Colebrook Electrical upgrades – RFIs

1. QUESTION: The only concern that we currently have is on the Primary side of the existing pad mount transformer that is to be replaced. Would you be able to find out if there’s a means of disconnect on the Primary side, that once opened, will de-energize the transformer? We need to know what’s there as the drawings don’t show anything.

GOVERNMENT RESPONSE: De-energizing the transformer requires pulling the fused cutouts on the utility pole. The contractor is required to hire the utility to do so.

2. QUESTION: Are we allowed a specific time period/duration for a power outage?

GOVERNMENT RESPONSE: Yes, you are allowed a maximum outage duration of three days. However, if weather conditions are such that a flood event threat is imminent, this may be revised to fit the conditions.

3. QUESTION: Are there specific items/areas we must supply temporary power to?

GOVERNMENT RESPONSE: No.

4. QUESTION: Electrical permits through the state of CT required?

GOVERNMENT RESPONSE: No, No electrical permits through the State of CT required.

GOVERNMENT RESPONSE: Any State and local tax exemptions will be in accordance with FAR Subpart 29.3. Standard Form 1094 may be submitted in cases the contractor believes tax exemption is applicable.

7. QUESTION: Are utility fees the responsibility of the contractor? If so has a service authorization number already been generated? Please provide it, along with any applicable point of contact if so.

GOVERNMENT RESPONSE: Yes, utility fees are the responsibility of the contractor. The utility is required to pull the fused cutouts and to reconnect them when the installation is complete. An authorization number has not been generated.
