PERFORMANCE WORK STATEMENT (PWS)

FOR

Satellite Data Services

1.0 General: 2nd HRF has two iNetVu FLY-1201 Satellite Antenna’s that require a service plan to access satellite for data services. The 2nd HRF is required to rapidly respond and establish reliable data services with minimal personnel in the event of an incident.

1.1 Scope: Contractor will provide satellite data services for two iNetVu FLY-1201 systems. The satellite data service will include, at minimum:

· All configurations necessary to gain access into the providers mesh, DNS services

· 10 days of access/service each calendar month

· 20Mbps average data downstream speeds

· 4Mbps average data upstream speeds

· Unlimited data allowance per month (per 10 days of access)

· 24/7/365 technical support for any satellite network related issues

· Equipment listed under Technical Specifications must be interoperable with vendor’s equipment

1.2 Background: Provides satellite data services for the 2nd HRF in order to perform communications for civil support operations.

1.3 Period of Performance (PoP): The PoP shall be one Base Year of 12 months, plus 4 option years.

1.4 Technical Specifications:

1.4.1 Embedded datasheet:

1.4.2 Antenna aperture: 1.2m

1.4.3 BUC size: 10w

1.4.4 Band required: Ku

1.4.5 Modem: iDirect, iNetVu Antenna Controller 7000, Model X7, Serial Number 071017

1.5 General Information: The Provider will have continuous support for data services 24 hours a day, 7 days a week, 365 days a year for the life of the contract. The contract will provide 10 days a month unlimited data for 12 months. The contractor shall at all times maintain an adequate work force for the uninterrupted performance of all tasks defined within this PWS.

1.6 Services: DNS, Network configurations, boot file for modem and troubleshooting to support mission.

2.0 Requirements: The contractor shall provide, for each of the two terminals (independent of one another):

2.0.1 All configurations necessary to gain access into the providers mesh (modem boot files, SAA, etc.)

2.0.2 DNS services

2.0.3 A minimum of 10 days of access/service each calendar month

2.0.4 20Mbps average data downstream speeds

2.0.5 4Mbps average data upstream speeds

2.0.6 Unlimited data allowance per month (per 10 days of access)

2.0.7 24/7/365 technical support for any satellite network related issues

2.0.8 Equipment listed under paragraph 1.4, Technical Specifications must be interoperable with vendor’s equipment

3.0 Contractor Manpower Reporting Application (CMRA):

3.0.1 The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the National Guard Bureau via a secure data collection site.

3.0.2 The contractor shall completely fill in all required data fields using the following web address: http://www.ecmra.mil/. Reporting inputs shall be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2013. Contractors may direct questions to the help desk at http://www.ecmra.mil.
