QUESTIONS AND ANSWERS

Q1: At the Pre-bid meeting the engineer stated that [2] pull boxes will be required on the exterior of the building to match the existing pull box. What are these pull boxes to be (size, type, and material make-up or manufacturer/catalog number)?

A1: 10” X 30” X 36” stainless steel junction boxes mounted on building 700, one for Comm. and one for Electric.

Unknown Mfg. Submit approved equal on form AF3000.

Q2: The description of work states that the electrical feed requires [2] 2-1/2” conduits with [4] 4/0 conductors and [4] #4awg ground conductors. Is this correct?

A2: 4 inch conduits shall be used for both Electrical and Comm. conduits shall have four one inch inner duct in them the full length of the duct bank. Interior conduit shall be metal and underground shall be Schedule 80 PVC.

Q3: The description of work calls for the contractor to install [2] 200A services which includes [2] 200A umbilicals. Please define what you are requiring as an “umbilical”?

A3: Umbilical shall be provided by others.

Q4: The description of work calls for the installation of a “grounding grid” with ¾” x 10’ ground rods.

Please state the following pertaining to the “grounding grid”:

Q4a: Is the grounding grid to encircle the perimeter of the proposed pad? If so what conductor size?

A4a: Yes, #4 Awg.

Q4b: Is the grounding grid to attach to the steel rebar at intervals within the pad?

A4b: No.

Q4c: Is the grounding grid to attach to the shelter at any points?

A4c: Yes, there shall be 5 connections points, which shall require a 12 foot service loop out of the concrete to attach to the shelter corners and one by the pedestal.

Q4d: How many ground rods are required and at what intervals?

A4d: 4 - ¾ inch ground rods with test points on each corner.

Q5: The description of work that [2] 4” shall extend from cable tray, B700 mounted Junction Box to Pedestal mounted Junction Box. Please answer following questions:

Q5a: How far into building are we required to install the 4” conduits and is the area accessible?

A5a: The electrical 4 inch conduits shall run from the pedestal to the exterior junction box and all the way back to the DP2 panel box inside building 700 mechanical room 128A. The Comm conduits shall run from the pedestal to 3 feet+/- above the bottom of the building soffit above the exterior junction box.

Q5b: Are we required to provide a junction box at the pedestal?

A5b: Yes, junction box for the Comm. and Disconnects for the Electrical.

Q6: The description of work states that the contractor must install inner duct from a cable tray? Where is this cable tray located?

A6: Answer; Yes four, one inch inner ducts shall be install in the Comm. conduits from the pedestal to the junction box and in the conduits stubbed above the soffit in B700.

Q7: Drawings 3, 5, 7 are not legible when expanding the drawing size. I can’t read the verbiage on the drawings.

A7: PDF file is attached. When printed on size D drawings, they should be legible. Arrangements can be made for hard copies to be picked up. Please contact the contracting officer.

Q8: What is the period of performance? SF-1442 Section 11 says "The Contractor shall begin performance within 10 calendar days and complete it within 30 calendar days after receiving award, notice to proceed. The delivery date for CLIN 001 is 14-MAY-2018 to 13-JUN-2018. This is in contrast to Section 4.0 of the Scope of Work states, in part, "All work shall be completed in 180 days from NTP."

A8: Period of Performance (POP) shall be as stated by the Contracting Officer, 30 Days. Documents will be amended to reflect 30 days throughout.

Q9: If the PoP is only 30 days, then how quickly will materials be approved from the time of contractor submittal? Section 5.0 of the PWS states that "All materials must be submitted on an AF Form 3000 prior to using for approval by Engineer in charge with Safety Data Sheet (SDS) sheets for each Product used. General contractor shall be on site to accept, unload and sign for all materials delivered to the work site. EADS shall have 10 business days to review and approve all material submittals."

A9: Materials shall be approved within one day of receiving the AF Form 3000.

Q10: Will the Government extend the PoP for each day that work cannot be conducted due to restrictions associated with the EADS mission? Section 7 of the PWS refers to GOVERNMENT WORKING HOURS and states "Work hours shall be Monday thru Friday 0700-1530 hours, with the exception of Federal holidays. Due to EADS 24/7 Mission, the contractor may need to work outside these hours to include weekends. Contractor must have prior approval in writing to work outside these guidelines and must coordinate with the Engineer in charge." The Offeror does not have sufficient information to estimate how many working days may be lost due to the EADS mission and to accurately estimate resources required to complete work within the PoP.

A10: The info is as stated and mission shall over ride contractors working inside the compound. If the mission affects the working hours the contracting office shall extend the contract for the exact hours lost due to EADS. Yes you shall have to file for work extension in writing for POP and to work outside the core hours.

Q15: Can the contractor reuse excavated material in the restoration process given that it meets the restoration spec provided?

A15: As long as it is screened the excavated material can be used.

Q16: Does the government require a vapor barrier to be placed underneath the concrete slab?

A16: Yes there shall be a vapor barrier under the concrete grade beams and concrete slab. The thickness of the vapor barrier retarder be at least 10 mils.

Q17: Will the anchor bolts for the shelter be lagged into the concrete or will the contractor be required to set bolts into the slab? If the latter, will the government provide further details?

A17: Answer; Contractor is not responsible for anchor bolts set into concrete. Contractor is responsible for the concrete slab and grade beams to be install with the correct reinforcement and dimensions.

Q18: Question on part of the masonry work. On the general notes section, item G, is there a detail available?

How do the J Hooks get installed and what size J hooks are required?

A18: No, the J Hooks or Stirrups are poured into the grade beam reinforcement tied to the bar and will extend up into the 5 inch pad to tie the bar reinforcement to. Install 2 in above compacted base with chair spacers, 2 inches clear on all sides of rebar, rebar mat shall be in center of pour to reinforce the concrete slab.
