(d) Environmental Resource Program Areas Project Checklist
This document memorializes the determination of the below-named action proponent, as per OPNA V M-5090.1, Environmental Readiness Program Manual, January 2014, and Commander Navy Region Mid-Atlantic Guidance for Implementing Categorical Exclusions (CA TEX) Under the National Environmental Policy Act (NEPA), 27 August 2012, that neither an Environmental Assessment nor Environmental Impact Statement needs to be prepared for the following proposed action:
Strategic Radiation Testing Modernization Facility at Naval Support Activity (NSA) Crane, Crane, Indiana during fiscal year 2020.
Action Proponent: The action proponent is Naval Surface Warfare Center, Crane Division (NSWC Crane). The NSWC Crane NEPA Program Manager is Doug Johnson, (812) 854-6426, DSN 482-6426.
Description of Proposed Action: Strategic test time is significant in support of the Navy Strategic System Program, Missile Defense Agency, United States Air Force (USAF), Airborne Launch Control System, USAF Ground-Based Strategic Deterrent, and the Department of Defense (DoD) space community. NSWC Crane currently has a Linear Accelerator (LIN AC) Facility that meets some of the program requirements. For these programs to perform their critical mission, NSWC Crane must expand strategic radiation-hardened microelectronics Research, Development, Test, and Evaluation capabilities. Without these additional radiation testing capabilities, the fielding plan for multiple next-generation strategic systems is at risk of being delayed and/or severely degraded, negatively impacting DoD' s strategic missions.
Enclosure ( 1)
Therefore, the construction of a stand-alone structure to house the new radiation testing equipment and associated support activities is the proposed action. The new structure will be located immediately south of and adjacent to Building 3059. Please see attachment (a) for the project location map.
Implementation of the proposed action will require the construction of a stand-alone infrastructure that will provide space for:
• Two operational radiation systems: a flash x-ray system, and pulsed, high dose-rate gamma irradiation system;
• A radiation-hardened microelectronics laboratory; and
• Office space.
This scope will help enable nuclear environment simulation and testing necessary to perform component testing in direct support of the National Defense Strategy.
To provide adequate human health and environmental safety and ensure radiation is not released from the building, the facility will meet Nuclear Regulatory Commission and Navy Radiological Affairs Support Office (RASO) radiation shielding requirements. The facility will not be constructed until RASO documents that the shielding design is sufficient to provide required protection. In addition, safety devices (e.g. , door interlocks, radiation sit,rnage, warning lights, etc.) will be required in conjunction with both systems to prevent personnel from entering the shielded area while radiation operations are being conducted.
Applicable CA TEX: The action proponent has determined that the following CA TEX is applicable to the proposed action: CA TEX# 34 ·'New construction that is similar to existing land use, and when completed, the use or operation of which complies with existing regulatory requirements (e.g., a building within a cantonment area with associated discharge/runoff within existing handling capacities)" .
This CA TEX covers the proposed action as presented in this documentation only. If the proposed action changes in scope, or if significant environmental effects are realized as a result of implementation, a new assessment shall be required.
Facts Supporting CA TEX: The proposed action will require tree clearing and will need to be evaluated for possible impacts to a federally listed endangered species, the Indiana Bat, or a federally listed threatened species, the Northern Long-Eared Bat. Contact the NSA Crane Natural Resources Manager listed in attachment (b) at least 60 days in advance of any tree clea1ing to determine if a consultation with the United States Fish and Wildlife Service is required. Thus, the proposed action is not precluded from being categorically excluded due to adverse effects on federally listed endangered and threatened species or marine mammals.
The proposed action will include ground disturbing activities. The site is located outside of the historic districts and cannot be seen from any historic building, district, site, or structure. Areas where ground disturbance will occur are considered previously disturbed. Therefore, no
RECORD OF CA TEGORJCAL EXCLUSION
consultation with the lndiana State Historic Preservation Officer is required, and the following exemption applies:
a. "Ground disturbing activities on sites previously disturbed by construction and/or maintenance activities of the Navy base", reference (a), stipulation 2(m).
In accordance with Indiana State Law IAC 14-21-1-27 and 29, and Federal Law 36 CFR 800.13, if archaeological artifacts or human remains are uncovered during earthmoving activities, stop work immediately, and contact the Cultural Resources Manager listed in attachment (b) for guidance. Thus, the proposed action is not precluded from being categorically excluded due to the threat of violation of federal , state, or local environmental laws applicable to Department of the Navy (DON); specifically those regulations pertaining to Cultural resources.
Appropriate construction permits must be obtained, and the Storm Water (Construction) Manager listed in attachment (b) should be contacted prior to implementation of the proposed action. Appropriate erosion control measures must be implemented during construction. All bare earth resulting from the project shall be smoothed and vegetation established as part of the project. Thus, the proposed action is not precluded from being categorically excluded due to the threat of violation of federal, state, or local environmental laws applicable to DON; specifically those regulations pertaining to stonn water and/or erosion control.
Any new or relocated air emission sources must be evaluated for significance under the NSWC Crane Title V Air Permit. Types of air emission sources that must be considered include, but are not limited to; boiler installation, relocation, or modifications, new laboratory exhaust systems, installation of paint booths, abrasive blasting units, and generators. The project manager is required to coordinate all actions pertaining to air emission sources through NSWC Crane's Air Program Manager listed in attachment (b). Thus, the proposed action is not precluded from being categorically excluded due to the threat of violation of federal , state, or local environmental laws applicable to the DON; specifically those regulations pertaining to air.
Radon testing will be performed after new construction, or after every renovation (e.g. , weatherization, whole building replacement, and additions), heating, ventilation, air conditioning modifications or replacement, or damage by any events such as earthquakes and stonns that would alter the building envelope. High levels of radon have been detected in the adjacent building, Building 3059. Therefore, the project design should consider installation of a radon mitigation system as part of the facility construction. The project manager is required to coordinate all actions associated with radon testing with the NSWC Crane Radon Program Manager listed in attachment (b). Thus, the proposed action is not precluded from being categorically excluded due to the threat of violation of federal, state, or local environmental laws applicable to the DON; specifically those regulations pertaining to Radon.
The Flash X-ray system will require a 3,300-gallon oil tank to support the x-ray tube cooling system. This mineral oil tank will require containment to prevent a release to the environment in the case of a spill. Contact Jared Cornelius, Spill Prevention Control and Countenneasures Program Manager at (812) 854-2876 for requirements regarding storage and secondary containment.
A wetlands and waterways determination was completed for the proposed project location at NSA Crane. The purpose of the field work was to identify wetlands and potential Waters of the United States present within the proposed project area. No wetland resources were identified during the site visit. Selected pages of the wetlands report are provided in attachment (c). If the construction location changes the project manager must contact the Natural Resources Program Manager listed in attachment (b) for an updated wetlands impact assessment.
Review attachment (d), for environmental programs and contact the individual listed in attachment (b) as indicated.
The proposed action may be categorically excluded because it is not of a kind likely to significantly affect the quality of the human environment, does not result in any significant change from conditions existing at the site of the proposed action, and will result in effects that are primarily economic or social.
Consideration of Circumstances Precluding CA TEX: A proposed action shall not be categorically excluded if it:
a. Would adversely affect public health or safety;
b. Involves effects on the human environment that are highly uncertain, involve unique or unknown risks, or which are scientifically controversial ;
c. Establishes precedents or makes decisions in principle for future actions that have the potential for significant impacts;
d. Threatens a violation of federal , state, or local environmental laws applicable to DON;
or
e. Involves an action that, as determined in coordination with the appropriate resource agency, may:
(I) Have an adverse effect on federally listed endangered and threatened species or marine mammals;
(2) Have an adverse effect on coral reefs or on federally designated wilderness areas, wildlife refuges, marine sanctuaries, or park lands;
(3) Have an adverse effect on the size, function, or biological value of wetlands and is not covered by a nationwide or regional pennit;
(4) Have an adverse effect on archaeological resources or resources (including but not limited to ships, aircraft, vessels and equipment) listed or determined eligible for li sting on the National Register of Historic Places; or
(5) Result in an uncontrolled or unpermitted release of hazardous substances or require a conformity determination under the standards of the Clean Air Act General Conformity Rule.
None of the foregoing conditions are present in this case.
Retention: This document shall be retained for ape 'od of not less than six years.

Wetland Delineation Report, Radiation Facility
Field Investigation
CJSeto performed the required field investigation for the Site on June 11 , 2019. On the time of the investigation, the temperature was 68°F, and the weather was mostly sunny with scattered clouds. Climatic conditions varied for the previous months of March, April, and May. Climate averages in March were observed to be 39°F (below 45°F average), and 4.51 " of precipitation (above 4.09" average); April averages were observed to be 55°F (mean), and 6.15" of precipitation (above 4.84" average); May averages were observed to be 66°F (above 64.5°F average), and 4.07" of precipitation (below 5.55" average). While climatic conditions varied through the previous months before and during the field investigation, vegetation was clearly evident. Field investigation findings and pictures location is presented in Appendix A, Figure 4.
Wetlands
No areas within the Site project boundary were suspected to be wetland during the field investigation; therefore, no wetlands were observed in the project boundary.
Streams
Few areas resembled valleys that would contain water conveyance features within the project boundary. Those areas that were investigated were observed to not contain stream features of bed, bank, and ordinary high-water marks; those areas were also observed to not be capable of directing water that would be identified as upland drainage features. Therefore, no streams were observed in the project boundary.
CONCLUSIONS
CJSeto performed a wetlands determination and delineation at the project areas located within the Scotland, Indiana, USGS 7.5-Minute Quadrangle Map in Section 5, Township 5 North, and Range 4 West in Martin County, Indiana. The Site was observed to be comprised of mostly mesic upland deciduous forest at the time of the determination and delineation. Plant species observed within the forest include Tulip Poplar (Liriodendron tulipifera, FACU), Black Walnut (Jug/ans nigra, FACU), Jack Pine (Pinus banksiana, FACU), Sassafras (Sassafras albidum, FACU), White Oak (Quercus alba, FACU), Spicebush (Lindera benzoin, FAC), Multiflora Rose (Rosa multi.flora, FACU), Silvery Spleenwort (Deparia acrostichoides, FAC), and Christmas Fern (Polystichum acrostichoides, FACU). The test facility was active and gravel and paved roadways were present during the field investigation. No water or topographic features that fulfill the criteria of federal or state jurisdictional streams or wetlands were observed within the project boundary.
If proposed development activities will disturb one (1) or more acres of land, then a Rule 5 Stormwater Run-off Permit may be required.

If this contract is covered by the EO, the contractor must provide employees with 1 hour of paid sick leave for every 30 hours they work, up to 56 hours of paid sick leave each year.
Employees must be permitted to use paid sick leave for their own illness, injury or other health-related needs, including preventive care; to assist a family member (or person who is like family to the employee) who is ill, injured, or has other health-related needs, including preventive care; or for reasons resulting from, or to assist a family member (or person who is like family to the employee) who is a victim of, domestic violence, sexual assault, or stalking. Additional information on contractor requirements and worker protections under the EO is available at www.dol.gov/whd/govcontracts.
Unlisted classifications needed for work not included within the scope of the classifications listed may be added after award only as provided in the labor standards contract clauses (29CFR 5.5 (a) (1) (ii)).
The body of each wage determination lists the classification and wage rates that have been found to be prevailing for the cited type(s) of construction in the area covered by the wage determination. The classifications are listed in alphabetical order of ""identifiers"" that indicate whether the particular rate is a union rate (current union negotiated rate for local), a survey rate (weighted average rate) or a union average rate (weighted union average rate).
Union Rate Identifiers
A four letter classification abbreviation identifier enclosed in dotted lines beginning with characters other than ""SU"" or ""UAVG"" denotes that the union classification and rate were prevailing for that classification in the survey. Example:
PLUM0198-005 07/01/2014. PLUM is an abbreviation identifier of the union which prevailed in the survey for this classification, which in this example would be Plumbers. 0198 indicates the local union number or district council number where applicable, i.e., Plumbers Local 0198. The next number, 005 in the example, is an internal number used in processing the wage determination. 07/01/2014 is the effective date of the most current negotiated rate, which in this example is July 1, 2014.
Union prevailing wage rates are updated to reflect all rate changes in the collective bargaining agreement (CBA) governing this classification and rate.
Survey Rate Identifiers
Classifications listed under the ""SU"" identifier indicate that no one rate prevailed for this classification in the survey and the published rate is derived by computing a weighted average rate based on all the rates reported in the survey for that classification. As this weighted average rate includes all rates reported in the survey, it may include both union and non-union rates. Example: SULA2012-007 5/13/2014. SU indicates the rates are survey rates based on a weighted average calculation of rates and are not majority rates. LA indicates the State of Louisiana. 2012 is the year of survey on which these classifications and rates are based. The next number, 007 in the example, is an internal number used in producing the wage determination. 5/13/2014 indicates the survey completion date for the classifications and rates under that identifier.
Survey wage rates are not updated and remain in effect until a new survey is conducted.
Union Average Rate Identifiers
Classification(s) listed under the UAVG identifier indicate that no single majority rate prevailed for those classifications; however, 100% of the data reported for the classifications was union data. EXAMPLE: UAVG-OH-0010 08/29/2014. UAVG indicates that the rate is a weighted union average rate. OH indicates the state. The next number, 0010 in the example, is an internal number used in producing the wage determination. 08/29/2014 indicates the survey completion date for the classifications and rates under that identifier.
A UAVG rate will be updated once a year, usually in January of each year, to reflect a weighted average of the current negotiated/CBA rate of the union locals from which the rate is based.
WAGE DETERMINATION APPEALS PROCESS
1.) Has there been an initial decision in the matter? This can be:
* an existing published wage determination
* a survey underlying a wage determination
* a Wage and Hour Division letter setting forth a position on a wage determination matter
* a conformance (additional classification and rate) ruling
On survey related matters, initial contact, including requests for summaries of surveys, should be with the Wage and Hour Regional Office for the area in which the survey was conducted because those Regional Offices have responsibility for the Davis-Bacon survey program. If the response from this initial contact is not satisfactory, then the process described in 2.)
and 3.) should be followed.
With regard to any other matter not yet ripe for the formal process described here, initial contact should be with the Branch of Construction Wage Determinations. Write to:
Branch of Construction Wage Determinations Wage and Hour Division U.S. Department of Labor 200 Constitution Avenue, N.W.
Washington, DC 20210
2.) If the answer to the question in 1.) is yes, then an interested party (those affected by the action) can request review and reconsideration from the Wage and Hour Administrator (See 29 CFR Part 1.8 and 29 CFR Part 7). Write to:
Wage and Hour Administrator U.S. Department of Labor 200 Constitution Avenue, N.W.
Washington, DC 20210
The request should be accompanied by a full statement of the interested party's position and by any information (wage payment data, project description, area practice material, etc.) that the requestor considers relevant to the issue.
3.) If the decision of the Administrator is not favorable, an interested party may appeal directly to the Administrative Review Board (formerly the Wage Appeals Board). Write to:
Administrative Review Board U.S. Department of Labor 200 Constitution Avenue, N.W.
Washington, DC 20210
4.) All decisions by the Administrative Review Board are final.

NSWC Crane, IN W912QR20R0016
01 02 00.00 48 - 6 the RFP and its referenced documents and design guides. Typical functional space furniture layouts and inventories are provided in the RFP drawings (these drawings are preliminary only.
It is up to the Contractor’s Designer of Record (DOR) to design to the RFP’s requirements); Con-tractor’s designers shall adapt these to the final floor plans.
1.2.1.2 The project shall be designed and constructed using English (inch-pound) units of measurement.
1.2.2 Primary Consideration. The primary consideration of this solicitation is to obtain a fully functional Radiation Test Facility within funds available, and to maximize design quality. Offe-rors are encouraged to review the RFP to familiarize themselves with all RFP requirements.
1.2.3 Design Quality. Design quality is achieved through the optimization of interior planning, integration of the building with the site, sustainability, selection of building materials and sys-tems for low-cost maintenance and operation, and an overall balance of aesthetics and function-ality. The Army Reserve encourages a project design of award-winning caliber.
1.2.4 Design Freedom. Requirements stated in this RFP are minimums. Innovative, crea-tive, or cost-saving proposals, which meet or exceed these requirements are encouraged, and will be considered more favorably.
1.2.4.1 The project conceptual design was developed by the NSWC Crane, the Radiation Test Equipment designers, the Corps of Engineers, and an A/E design team; this conceptual design is accepted by the Government.
1.2.4.2 The conceptual design Drawings, this Statement of Work along with the other infor-mation and requirements in this RFP, serve as requirements for Contractor building design and construction completion, along with other code, regulatory and professional practice require-ments. The extent of development of these RFP documents in no way relieves the successful offeror from responsibility for completing the design, construction documentation, and construc-tion of the facility in conformance with Applicable Criteria and codes.
1.2.4.3 The conceptual design illustrates desired general arrangements, orientation, and ad-jacencies, it is not intended to dictate the final layout and image for the project. The Contrac-tor’s designers shall develop and refine the conceptual site and building design in their comple-tion of the design and construction documents. Such development shall be consistent with the criteria and acceptable to the Government.
1.2.4.4 The Contractor shall accommodate minor site and building plan changes by the Gov-ernment in the early stages of the design process, as a normal part of the design development process. The Contractor may adjust spaces, within the overall and specific functional area guidelines, as required to accommodate structural layout, and as necessary to provide ade-quate space for mechanical, electrical and communication spaces. The mechanical and electri-cal spaces must provide adequate space to safely and efficiently accommodate equipment op-eration and maintenance. The spatial relationships and adjacencies in the RFP drawings, how-ever, must be maintained, unless the Contractor recommends changes to the Government, and the Government accepts such changes.
1.2.4.5 The Contractor shall develop and refine the exterior image and aesthetics of the building as part of the design development process. The Contractor shall utilize materials, de-tailing, fenestration, lighting and ornamentation to develop a high-quality exterior image for the
NSWC Crane, IN W912QR20R0016
01 02 00.00 48 - 7 facility.
1.2.4.6 The Contractor’s architect or interior designer shall select the final palette of colors and materials for building interior and exterior to produce a pleasing appearance, coordinated throughout. The final palette of colors and materials selection is required to be accepted by the Government.
