INFORMATION FOR COMPLETION OF

APPENDIX I-1, I-2, I-3, I-4 & I-5

1. BINDING RATES TABLES (APPENDIX I-1, I-2 and I-3)

The binding rates tables consist of Appendix I-1, I-2, I-3, I-4 and I-5. The offeror shall use the excel tables provided and may only alter them as described below. The offeror is responsible for assuring that all formulas are correct and sheets are properly linked and accurately roll up into the summary sheets. Binding rates for labor and equipment must be provided for all work described in the offeror’s Seed Task Order Technical Approach as described in Factor 3 regardless of whether the labor or equipment is provided by the Prime/JV Partnership or a subcontractor. The offeror must provide binding rates for subcontractors proposed to be utilized in the Seed Task order technical approach regardless of the percentage of work performed by the subcontractor.

A. Appendix I-1 – The offeror shall complete Appendix I-1 for the Prime/JV Partnership.

The offeror shall provide binding rates for all labor and equipment that is identified in the offeror’s Seed Task Order Technical Approach in Factor 3. Include the Prime/JV Partnership role or roles as indicated on the worksheets.

(1) Binding Rates of Professional Labor for Prime Contractor Tab - All proposed labor identified in the offeror’s Seed Task Order that will be performed by the Prime/JV Partnership, shall be entered in the Binding Rates Labor Tab in Appendix I-1 for the base year and outgoing years. The offeror shall submit its binding hourly rates for labor including all mark-ups and adjustments, representing contract cost. Title of the professional labor type will include description of home or field use.

(2) Calculated Rates of Professional Labor for Prime Contractor Tab – All proposed labor identified in the offeror’s Seed Task Order that will be performed by the Prime/JV Partnership shall be entered in the Labor Tab in Appendix I-1. The offeror shall submit its binding hourly rates for labor including direct rate, combined markup (from the markup tab) and fully burdened rate for the home and field office. Some employees may work in both the home office and the field office. In that case, they may have different markups applied to them depending on their location. For employees working in both the home office and the field office, their rates must be listed under both Home Office and Field Office rates. The offeror shall note next to the job title if the job title will be covered by subcontractor, and shall reference which subcontractor that title will be covered by. An appropriate entry for that job title will then be made in Appendix I-2. The job titles shown are given as an example of the types the Government anticipates will be used for the Seed Task Order. Each offeror shall complete the table within the Labor Tab including the Government-provided job titles and the offeror’s title for each job if the title differs from the Government’s.

If the offeror is including additional job titles, please use specific, descriptive job titles so that it is clear from the proposal what types of work the job titles are anticipated to perform. For the purposes of this solicitation, an example of a job title is Chemist and job category examples are Chemist Senior, Mid or Junior. Each offeror shall list categories of job titles and appropriate category (Senior, Mid, Junior). The offeror may add a column with the offeror’s standard classification titles next to the government titles. Each offeror shall add any other job titles to the list that the offeror has included in their Seed Task Order Technical Approach in Factor 3. If a job title is listed in the table which an offeror normally accounts for totally as an indirect cost, the offeror shall not include the job title as a direct cost and shall note this with an N/A and provide an explanation in the notes in Section 7 of the cost proposal.

Along with the listing of professional labor, any work being performed by the Prime/JV Partnership involving the use of construction labor that is not subcontracted, such as skilled labor and equipment operators, shall be added, listed, and show the rate calculated.

(3) Binding Rates of Equipment for Prime Contractor Tab – All proposed equipment identified in the offeror’s Seed Task Order that will be performed by the Prime/JV Partnership, shall be entered in the Binding Rates Equipment Tab in Appendix I-1 for the base year and outgoing years. The offeror shall include the direct rate, and fully marked up monthly, weekly, and daily operating rates and monthly, weekly, and daily standby rates. The offeror shall provide the equipment type (for example, “crane”), make and model number (for example, “Hydra I0”).
