SUMMARY OF WORK
PART 1 GENERAL
1.1 WORK COVERED BY CONTRACT DOCUMENTS
1.1.1 Project Location
Scituate Harbor is located on the southern shore of Massachusetts Bay approximately 18 miles north of Plymouth Harbor and 13 miles southeast of the entrance to Boston Harbor.
1.1.2 Project Background
The North Jetty at Scituate Harbor extends from Cedar Point on the north side of the entrance channel to the harbor and is an interlocked stone structure approximately 850 feet in length. Repairs shall be made to match the actual elevations of adjacent undamaged sections of the jetty. The jetty has a crest width of 20 feet and side slopes of 1.5H:1V for the extension and seaward side of the entire jetty. The harbor side of the original jetty section has a slope of 1H:1V. The jetty was repaired in 2003 with the most significant repairs to the nose of the extension. Additional minor repairs were made to various other sections of the jetty at that time.
1.1.3 Project Description
The project descriptions are general in nature and are only given to indicate the scope of work under this contract. It does not limit the work required under the project contract drawings and specifications.
1.1.3.1 General Description of the Work
A. The Contractor shall provide all supervision, plant, labor, materials, tools and equipment, safety, quality control, and mobilization and demobilization necessary to perform the following scope of work:
(1) Perform repairs along the North Jetty to restore it to the profile and cross-sections as shown on the contract drawings and as required by the specifications. Repairs will require substantial rehandling (moving and manipulation) of both new and existing stones to obtain the required interlocking placement. Repairs to the jetty include the base bid item consisting of major damage areas which are substantially indicated on the contract drawings, and the bid option item consisting of minor repair areas which are described but not shown in detail on the contract drawings.
(2) Repairs will require the mobilization and demobilization, the furnishment and delivery of stones, the removal/rehandling/resetting of existing stones, and placement of new stone to replace stones displaced during Winter Storm Juno in January 2015, and the filling in of existing gaps and low points along the Jetty. The work requires either full or partial dismantling and rebuilding of portions of the existing jetty.
SECTION 01 11 00 Page 3
(3) The intent of repairs is to restore the damaged areas of the jetty to its condition and center of mass prior to the storm event described above. Based on assessment of the pre-construction cross-sections and site visit as indicated in Paragraph 1.9.d, below, the Contracting Officer may direct the Contractor to adjust the finished sections to maintain the center of mass of the jetty. Any such adjustment will be at the sole discretion of the Contracting Officer whether to direct alterations of the design cross-sections to shift the control line in any direction.
(4) Construction methods necessary to repair the North Jetty shall be by land, subject to the restrictions stated in "a" through "d" below.
Mobilization of equipment and rehabilitation of the North Jetty will require land and water based construction methods, resources, and equipment.
a. The proposed staging area is in the Old Scituate Lighthouse parking lot as shown on the Real Estate Plan in Section 01 50 00 TEMPORARY CONSTRUCTION FACILITIES AND CONTROLS. Construction equipment may be delivered to the beach through the parking lot or by water. Once delivered to the project site, construction equipment may exit the site during construction by water only. At the conclusion of construction, equipment may be removed by land at the direction of the COR. Access to the North Jetty by water is through a small beach area northwest of the North Jetty's western spur which may be used for limited access. This area may be used as a laydown area.
b. All construction materials, including armor stone, must be delivered to the site by water.
c. The North Jetty must be constructed using land based methods at any time of year; there are no seasonal restrictions.
d. The Contractor shall provide temporary control measures to deter the public from accessing the jetties or entering the work area during construction. See Section 01 50 00 TEMPORARY
CONSTRUCTION FACILITIES AND CONTROLS.
