All contractors must be registered in the System for Award Management (www.SAM.gov) prior to award of a contract. All proposed contractors are highly encouraged to review FAR Clause 52.232-33 Payments by Electronic Funds Transfer – System for Award Management, which indicates “All payments by the Government under this contract shall be made by electronic funds transfer (EFT).” Those not currently registered can obtain registration by going to the website http://www.SAM.gov. If you do not already have a Unique Entity Identifier, one can be obtained from http://www.SAM.gov.

Refer to www.SAM.gov for information formerly found in CCR, EPLS, ORCA and FedReg.

Please begin the registration process immediately in order to avoid delay of the contract award should your firm be selected.

ALERT: You must submit a notarized letter appointing the authorized Entity Administrator before your registration will be activated. This requirement now applies to both new and existing entities. Effective 29 April 2018, the notarized letter process is now mandatory on all CURRENT registrants at SAM who have a requirement to update data on their SAM record. The notarized letter is mandatory and is required before the GSA Federal Service Desk (FSD) will activate the entity's registration.

Effective 29 June 2018, vendors creating or updating their registration can have their registration activated prior to the approval of the required notarized letter. However, the signed copy of the notarized letter must be sent to the GSA Federal Service Desk (FSD) with 30 days of activation or the vendor risks no longer being active in SAM.

PLEASE NOTE: SAM is completely free of charge for both registrants and users.

STATEMENT OF WORK

TECHNICAL SPECIFICATIONS FOR

ELEVATOR RENTAL

1 GENERAL – The contractor shall be capable of providing rental of, installation, inspection, and permitting a 3000lb to 6000lb personnel/material hoist(s)/elevator for use by the U.S. Army Corps of Engineers Heavy Capacity Fleet. The contractor shall also be capable of delivering the requested components and provide setup assistance to McAlpine Locks and Dam in Louisville, Ky. The expected rental period is from July 17, 2020 until November 4, 2020. During the middle of the project the elevator will be required to be disassembled and reinstalled after the miter gates are installed. Contractor will be given a two week notice period for all the installations and disassembling by the project engineer. The contractor shall supply freight to deliver the equipment to the requested site. Freight shall be quoted separately. Government shall have the right to cancel or shorten the rental period for any equipment rented under this contract.

2 PERSONNEL HOISTS AND ELEVATORS- The contractor shall supply a 3-6000lb personnel hoist / elevator for use in accessing the bottom of the lock chamber at McAlpine Locks and Dam. The vertical height traveled is 72’ from the bottom of the chamber to the top of the wall. There will be no intermediate landings.

Bottom landing has approximately a 12’x12’ area for the elevator base. A continuous 34’ thick concrete wall of at least 2500 psi concrete is available for anchoring the elevator tower. The components shall have lifting fixtures and slings so that the pieces can be lifted by government floating crane from one lock wall to the next. The contractor shall install the elevator or hoist into the lock chamber. There is a possibility that the base of the elevator may be submerged during a short period of the dewatering. The elevator style supplied shall have all of the motors and electrical equipment mounted so they travel with the car, or can be removed quickly if the chamber must be flooded due to high water. Contractor shall supply guidance on what preparations to make to the unit. If it is submerged the government will clean and lubricate as necessary before operating the elevator.

3 INSTALLATION AND TESTING –Two installations will be required, the government will provide a hydraulic rough terrain crane, operator, rigging assistance, and manlift for the installation of the elevator.

Contractor shall provide a copy of the manufacturer’s recommendations and instruct the government personnel on the correct rigging of the unit for lifting. Contractor shall provide all necessary supplies and equipment for this installation. Hoist tower will typically be anchored by concrete anchors into the lock wall. Government will provide the mobile crane and operator, riggers, and a manlift to facilitate the installation. Government has 480volt 3ph power available, up to 60 amp service. The contractor shall then perform all inspection, testing, training, and permitting required by OSHA, ANSI, and local governments to allow the hoists use. The hoist shall be operational within two days of the initiation of the installation. Contractor will also be available for disassembly of the unit.

Photos of typical elevator installations are enclosed in an attachment to this contract solicitation.

4 GATE INSTALLATION PERIOD – Due to the nature of this gate replacement project, the elevator will have to be removed when the new miter gates are being installed during the middle of the project. When the new gates are being installed, the lock chamber will be required to be filled with water again. The schedule reflects that the elevator will need to be removed on 9 September, 2020 and then reinstalled back in the lock chamber on 30 September, 2020. Both of these dates are subject to change due to many variables in this project. The date will serve as a good marker for the timeframe that this will happen. Coordination of exact dates for this tear down and reinstallation will be coordinated with project engineer with a two week notice.

5 DELIVERY – The anticipated rental period shall be from 01 July 2020 through 30 November 2020. The contractor shall coordinate all delivery, installations, and pickup date with the project engineer on site.

POC: Josh Saylor

Office: 502-315-7331 Email: Joshua.A.Saylor@usace.army.mil

Government is expected to start project on-site at McAlpine on June 15th. Both the initial installation on 17

July 2020 and the tear down/re-installation on 9 September 2020 will be coordinated with Project Engineer.

A project schedule will be sent out as an attachment to this contract to help with coordination.

McAlpine Locks and Dams address:

805 N 27th St, Louisville, KY 40212.

Phone is (502) 774-3514.

6 EMERGENCY REPAIRS – The contractor shall respond to service calls within 4 hrs of notification.

Emergency contact numbers shall be posted in or on the scaffold or hoist. Due to the urgency of the job and impact to the navigation industry, the elevator shall not be inoperable for more than 48 hours. Emergency repairs shall be billed on an hourly basis.

7 INSPECTION, TESTING, AND ACCEPTANCE – The access equipment rented shall meet all requirements of applicable ANSI standards, Scaffold Industry Association, Corps of Engineers EM 385-1-1, and local municipalities.

52.204-21 BASIC SAFEGUARDING OF COVERED CONTRACTOR INFORMATION SYSTEMS (JUN 2016)

(a) Definitions. As used in this clause--

Covered contractor information system means an information system that is owned or operated by a contractor that processes, stores, or transmits Federal contract information.

Federal contract information means information, not intended for public release, that is provided by or generated for the Government under a contract to develop or deliver a product or service to the Government, but not including information provided by the Government to the public (such as on public Web sites) or simple transactional information, such as necessary to process payments.

Information means any communication or representation of knowledge such as facts, data, or opinions, in any medium or form, including textual, numerical, graphic, cartographic, narrative, or audiovisual (Committee on National Security Systems Instruction (CNSSI) 4009).

Information system means a discrete set of information resources organized for the collection, processing, maintenance, use, sharing, dissemination, or disposition of information (44 U.S.C. 3502).

Safeguarding means measures or controls that are prescribed to protect information systems.

(b) Safeguarding requirements and procedures.

(1) The Contractor shall apply the following basic safeguarding requirements and procedures to protect covered contractor information systems. Requirements and procedures for basic safeguarding of covered contractor information systems shall include, at a minimum, the following security controls:

(i) Limit information system access to authorized users, processes acting on behalf of authorized users, or devices (including other information systems).

(ii) Limit information system access to the types of transactions and functions that authorized users are permitted to execute.

(iii) Verify and control/limit connections to and use of external information systems.

(iv) Control information posted or processed on publicly accessible information systems.
