About this file

This solicitation requests proposals for a design-build project at the Detroit Arsenal in Warren, Michigan. The project aims to realize energy savings by modifying ventilation systems in eight engine test cells and capturing regenerative power. The scope involves installing actuators on test cell exhaust dampers to reduce air flow by 50% and installing a steam meter. An energy storage solution will capture regenerative power. The contract is for a firm-fixed-price with a duration of 439 calendar days. The NAICS code is 237130 and there is no set-aside. Proposals will be evaluated on best value, and pro forma documentation is required. Discussions are not planned but are reserved if in the government's interest. The solicitation is available at SAM.gov and amendments will be posted there. Offerors must register in SAM. The point of contact is the listed contracting specialist.
