The following have been added by full text:

RFI 0005

The Bid Documents require that Ordinary and Hard materials be dredged to the specified dredge elevations unless Fast Rock is encountered above this elevation. Fast Rock is defined as rock having a seismic compressional wave velocity of 2,700 m/sec or greater. A number of the e4 test borings encountered and cored “sound rock” with high RQD values within the required depth of dredging. In comparison, Figures 45, 63 and 86 of the e4 report indicate that fast rock is always below the required dredge depths at the boring locations. We have the following questions:

1. From a practical standpoint, how will the Contractor and USACE determine in the field if Fast Rock has been encountered? Obviously, by looking at the rock, it is not possible to know if it has a seismic compression velocity of 2,700 m/sec. In addition, the limits of Fast Rock shown on the Bid Drawings will not be exact given the level of accuracy achievable by geophysical methods. How and by whom will the top of Fast Rock be positively identified in the field during dredging?

GOVERNMENT RESPONSE: Optional Item 0008 may be exercised in accordance with the terms of the contract documents for subsurface confirmatory borings. Please refer to specification section 35 20 23 subparts 1.6.1, 1.6.2 and 3.5.1 to understand how the Government has described the project site. Please refer to revised section 1.6.2 to understand how the Government has described the horizontal reach of subsurface conditions. As stated in the specification, local variations in the subsurface materials are to be expected and, if encountered, will not be considered materially different within the purview of the contract.

2. The possibility exists that rock will be encountered during dredging that has a seismic velocity significantly less than 2,700 m/sec but which is not feasible to effectively excavate using the mechanical dredging methods specified under this contract. Sound and fractured rock with seismic velocities less than 2,700 m/sec may require drilling and blasting to effectively remove the rock. For example, at boring FD14-22, the required dredging includes rock having RQDs of 68 (El. -45.6) and 88 (El.-49.1), yet Fast Rock is indicated in the e4 report to occur at around -58 MLLW, well below the dredge depth. If it not feasible to excavate rock classified as “Hard” dredging using mechanical methods despite the Contractor’s best efforts, how and by whom will this determination be made in the field?

GOVERNMENT RESPONSE: Per Specification sections 01 11 00, paragraph two of 1.1 "Work Covered by Contract Documents", and 35 20 23, paragraph 3.5.1 "Dredge Equipment Requirements", the contractor is responsible for providing mechanical dredge(s) capable of removing the ordinary and hard material as defined in the specifications. No blasting shall be conducted as part of this contract.
