SUMMARY OF CHANGES
SECTION SF 30 - BLOCK 14 CONTINUATION PAGE
The following have been added by full text:
RFI
1. QUESTION: Can the temporary stone based protective material referenced in Specification Section 35 31 19, Paragraph 1.6.2.2 be delivered via land?
GOVERNMENT RESPONSE: No, all construction materials must be delivered to the site via waterborne methods per specification section 01 11 00 1.1.3.1(4)b.
2. QUESTION: Will the USACE be revising armor stone bid quantities and/or project scope to reflect additional damage to the breakwater sustained since the release of this solicitation? During a site inspection the amount of repair area appears to have increased significantly due to damage sustained during the winter 2017/2018 storms.
GOVERNMENT RESPONSE: Additional damages and potential repairs to the structure will be assessed when the awarded contractor completes and submits their pre-construction survey of the jetty to USACE-NAE.
3. QUESTION: On plan sheet RE-101 please clarify where the Government instructs the contractor to store materials, as typically this is the purpose of a staging area. Please also provide bathymetric soundings for the proposed access to staging area via beach, as it appears to be too shallow to safely unload materials via waterborne plant as proposed by the USACE.
GOVERNMENT RESPONSE: Construction materials may be stored anywhere within the construction limits of work shown on RE-101, with the exception of the parking lot and anything seaward of the MHW Line shown (Areas below MHW are for material and/or equipment delivery only). Surveyed elevations referencing MLLW are provided on Sheet C-101, bathymetric soundings will not be provided. USACE-NAE is confident that materials may be safely offloaded within the limits shown.
4. QUESTION: Please confirm that the USACE will require 1.5:1 slopes which are to be blended into existing slope outside of repair areas. As existing slope is much shallower, this will lead to awkward transitions from old to new work.
GOVERNMENT RESPONSE: Yes, 1.5H:1V side slopes are required for all major and minor repairs from Sta.
5+67 to the jetty's nose, as shown on the contract drawings. Contractors may use up to the allowable tolerances established in specification section 35 31 19 1.7 for transition work.
5. QUESTION: Onsite inspection notes the existing armor stone appears a “trap rock material because of the slab look (flat surface, smooth edges )”; and also looks to be a dark color (not attributed to wetness). Question: Must the new armor stone match the “trap rock (smooth edges)” and dark color (assuming all other specifications are met)?
Our quarry notes their product (meeting all other specification) is lighter in color and more angular in configuration.
GOVERNMENT RESPONSE: New quarry armor stones will be accepted or reject based on whether they meet the quality testing and physical characteristics established in specification section 35 31 19 subparts 1.6.3 and 2.1.
Stones will not be rejected based on coloration. Angular stones are preferred.
