1 to Oct. 30 so that the contractor can maximize their utilization of the Oct. 1-Jan 31 dredge window? Will the contractor be able to place material dredged from 0+00 to 96+00 in the Cape Cod Bay Disposal Site from October 1, until Green Harbor becomes available November 1?
Response 2: To the greatest extent possible, all of the sandy material dredged from the entrance channel between stations 0+00 and 96+00 shall be placed at the Green Harbor disposal site. Therefore, the contractor will not be allowed to commence dredging operations between stations 0+00 and 96+00 until November 1 of 2018. If the contractor is able to commence dredging on this contractor prior to November 1, 2018, the contractor will be required to commence dredging in the entrance channel outside of stations 0+00 and 96+00 until November 1, 2018. Specification section 35 20 23.1.5 “Order of Work” is revised to reflect this requirement.
3. Please provide detailed vibracore data, of the locations provided in the dredge area, along with stop/refusal elevations, specifically boring locations E, F, G, & H with particular attention to boring locations in the area of possible improvement material in the 15' channel extension and turning basin.
Response 3: Depth of vibracore sampling is provided. However, it is noted that sediment samples were collected only to a maximum depth of required dredging plus allowable overdepth. This dredging contract is for maintenance dredging of areas that have been previously dredged to full project depth and does not include removal of any improvement material. Borings and probes were not performed in preparation of this contract.
4. Contractor requests the requirement for all scows to be inspected by a COR prior to departure be waived for this project, as this project is allowed to operate 24/7 and this requirement will slow overall production rates while tug crews stand by waiting for approvals to be issued.
Response 4: Specification section 35 20 23.3.4.1.a is revised.
5. In the most recent addendum released, it is numbered on the package as 0002, however on the cover page of Standard Form 30 it is labeled 0001, same as the prior addendum released prior to the bid package which contained the DRC requirement document. Please clarify how the contractor should acknowledge these addenda in the bid, as information appears to be conflicting in the documents.
Response 5: The amendment numbers on the SF30s govern over the amendment numbering on FBO posts. This is the second amendment to the solicitation.
6. Reference the Contract Bid Schedule; Section 00 41 00.1.1: Is it the intent of the USACE to anticipate the mechanical removal of 15,000 CD to grade elevation of 15-feet MLLW (Mean Lower Low Water) for Line Item 0002AA and an additional 26,700 CD to overdepth elevation of 17-feet MLLW for Line Item 0002AB?
Response 6: Yes.
7. Reference the Contract Bid Schedule; Section 00 41 00.1.1: Is it the intent of the USACE to anticipate the mechanical removal of 134,600 CD to grade elevation of 15-feet MLLW for Line Item 0003AA and an additional 65,100 CD to overdepth elevation of 17-feet MLLW for Line Item 0003AB?
Response 7: Yes.
8. Reference the Contract Bid Schedule; Section 00 41 00.1.1: Is it the intent of the USACE to anticipate the mechanical removal of 68,000 CD to grade elevation of 15-feet MLLW for Line Item 0004AA and an additional 75,100 CD to overdepth elevation of 17-feet MLLW for Line Item 0004AB?
Response 8: Yes.
