Section C: Justification for Soliciting from a Single Source
This is a brand name justification IAW FAR 13.106-1(b)(1(i). The current GRC-171 radios used in the Air Traffic Control Tower are dated and are extremely limited in repairability and therefore need to be replaced. Air Traffic Communications are managed by the FAA, and for the Air Force, by the Air Force Flight Standards Agency (AFFSA). The 109th CF reached out to HQ AFFSA (Mr. McNeill) to request guidance on what radios had been tested/ approved for FAA and National Airspace use and Mr.
McNeill responded that the CM-350, manufactured by General Dynamics, is the only radio approved for UHF transceiver operations at this location.
Section D: Efforts to Obtain Competition
This requirement has been directed by higher HQ based on FAA and AFFSA standards therefore only the requested brand name will suffice. With that said, the requirement is being solicited on GSA E-Buy in order to garner maximum practicable competition.
Section E: Steps to Preclude Future Single Source Awards Since this requirement has been directed by higher HQ and the 109th does not have the internal ability to approve specific radios for use in Air Traffic Control, there are limited steps that can be take to preclude future brand name requirements. With that said, if future requirements arise, they will be vetted through AFFSA at that time to determine whether additional options have become available.
Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
