Plymouth Harbor Dredging
DEFINITIVE RESPONSIBILITY CRITERION
After bid opening, but prior to award, the apparent low bidder will be required to furnish documentation demonstrating that it meets the following Definitive Responsibility Criteria (DRC):
Two (2) dredging projects completed within the last ten (10) years that involved dredging at a production rate of at least 90,000 cubic yards in a consecutive 30-day period by mechanical means with open ocean disposal.
Firms may use subcontractor (to be used on this project) experience to demonstrate experience with the Definitive Responsibility Criterion, but the role and work performed by each team member (prime and subcontractors) on projects demonstrating that team member's experience with the Definitive Responsibility Criterion shall be the same as the role for that team member under this procurement. The apparent low bidder is required to submit documentation demonstrating that it meets the requirements of this Definitive Responsibility Criterion to the Contracting Officer by 4:00 p.m. on the day of the bid opening. All documentation shall include references, including contract numbers and completion dates, customer/owner point of contact including name and telephone number, for each example project; as well as data showing production rates achieved and the location of the dredge site and disposal site.
If the documentation provided demonstrates that the bidder meets the above DRC, the apparent low bidder will receive award of the contract if otherwise eligible and responsible.
Documentation related to the definitive responsibility criterion will be considered a matter of responsibility, not responsiveness.
If the apparent low bidder fails to timely provide the documentation or if the documentation provided does not demonstrate that it meets the DRC, the apparent low bid will be rejected and the Government will move to the next low bidder, who will have until 4:00 PM of the second business day following the Contracting Officer’s request to provide the documentation that it meets the DRC. If the next low bidder fails to timely provide the documentation or if the documentation fails to demonstrate that it meets the DRC, the Government will move to the next low bidder. This process will be followed until the low bidder who meets the DRC requirements can document that it meets the DRC or the Government cancels the solicitation.
