REQUEST FOR INFORMATION REGISTER

Question Regarding proposal preparation and submission: the solicitation doesn’t appear to include the necessary Exhibits required for past performance (I.e. Exhibits A-E). Please post the required exhibit forms.

Answer The Exhibits were uploaded to FBO.

Question Regarding Air National Guard equipment, furniture, or other items in the building: will the Government move all items not scheduled on the drawings prior to the start of work? Will the Gov’t move all items into temporary admin spaces provided by the contractor under spec section 015000? Please confirm.

Answer The Government will remove all items not scheduled on the drawings prior to the start of work.

Question Section 014500.0010, Quality Control: Paragraph 3.4.2 indicates that the CQC Manager may also be the Site Superintendent, however, in the solicitation, page 24, 3.4.3.12, the language clearly identifies key personnel as including a Quality Control Manager and Site Superintendent. On a project of this size and complexity, it is beneficial to have both duties separate and the added layer of oversight is beneficial to both the Contractor and the Government. Please confirm that the Quality Control Manager must be a separate individual from the Site Superintendent.

Question Questions regarding the Admin Space. Specification section 01 50 00 Part 2.1.1.

Is this one big office trailer ( like a triple wide ), or several smaller trailers?

We see no mention of individual offices. Are any required? Do Officers and Enlisted share work space?

Any furniture or fixtures required or will the Gov't furnish and install?

What specific utilities need to be provided?

Quantity of tele / data hookups?

Answer The specification at 2.1.1 calls for a minimum of 2,000 SF of temporary administrative space for Government usage during renovation of Hangar 15. The space shall be large enough to house a minimum of ten tenants. As long as the minimum specified is offered, the configuration is left to the contractor. The workspace will be shared. Furniture will be Government furnished and installed. Specific utilities are identified in the specification.

Question Spec section 01 50 00 part 2.3.1. Haul Roads. Will any haul roads be required? The civil plans do not show any.

Answer Drawing G-003 identifies the haul route and construction laydown plan.

Question Spec section 01 50 00 part 2.3.2. Barricades. Will any barricades other than construction fencing be required? This section references limiting public access to hazardous areas.

Answer Drawing C-002 provides the information on temporary security/construction fencing.

Question Must both buildings be built at the same time or is phased construction allowed?

Answer Phasing of the construction project(s) will be at the discretion of the prime contractor. All areas identified in both projects will be available after issuance of the Notice to Proceed.

Question There is mention in the spec (F15 Hanger addition AXQD129074) regarding roof tieback anchors along the roof ridge manufactured by Flexible Lifelines. Yet nothing on the drawings.

Question Reference section 00110,3.4.1.7 states that the bidder is to indicate the number of days after an assumed NTP of 1 September 2014 that the Government can award bid options. Question Solicitation section 00120 outlines the proposal evaluation criteria and basis for award. From this information it is clear that Volume 2, Part 1 Subfactors 1 and 2 are rated “Acceptable” or “Unacceptable”.

if Part 1 is rated “Acceptable” the price is evaluated. As stated in 00120,2.2.1, if the price is reasonable and realistic Volume 2, Part 2 for the lowest priced proposal is evaluated starting with the lowest reasonable/realistic price proposal. If Part 2 for the low price proposal is rated “Substantial Confidence” the award will be made. If Part 2 for the lowest price is not rated “Substantial Confidence” then Part 2 for the next lowest priced proposal is evaluated and this continues until a proposal is rated “Substantial Confidence” allowing for an award. According to paragraph 2.2.1 if no proposals are rated “Substantial Confidence” then the SSA will make a best value assessment using the tradeoff process described in FAR 15.101-1. The FAR states in part that “When using a tradeoff process, the following apply: (1) All evaluation factors and significant subfactors that will affect contract award and their relative importance shall be clearly stated in the solicitation. The solicitation is unclear what selection criteria will be utilized if no proposals are rated “Substantial Confidence” and the tradeoff process is utilized. How will the best value determination be made for the proposal selected for award under the tradeoff process scenario?
