SECTION 01 20 00
Amendment 0002
EXISTING CONDITIONS
The addition to the Green River Area Office Building will be the new Nolin Lake Project Office. The existing Nolin Lake Building will be abandoned and demolished under a separate contract at a later date. A gravel road connects the Green River Area Office Building to the Nolin Lake Project Office approximately 1000’ away.
The Green River Building was originally constructed in 1962. Refer to Attachment 11 for As Built Record Drawings. There were originally two building one a mirror of the other. A major renovation was performed in 1993 and at that time one of the two buildings was demolished.
The as built drawings included are of the mirror of the current remaining building. The Contractor shall finalize all elements of the design, including exact dimensions.
The existing one-story Green River Building is constructed of wood framing. The exterior walls consist of 8” red brick veneer. With green standing seam metal roof. The interior construction is Gypsum Wall Board (GWB) walls with GWB ceilings. The floor is a mix of vinyl composition tile flooring and carpet.
ANTITERRORISM FORCE PROTECTION UFC 4-010-01
It has been determined No ATFP measures are required based on Low occupancy, stated in UFC 4-010-01, 12 December 2018, section 1-7. Nolin Lake and Green River Building together only have 7 regular in office employees with predictable regular schedules. The Rangers and Maintenance set their own schedules and are not in the office on a regular consistent basis. There is no routine peak in occupancy. The Nolin Lake Green-River Building Office facility is classified as a low occupancy, inhabited building. This building will be occupied by less than 11 DOD employees, therefore DOD Minimum Antiterrorism Standards for Buildings are not required for this project.
LIFE SAFETY
This facility shall be designed to meet or exceed the minimum construction and life safety standards as required by UFC 3-600-01 Fire Protection for Facilities. Fire Department access shall be provided as required by UFC 3-600-01. If the square footage of the existing building plus the addition exceeds 5,000 SF, then sprinkler protection shall be provided. A mezzanine with a permanent stair can be constructed without triggering the ‘multi story’ building sprinkler requirement in UFC 3-600-01, as long as the total square footage of the building including the mezzanine does not exceed 5,000 SF.
ACCESSIBILITY REQUIREMENTS
All building improvements and new work shall be accessible and shall comply with the Architectural Barriers Act (ABA) Accessible Guidelines for Buildings and Facilities as currently amended.
**SAFETY PAYS**
ENERGY STANDARD COMPLIANCE
The building shall comply with the provisions of the ASHRAE 90.1-2016. As a separate part or section of the Design Analysis, demonstrate compliance with ASHRAE 90.1 using calculations, vendor literature, equipment catalog sheets, compliance forms, worksheets, and narrative descriptions of the building envelope, HVAC systems, service water heating, electrical power, lighting, and other equipment and systems.
ENVIRONMENTAL SEVERITY CLASSIFICATION
Project site has an Environmental Severity Category of C3 in accordance with UFC 1-200-
01. Provide design detailing, and use materials, systems, components and coatings that are durable and minimize the need for preventative and corrective maintenance over the life-cycle of the facility.
1.2 SCOPE OF WORK
Unless specifically noted otherwise in this Specification Section or in the base MATOC contract Volume 1 of 2 itself, all requirements of the base MATOC contract Volume 1 of 2 shall apply to this Task Order. Operations HubZone MATOC W912QR15-D-0019, 0020, 0021, 0022, 0023 is to be used.
The work indicated as a base proposal includes the 3,600 SF ‘Nolin River Project Office Addition’ to the existing ‘Green River Area Office’. In addition Bid Option 4 include the complete interior renovation of the existing ‘Green River Area Office Building’.
Design and construction shall comply with the requirements contained in this Task Order Request for Proposal (RFP). The design and technical criteria contained and cited in this RFP and the Unified Facilities Guide Specifications (UFGS) establish minimum standards for design and construction quality. The Designers of Record shall use the Unified Facilities Guide Specifications (UFGS) and the requirements contained in this RFP to fully develop the technical specifications and construction drawings. The objective of this solicitation is to obtain an energy efficient, durable, maintainable and sustainable space.
The illustrations and exhibits included in this RFP illustrate the conceptual design of the project and are provided to define the scope of work and budget. The concepts provided shall be further developed by the Design/Build Contractor to comply with the customer’s functional needs.
All demolition required to construct the 3600 SF Nolin Lake addition to the Green River Area Office Building is included as part of the work of this Contract. Demolition of carport roof and carport slab.
During initial hazardous material investigation asbestos was found in the existing Green River Area Office Building. The asbestos remediation will be completed under separate contract, prior to the starting point of this contract, including a portion of the exterior wall.
Based on the capacity of the municipal water system, type V construction is not permitted.

1.3 SITE LOCATION
This project is located at the Green River Area Office’ off Nolin Dam Road (State Route 728) in Bee Spring, KY.
Amendment 0002**************************************************************
1.4 EXISTING SITE UTILITIES
Electrical utility service to the office addition will be a new service independent of the existing service to the Green River Area Office. The office addition will also be separately metered.
New radio lines (TEXT DELETED) will be connected with the existing system at the Green River Area Office.
The (TEXT DELETED) construction contractor will make connections from the outlets to the panel (TEXT DELETED). At the time of Substantial Completion ACEIT will come in and make final connections for the internet and telephone.
See 012010 Electrical 1.6.7 for a general note. Additional paragraphs 1.6.10-14 have further detail.
Water mains at the site appear to be of adequate size to satisfy the domestic water flow requirement. An existing 1-1/4 inch waterline provides service to the existing buildings on the project site. The 1-1/4 inch line reduces to a 1 inch service for the Green River Area Office Building. See Attachment 1, plan sheet CU101 for additional details.
An existing sanitary lift station serves the existing Green River Area Office Building. The existing lift station will be relocated by others prior to start of this project. See Attachment 1, plan sheet CU101 for the anticipated new location of the existing lift station. The existing lift station appears to be of adequate size for the new office addition.
