PART 6

ARCHITECTURAL AND INTERIOR DESIGN

6.1 DESIGN GOAL.

The overall architectural design goal for the facility is to provide a functional, affordable, and op-erational building that provides a place for testing, maintaining of radiation testing equipment, and building support functions. The building should provide an efficient and functional layout that is up to date and safe for its occupants, and will be a source of pride for the facility users.

The RFP drawings present a conceptual building layout which meets the Crane Naval Surface Warfare Center (NSWC) scope and functional requirements for a Radiation Test Facility, and which has been accepted by the Government. This does not preclude the Contractor from mak-ing improvements to the design so long as such improvements are consistent with the require-ments of the RFP and acceptable to the Government. The building design is conceptual in na-ture and the Contractor shall finalize all elements of the design, including exact dimensions, de-tails, and methods of construction. In completing the design, the Contractor will be allowed some latitude in manipulating the plans and elevations to improve functional layout, to accom-modate structural, mechanical, and electrical systems, and to allow flexibility for design and aes-thetic expression. The spatial relationships and adjacencies, however, must be maintained, un-less the Contractor recommends changes to the Government, and the Government approves such changes. The Room Requirements are included in the Crane Radiation Test Facility, De-sign/Build RFP Room Requirements spreadsheet.

6.1.1 Site Planning Objectives. Refer to Part 3 Site Civil Engineering of this Statement of Work.

6.1.2 Exterior Design Objectives. The exterior colors of the building shall meet the require-ments of the most up to date Naval Surface Warfare Center (NSWC), Crane Installation Design Guide and shall enhance the visual environment and context of the surrounding area. Exterior materials and detailing shall comply with the provisions of this RFP. Use durable, low-mainte-nance, available materials.

6.1.2.1 Crane Naval Surface Warfare Center has accepted the conceptual building plan, in-cluding the color scheme as discussed herein. Any appreciable change to the building footprint requires Government approval.

6.1.2.2 Refer to the RFP Drawings for characteristics of the exterior of the building that con-vey the visual context of the design and the surrounding area.

6.1.3 Interior Design Objectives. The intent of the building’s interior design is to present an efficient and interesting interior space that utilizes durable materials and furnishings to convey an organized work space situated around the Radiation Test functions. Finishes and furnish-ings shall be easily maintained and/or replaced when they have reached their useful life. Inte-rior surfaces shall be easy to clean and light in color, avoiding trendy or bright color schemes.

Where feasible, spaces shall be arranged to allow re-arrangement of furniture to meet future needs.

NSWC Crane, IN W912QR20R0016

01 02 00.00 48 - 34

6.1.3.1 The RFP provides basic finishes and a color palette for most spaces. The Contrac-tor’s designer shall to develop a more comprehensive finish and color palette for approval by the Government, including accent colors and finishes, especially for common-use areas of the build-ing. Such finish and color palette shall include doors, door frames, louvers and other special items.

Functional space requirements shall be as noted in the Crane Radiation Test Facility, De-sign/Build RFP Room Requirements spreadsheet. The interior layout shall be developed in ac-cordance with the room data requirements of this RFP and in conformance with the Installation Design Guide for acceptance by the Government. The Contractor’s designer shall coordinate the interior finishes and color palette with the Government.

6.1.3.2 Where the Contractor provides schedules, labeling or key plans (for signage, lockset keying, electrical panel schedules, communications/data wiring, etc.), Contractor shall use final room numbers if different from construction document room numbers.

6.1.4 Material and Product Selection Criteria. Materials shall meet the requirements of this RFP, which establish a minimum level of quality. Higher quality, more durable materials will be evaluated more favorably.

6.2 GENERAL CONSTRUCTION REQUIREMENTS.

The goal of the construction of the Radiation Test Facility at NSWC Crane is to provide a new state of the art facility to provide radiation testing for munitions for compliance with government mandated maintenance requirements. The construction includes a single story (high-bay) space that houses the test cell and associated spaces and functions, such as work spaces, DAS Control Room, and storage. Successful construction of the facility requires planning and foresight, as the concrete test cell should be constructed prior to completing the frame and building envelope. Planning for recessed slabs and mat foundations is also critical to the con-struction process as underground utilities and services need to be roughed-in before finalizing concrete slab and foundation work.

The final building configuration contains a concrete test cell for short pulse gamma (SPG) ray testing, contained within the test lab area, along with a pre-fabricated radio frequency (RF) shielded control room, maintenance areas, an ancillary equipment area to support the SPG Test Cell, perimeter work spaces, a telecom room, and electrical room, all contained within the high-bay test area. The exterior walls of the high bay and a portion of the building support area shall be constructed as a secure area (Open Storage) boundary. The Vestibule and Mechanical Room shall be excluded from the secure area (Open Storage) boundary. Refer to the attach-ments for Open Storage construction requirements. The building support area contains the ves-tibule, janitor’s closet, multi-purpose room, mechanical room, a men’s and women’s restroom.

The Room Requirements are included as an attachment to the RFP. The building footprint indi-cated in the conceptual drawings is approximately 9,500 square feet.

The multi-purpose room and ancillary area are not programmed spaces. The multi-purpose room is indicated to address the requirement for a space that can be a lactation room when nec-essary. The Designer of Record (DOR) shall determine if this space is required in this facility.

The Ancillary space is an allowance for tapered building columns, if utilized, or an egress path.

The RFP drawings and the Room Requirements spreadsheet present the base bid require-

NSWC Crane, IN W912QR20R0016

01 02 00.00 48 - 35 ments. The option consists of administrative areas that are indicated on the Room Require-ments Option A spreadsheet. Drawings are not provided for Option A. The additional spaces in-clude a conference room, in-house/visitor work space, breakroom, lobby, and corridor. The conference room, in-house/visitor work space, and multi-purpose room shall be contained within the open secret boundary. The restrooms and janitor’s closet are not required to be within the open secret boundary if they are not accessed from within the boundary. The square footages of the administrative and building support spaces listed on the Room Requirements Option A spreadsheet shall be adjusted to accommodate increased plumbing fixtures, mechanical equip-ment, and economies of space. The option floor plan should address feasibility of construction, function, space utilization, spatial relationships, secure boundary, and site planning.

There is no renovation as part of this RFP. Room furniture will be designed by the Contractor but will be purchased and installed by the government.

PART 7

STRUCTURAL DESIGN

7.1 GENERAL REQUIREMENTS.

The general and specific criteria detailed herein shall be used for structural loading, analysis, design and construction of structural systems and foundations, including manufacturing, erec-tion, supervision, testing and quality assurance of the completed building. Systems and compo-nents should allow for flexibility in future reconfigurations of the interior space. Refer to Part 2 for Applicable Criteria. The contractor shall verify final design requirements with L3 Harris.

7.2 STRUCTURAL WORK.

The structural work consists of, but is not limited to, design and construction of:

Amendment 004____________________________________________________________

7.2.1 Foundation Systems. The design of the foundation systems shall be in accordance with the recommendations of the Contractor’s Geotechnical Report. Spread footings, continu-ous strip (wall) footings, piles, drilled piers and/or caissons, mat foundation or others shall be constructed as recommended by the final Contractor’s geotechnical report. Design settlement for exterior stoops shall not result in slopes or abrupt changes of elevation in excess of ADA re-quirements. A single depressed slab area will be required and located as shown on the draw-ings, being sized to retain 600 gallons of oil containment. The oil containment depressed slab shall have removable grating covers. Preliminary geotechnical analysis indicates that lique-fiable soils exist, and deep foundations are highly recommended. Per attachment B, the liquefaction analysis performed with groundwater depths of 34 and 43 feet indicates dynamic settlement estimates of three and six inches, respectively. Liquefaction potential indices (LPI) are six to seven, which indicates low to high risk of liquefaction. Results of the liquefaction anal-ysis indicates that the liquefiable zone of concern is between 35 and 60 feet beneath the sur-face. Given that the site has significant liquefaction susceptibility, it is recommended that con-tinuous flight auger pile foundations be utilized for the entire structure regardless of the mag-nitude of the estimated column / wall loads. The deep foundations should be designed to ac-count for the loss of the soil lateral capacity in potentially liquefiable soil zones and to resist downdrag forces induced form the settlement of the liquefied soils. Skin friction capacities should be neglected above the determined liquefiable zones. Contractors shall retain their own geotechnical engineer to conduct independent soil investigations and to determine the best suitable foundation system to be utilized.

7.2.2 Building Structural System. The Structural Engineer shall be responsible for the de-sign of the complete structural building system for the Radiation Test Facility. A complete struc-tural system for the building shall include foundations, walls, floor and roof framings, floor and roof diaphragms, overhead crane, lateral load stability, framing and connection of any architec-tural features, such as foldable partition walls, glazing systems, or receiving doors, etc., support of mechanical and electrical equipment, and concrete testing cell. In addition, the Structural En-gineer is responsible for the design of all lesser related structures such as pits, retaining walls, etc., although they may be shown on other disciplines' drawings. Structural design of the build-ing shall be compatible with the architectural design. Structural design shall be in accordance with the criteria, requirements, and guidance provided in the IBC, as modified by UFC 1-200-01, UFC 3-301-01, and the above referenced documents and the following requirements.

NSWC Crane, IN W912QR20R0016

01 02 00.00 48 - 44

7.2.3 Concrete Test Cell. One concrete testing cell will be constructed to house the testing equipment. Requirements of the concrete test cell, including dimensions, thicknesses, densities, etc. for the walls and ceiling shall be verified, prior to design by the contractor, with L3 Harris.

See Attachment “C” for vault dimensions and thicknesses.

7.2.4 General Design. The completed structural design shall include all elements for founda-tions, wall framing, floor and roof framing, diaphragms and bracing and overhead crane. It shall also include lateral load stability analysis as well as support and lateral bracing for architectural features, and mechanical and electrical equipment.

7.2.5 Economical Structural System. Select an economical structural system based upon facility size, projected load requirements and local availability of materials and labor. Base the structural design on accurate, site specific geographical information and anticipated loads for the buildings and geographical location. It is anticipated that the outer structural shell of the building will be a pre-engineered metal building (rigid frame system). Interior columns are al-lowed provided that they can be located so as not to impede the required flow of traffic or use / maintenance of the equipment. It is anticipated for the test cell to be cast-in-place concrete. Test cell concrete wall and ceiling thickness, dimensions, densities, etc. are included in Attachment “C”. Load bearing light frame construction consisting of wood or cold-formed metal framing is not allowed for use as the main structural force resisting systems.

7.2.6 Materials and Systems. When selecting the types and characteristics of materials used on the project, select materials and systems with consideration for climate conditions, high humidity, industrial atmosphere, water exposure or other adverse local conditions.

7.2.7 Structural Engineer of Record. The structural engineer of record and any consultants providing structural design services shall be a licensed professional engineer. The Structural Engineer of Record (SER) is a registered design professional who performs or supervises the analysis, design, and document preparation for the building structural system. The SER is re-sponsible for the design of the primary structural system, which is the completed combination of elements, which serve to support the building and test cell’s self-weight, applicable live loads and environmental loads such as wind, seismic and thermal. The engineer of record for struc-tural design of this project shall be responsible for:

7.2.7.1 Development: Developing the plans, specifications, calculations and other contract documents.

7.2.7.2 Coordinating: Coordinating the structural design with the architect and other engi-neering disciplines.

7.2.7.3 Reviewing: Reviewing submittals to verify compliance with the design intent and the specified design criteria and to ensure coordination with the contract documents and other shop drawings. Submittals shall include, but be not limited to, structural drawings, indexed structural calculations, and structural specifications. Structural drawings shall include an isometric wind pressure diagram.

7.2.7.4 Quality Assurance: Providing Quality Assurance requirements for the structural work.

7.2.8 Site Structures and Foundations. Including but not limited to slabs/foundations for site structures of concrete or concrete masonry.
