SUMMARY OF WORK

PART 1 GENERAL

1.1 WORK COVERED BY CONTRACT DOCUMENTS

The general description below is given to indicate the approximate scope of this project only. It does not limit the work required under the project drawings and specifications.

Mansfield Hollow Dam lies on the confluence of the Natchaug, Fenton and Mt.

Hope Rivers, in Mansfield, Conn. The dam is part of a network of six flood control dams in the Thames River Basin constructed and maintained by the U.S. Army Corps of Engineers. Construction of the dam was completed in May 1952. The dam consists of earthfill with stone slope protection. It has a length of 14,050 feet and a maximum height of 68 feet. The project also consists of six earthfill dikes. A concrete spillway spans the main channel of the Natchaug River with a concrete weir 690 feet long and 16 feet lower than the crest of the dam.

Access to the base bid area is restricted to a 10-foot wide gate at the entrance by old route 6 and then along the downstream toe of the dam to the spillway where there is a ramp up to the crest near station 83+00. The crest is narrow, about 11 feet wide, with stretches of the dam crest either with or without posts and guide ropes and there are no locations for equipment to turnaround on the crest between the two entrances.

The base bid design will reclaim in-place about 6,400 LF of the existing pavement and subbase on the crest of the dam from the spillway to the southern end of the dam to a depth of 6 inches. This reclaimed material will be compacted and used as subbase for new bituminous pavement. New bituminous pavement will be constructed along the dam crest with a width of 10 feet; new stone shall be placed along the shoulders of the new pavement.

Crest survey monuments are located approximately every 200 feet along the existing dam crest road and flush with the existing bituminous pavement.

Additionally, there are utility road boxes at the surface, as well as buried utility conduits for the piezometers at designated locations along the crest. There is also airport lighting on poles along the crest and with electricity wires direct buried along the downstream shoulder of the dam between stations 138+00 and 115+00. Protection of the existing crest monuments, piezometers, utility boxes, conduits, and all wiring within the conduits as well as the airport lighting poles and electric supply lines will be required. The Contractor will be responsible for following FAA regulations regarding flagging and lights. Twenty-nine protective road boxes for the crest monuments will be required as the finished surface of the new bituminous concrete will be about 3-inches higher than existing (see location table at the end of this section). The Contractor is required to survey the crest monuments before and after construction.

The remainder of the dam crest is in better condition but has been included as options dependent on fund availability. North of the spillway is split into two options approximately 1,770 ft and 2,730 ft respectively. A third

SECTION 01 11 00 Page 2 option is to reclaim and repave approximately 850 feet of Dike B.

The Contractor shall comply with the requirements of the FAA permits attached to the end of this section. Some of the more notable requirements are as follows:

- The equipment on the crest is to be marked/lighted in accordance with FAA Advisory circular 70/7460-1 L Change 1, Obstruction Marking and Lighting, flag marker - Chapters 3(Marked)&12.

- Any failure or malfunction that lasts more than thirty (30) minutes and affects a top light or flashing obstruction light, regardless of its position, should be reported immediately to (877) 487-6867 so a Notice to Airmen (NOTAM) can be issued. As soon as the normal operation is restored, notify the same number.

- All equipment left on site must be in the lowered position when not in use and during the hours between sunset and sunrise.

- It is required that the manager of WINDHAM, (860) 445-8549 be notified at least 5 business days prior to the temporary structure being erected and again when the structure is removed from the site.

- A working telephone number shall be provided to the manager of WINDHAM for the foreman on site and the contractor shall report to WINDHAM when arriving and leaving work each day.
