Question Regarding proposal preparation and submission: the solicitation doesn’t appear to include the necessary Exhibits required for past performance (I.e. Exhibits A-E). Please post the required exhibit forms.
Answer The Exhibits were uploaded to FBO.
Question Regarding Air National Guard equipment, furniture, or other items in the building: will the Government move all items not scheduled on the drawings prior to the start of work? Will the Gov’t move all items into temporary admin spaces provided by the contractor under spec section 015000? Please confirm.
Answer The Government will remove all items not scheduled on the drawings prior to the start of work.
Question Section 014500.0010, Quality Control: Paragraph 3.4.2 indicates that the CQC Manager may also be the Site Superintendent, however, in the solicitation, page 24, 3.4.3.12, the language clearly identifies key personnel as including a Quality Control Manager and Site Superintendent. On a project of this size and complexity, it is beneficial to have both duties separate and the added layer of oversight is beneficial to both the Contractor and the Government. Please confirm that the Quality Control Manager must be a separate individual from the Site Superintendent.
Answer Key personnel are to include a Quality Control Manager and Site Superintendent. The following sentence is to be removed from the specifications for Project No.: AXQD082415, "The CQC System Manager must be assigned as System Manager but may have duties as project superintendent in addition to quality control."
Question Questions regarding the Admin Space. Specification section 01 50 00 Part 2.1.1.
Is this one big office trailer ( like a triple wide ), or several smaller trailers?
We see no mention of individual offices. Are any required? Do Officers and Enlisted share work space?
Any furniture or fixtures required or will the Gov't furnish and install?
What specific utilities need to be provided?
Quantity of tele / data hookups?
Answer The specification at 2.1.1 calls for a minimum of 2,000 SF of temporary administrative space for Government usage during renovation of Hangar 15. The space shall be large enough to house a minimum of ten tenants. As long as the minimum specified is offered, the configuration is left to the contractor. The workspace will be shared. Furniture will be Government furnished and installed. Specific utilities are identified in the specification.
Question Spec section 01 50 00 part 2.3.1. Haul Roads. Will any haul roads be required? The civil plans do not show any.
Answer Drawing G-003 identifies the haul route and construction laydown plan.
Question Spec section 01 50 00 part 2.3.2. Barricades. Will any barricades other than construction fencing be required? This section references limiting public access to hazardous areas.
Answer Drawing C-002 provides the information on temporary security/construction fencing.
Question Must both buildings be built at the same time or is phased construction allowed?
Answer Phasing of the construction project(s) will be at the discretion of the prime contractor. All areas identified in both projects will be available after issuance of the Notice to Proceed.

Question The acoustical ceiling spec calls for all ceilings to receive acoustical blanket insulation. Will this be required?
Answer Acoustical blanket insulation adjacent to partitions is not required.
Question Drawing A-131 shows and A-353 shows the draft curtain. Is a fabric draft curtain acceptable at this location? If not, please supply the gauge of metal, the material (galv., etc.) and whether it gets painted the same color as the trusses.
Answer Fabric draft curtain is not acceptable. Per detail 1 on sheet A-353 provide a metal panel draft curtain.
Minimum 24 gage corrugated material - paint to match structure.
Question Reference section 00110,3.4.1.7 states that the bidder is to indicate the number of days after an assumed NTP of 1 September 2014 that the Government can award bid options. Considering that the project is now bid on 14 October 2014 will the Government consider selecting a revised NTP date?
Answer For the purposes identified in section 00110,3.4.1.7, use 1 November 2014 as the NTP date.
Question Solicitation section 00120 outlines the proposal evaluation criteria and basis for award. From this information it is clear that Volume 2, Part 1 Subfactors 1 and 2 are rated “Acceptable” or “Unacceptable”.
if Part 1 is rated “Acceptable” the price is evaluated. As stated in 00120,2.2.1, if the price is reasonable and realistic Volume 2, Part 2 for the lowest priced proposal is evaluated starting with the lowest reasonable/realistic price proposal. If Part 2 for the low price proposal is rated “Substantial Confidence” the award will be made. If Part 2 for the lowest price is not rated “Substantial Confidence” then Part 2 for the next lowest priced proposal is evaluated and this continues until a proposal is rated “Substantial Confidence” allowing for an award. According to paragraph 2.2.1 if no proposals are rated “Substantial Confidence” then the SSA will make a best value assessment using the tradeoff process described in FAR 15.101-1. The FAR states in part that “When using a tradeoff process, the following apply: (1) All evaluation factors and significant subfactors that will affect contract award and their relative importance shall be clearly stated in the solicitation. The solicitation is unclear what selection criteria will be utilized if no proposals are rated “Substantial Confidence” and the tradeoff process is utilized. How will the best value determination be made for the proposal selected for award under the tradeoff process scenario?
Answer See FAR 15.101-1 Tradeoff process. The SSEB would look at the two Technical Evaluation subfactorsfound at 2.1.1: Experience/Capability and LEED and they would then have to make a tradeoff decision if necessary if the other firms were only satisfactory in PP.

Question Specification section 01 91 00.00 40, 1.6, A, states that the government is to “appoint an individual, company or firm to act as the Commissioning Agent”. However, per specification section 23 08 00.00 10, 1.5.1, “The Commissioning Firm shall be a subcontractor of the prime Contractor”. Please advise if the government is providing the commission agent/firm or if the contractor is to provide the commissioning agent/firm.

Question The specification section 07.27.13 Self adhering sheet membrane air barrier and specification section
07.27.26 Fluid applied membrane air barrier reference a continuous air barrier system for the existing air craft hanger. However upon review of the drawings it appears this new air vapor barrier is only applied where we are creating a new masonry cavity with CMU and brick veneer. Please confirm this air barrier system is for new CMU and brick cavity walls only and is NOT to be applied at existing brick walls or behind the new metal wall panels.
Answer An air barrier system is required for new exterior CMU cavity walls not for existing CMU and metal wall panels on the existing building. Metal wall panels on the addition project are part of the air barrier system.
Additionally, the intent is to provide the air/moisture barrier materials at new construction and where existing construction to remain is exposed. The Building Air Barrier System specification was included for testing of the addition since it is new construction. The section was not included for work on the existing building since it would never be able to be meet the air barrier test. The specified products provide moisture protection as well as an air barrier.
Question There is a combination bid form in the solicitation that covers the base bid and bid options both the hangar repairs project and the hangar addition. However, there is also a separate bid form for each project in their respective specifications. Are we to use the bid form provided in the solicitation? The separate bid forms in each project’s specifications? Or both the bid form in solicitation and the separate bid forms in each project’s specifications?
Answer Solicitiaton pages 3 - 8 found in Section 00010 are to be used for pricing. The bid forms that are a separate attachment for each project are not to be used. If submitted, they will be ignored. These will be removed from FBO.gov.
Question 1. There appears to be 2 specification sections for the resinous flooring for bid option 1. There is specification section 09.61.20 Hangar floor reflective coating system and spec section 09.6723.15 Fuel Resistive Resinous Flooring 3 coat system. Please identify which specification section is applicable to bid option 1. Also please confirm that under the base bid there will be no floor coating system going in the hangar bay.
2. Please confirm that the existing flooring system will need to be removed prior to the application of the bid option 1 floor coating.
Answer Delete Section 09 67 23.15. The hangar bay floor coating is an Option and is not required in base bid. The existing floor coating will need to be removed per the floor manufacturer's requirements.
Question We have two bid schedules, please clarify which one to follow?
Answer Solicitiaton pages 3 - 8 found in Section 00010 are to be used for pricing. The bid forms that are a separate attachment for each project are not to be used. If submitted, they will be ignored. These will be removed from FBO.gov.
