RFI Questions – Boston Harbor Improvement Dredge - Solicitation W912WJ18B0004 #1. To assist in analysis of the project, please provide the XYZ data files for the hydrographic surveys depicted on the bid drawings. Please format them for a 3’ x 3’ matrix using the average sounding of the cell.

ANSWER: The XYZ files for both the hard material (Till and Weathered Rock) and top of fast rock are posted online at the location noted in 00 32 00 of the specifications. A link to the data is http://www.nae.usace.army.mil/Missions/Projects-Topics/Boston-Harbor/Boston-Harbor-Rock-Report-2014/ , under the "Top Rock and Till Report" link and the "Top Fast Rock Report" link.

#2. SF1442 has a due date of December 12 (a 26-day bid period) and FBO lists December 19 (a 33-day bid period).

We would like to request a clarification for the date discrepancy.

ANSWER: Bid Opening is 19 Dec. 2017.

#3. Notwithstanding the above, we request that the bid date be extended 4 weeks to allow us to better prepare the bid package. The magnitude, complexity, and long duration of this project requires intense interaction/contracting with partners, subcontractors, and suppliers.

ANSWER: No extension at this time.

#4. Section 01 11 00, Page 3, Para. 1.1 states; “The Contractor shall prosecute the work diligently and maintain a dredging production rate, based on working 24 hours per day and 7 days per week, of not less than 350,000 cubic yards for each 30 calendar day period of actual dredging work at the site.” As production rates will vary depending upon the material type and area being dredged, please revise this requirement to “an average of not less than 350,000 cubic yards for each 30 calendar day period…”

ANSWER: No revision to the minimum production rate has been made.

#5. Section 35 20 23, Page 9, Para. 3.4 states; “Abandoned and broken piles within 25 feet of a structure shall be broken or cut off rather than extracted.”

a. How many piles does the USACE expect the contractor to encounter?

b. We request that a line item be added for the breaking or cutting (and disposal) of any piles encountered.

ANSWER:

a. We do not have any knowledge of piles that will be encountered. This information is how to handle them if they are encountered.

b. No need for a line item to be added because we have no knowledge of the presence of piles at this time.

#6. To better assess the hard material, we request permission/approval to dredge some test pits in the channel? Is this possible and how would we proceed to move it forward?

ANSWER: USACE has no objection to test pits being done but the contractor must obtain all local state and federal permits needed to do the work independently.
