PART 1 GENERAL

1.1 SUBMITTALS

Government approval is required for submittals with a "G" designation;

submittals not having a "G" designation are for information only. When used, a designation following the "G" designation identifies the office that will review the submittal for the Government. Submittals with an "S" are for inclusion in the Sustainability Notebook, in conformance with Section 01 33 29 SUSTAINABILITY REPORTING.

1.2 WORK COVERED BY CONTRACT DOCUMENTS

1.2.1 Project Description

The Design Build General Contractor (DBGC) shall provide all labor, equipment, supplies, and consultant services to design and construct an 84,500 SF (not to exceed) consolidated Parachute Rigging Facility. The project includes parachute drying tower, packing lanes, parachute repair room, supply rooms, storage areas, oxygen systems, maintenance room, and a classroom. Built-in building systems include fire alarm/mass notification, fire suppression, utility management control, telephone, advanced unclassified and classified communications networks, cable television, intrusion detection, closed circuit surveillance, electronic access control, and protected distribution. Supporting facilities include all related site work and utilities (electrical, water, gas, sanitary sewer, storm drainge, landscaping, and other site improvements. Special construction includes sustainable construction features copmlying with leadership in Energy and Environmental Design (LEED 2009) "Silver". Access for persons with disabilities will be provided. Comprehensive interior design and audio visual services are included. Anti-terrorism/force protection measures shall be incorporated.

The architectural floor plans provided in the RFP Drawings package meets each Unit's functional and adjacency requirements and is their preferred layout. Any proposed changes to this layout by the Design-Build General Contractor must be approved by the Government.

1.2.2 Location

The work is located at the northwest of the intersection of Urban Freedom Way and Tora Bora Ave as indicated in the drawings. The exact location will be shown by the Contracting Officer.

1.3 EXISTING WORK

In addition to "FAR 52.236-9, Protection of Existing Vegetation, Structures, Equipment, Utilities, and Improvements":

a. Remove or alter existing work in such a manner as to prevent injury or damage to any portions of the existing work which remain.

b. Repair or replace portions of existing work which have been altered during construction operations to match existing or adjoining work, as approved by the Contracting Officer. At the completion of operations, existing work must be in a condition equal to or better than that which existed before new work started.

1.4 LOCATION OF UNDERGROUND UTILITIES

Obtain digging permits prior to start of excavation, and comply with Installation requirements for locating and marking underground utilities.

Contact local utility locating service a minimum of 48 hours prior to excavating, to mark utilities, and within sufficient time required if work occurs on a Monday or after a Holiday. Verify existing utility locations indicated on contract drawings, within area of work.

1.4.1 Notification Prior to Excavation

Notify the Contracting Officer in writing, and as a Submittal at least 48 hours prior to starting excavation work.

1.5 GOVERNMENT-FURNISHED-CONTRACTOR INSTALLED (GFCI) MATERIAL AND EQUIPMENT

Pursuant to Contract Clause "FAR 52.245-1, Government Property", the Government will furnish materials and equipment for installation by the Contractor as indicated in the Furniture, Fixtures, and Equipment (FF&E) Package.

Quantities indicated in the FF&E Package that are marked with an asterisk are estimates. It is the intention of the Government to furnish all quantities of the asterisk items required to complete the work as specified, and the various quantities will be adjusted when necessary.

Quantities stated for the above items not marked with an asterisk are all that will be furnished by the Government. Provide any additional quantities that are required.

1.5.1 Delivery Schedule

Notify the Contracting Officer in writing at least 14 calendar days in advance of the date on which the Government Furnished materials and equipment are required. Pick up materials and equipment no later than 30 calendar days after such date.

1.5.2 Delivery Location

The materials and equipment are located at a location to be determined by the Contracting Officer.

STATEMENT OF WORK - GENERAL REQUIREMENTS

1.0 PROJECT DESCRIPTION

1.1 GENERAL

See Specification Section 01 11 00, Paragraph 1.2.1 .

1.2 SCOPE OF WORK

Design and construction shall comply with the requi rements contained in this Request for Proposal (RFP). The design and technical criteria contained and cited in this RFP and the Unified Facilities Guide Specifications (UFGS) establish minimum stand ards for design and construction quality.

The DBGC shall use them to fully develop the techni cal specifications and construction drawings. At 95% design DBGC will provide the marked-up UFGS with all edits visible ( strikethrough the text, additions, etc.). At the 100% submission, all edit comments shall be removed and a clean specification provided. The objective of this solicitation is to obtain durable , functional buildings complete and adequate for assignment as a general instruction building.

The building and site drawings included in this RFP illustrate the conceptual design of the project and are provided to define the scope of work and budget. The drawings and conc epts provided shall be further developed by the DBGC to comply with the user’s functional needs. The conceptual building elevations provided shall be further developed to achieve architectural compatibility with other buildings on the base. Comprehensive Interio r Design services to develop the Furniture, Fixtures and Equ ipment (FF&E), Electronic Security System (ESS) and Audio Visual ( AV) design packages shall be included in the Base Bid. These d esign packages will be used by the Government to award the Bid Opt ions within this contract or as separate contracts. The schematic layouts provided with this RFP represent functional arrange ments that meet the User operability requirements. Modifications to the indicated building forms are possible in order to address life safety and building code issues, as long as establi shed minimum areas, adjacencies, and operability requirements are maintained.

The design shall be in compliance with anti-terrori sm force protection criteria and shall discourage re-entrant corners on buildings.

1.3 SITE LOCATION

The project is located at the SOF Yarborough Comple x at Patriot Point, Fort Bragg, NC. The Base is located 12 miles northwest of the central business district of Fayetteville, in

Cumberland County, North Carolina.

A site location map is included in the RFP Drawings .

1.4 EXISTING SITE UTILITIES

1.4.1 The DBGC shall verify the capacity of all utilities serving the building. Upgrading the existing utilities (unless noted otherwise) outside the limits of construction is no t a part of this project.

Information provided in the Appendices is intended to guide the completion of the design by establishing existing conditions, and the desired character, appearance, and function of the new construction. The Appendices A- ***Amendment 0003***EE***Amendment 0003*** listed in the Project Table of Contents shall be us ed in completing the design of the project.

1.7 BASE REGULATIONS

The DBGC shall become familiar with and comply with all base regulations, including fire, traffic, safety, environmental, and security regulations. Regulations are available up on request.

All personnel employed on subject contract shall ke ep within the limits of the work and avenues of ingress and egress. Do not enter any restricted areas unless previously cleare d for such entry. The DBGC's equipment shall be conspicuously marked for identification.

1.8 ENVIRONMENTAL REQUIREMENTS

See Section 01 57 19 Temporary Environmental Contro ls.

1.9 SUBMITTALS

Submittals shall be submitted in accordance with Se ction 01 33 00

SUBMITTAL PROCEDURES.

NOTE: The DBGC shall obtain Government approval of all materials and equipment requiring submittals prior to bringing these materials and equipment onto base for installation and incorporation into the work. The DBGC shall follow section 01 33 00 of the basic contract in obtaining Government approval.

1.9.1 Administrative or Close-out Submittal

1.10 GOVERNMENT INSPECTOR

The Resident Engineer, or his authorized representa tive, is designated as the representative of the Contracting Officer for the purpose of technical surveillance of workmanshi p and inspection of materials for work being performed under this contract. This clause does not authorize anyone other than the Contracting Officer to commit the Government to cha nges in the terms of the contract.

1.11 AS-BUILT RECORDS

1.11.1 As-Built Drawings and Specifications

Maintain at the job site two (2) sets of full-size contract drawings and specifications. Any deviations from th e contract drawings and specifications shall be marked legibly and accurately with a red pen. These drawings and speci fications shall be available for review by the Contracting Officer at all times. Submit one marked set of prints and specific ations book to the Contracting Officer no later than 30 calendar days after work is deemed substantially performed or beneficial occupancy is taken. Submit a paper and electronic copy to USAJF KSWCS.

2.0 DESIGN REQUIREMENTS

2.1 GENERAL

The DBGC shall prepare complete construction docume nts for all work designed as required by the RFP. The construction documents to be prepared include, but are not limited to, con struction drawings, specifications, submittals, and design an alysis as required in Section 01 03 00.00 06 DESIGN SUBMISSION REQUIREMENTS AFTER AWARD. Materials and equipment shall be limited to those specified except that where no specific material an d equipment is specified or no basis of design is identified, the DBGC shall use materials and equipment accepted within the construction industry and in compliance with Design Criteria.

2.2 DESIGN

The DBGC shall prepare a 65%, 95% and 100% design f or the project in accordance with the RFP using industry standard materials and efficient practices. The design of the buildings an d the materials selected shall be high quality, durable and easily maintained. The DBGC shall be responsible for the professional quality, code compliance, technical accuracy, and c oordination of all designs, drawings, specifications, and other documents or publications upon which the design and construction are based. It shall be the responsibility of the DBGC to verify t he accuracy of the documents provided.

The intent of this specification section is to desc ribe the requirements for appearance, function, materials, and types of construction in sufficient detail to enable enginee ring and design to be completed by the DBGC. In this specification section, each discipline describes design intent an d outlines the parameters to which the DBGC shall design.

2.4 COORDINATION BETWEEN THE VARIOUS DISCIPLINES

The DBGC shall be responsible for the coordination between all disciplines in order to fulfill the requirements of this contract and to provide for a complete, integrated, and functional design.

2.5 QUALITY OF WORK

2.5.1 Construction documents shall be of sufficient detai l to afford a clear understanding of the construction work required. The work shall be organized in a manner that will assure tho rough coordination between the various details on the dra wings and the specifications. The DBGC shall crosscheck all work until all conflicts have been reconciled.

2.5.2 Where not more specifically described in any of the various

Sections of these Specifications, workmanship shall conform to all of the methods and operations of best standards and accepted practices of the trade or trades involved, and shal l include all items of fabrication, construction, or installation regularly furnished or required for completion (including any finish), and for successful operation as intended.

2.5.3 All work shall be executed by personnel or workers skilled in their respective lines of work.

2.5.4 When completed, all parts shall have been durably a nd

substantially built and shall present a neat, workmanlike appearance.

2.5.5 Acceptance of completed work will be based on its c onformance to the contract. Nonconforming work will be rejected. The Government is not obligated to accept nonconforming work at a reduced price. The DBGC shall start replacement or correction of rejected work within 1O calendar days after receipt of the rejection notice.

2.6 RFP DESIGN AND TECHNICAL CRITERIA

2.6.1 All designs and construction document drawings and

specifications shall be prepared to comply with the RFP. The RFP documents set forth the parameters for the deve lopment of a full and complete design.

2.6.2 The RFP documents are provided as a performance sta ndard.

The DBGC is required to independently prepare and submit for approval a complete design. The DBGC’s Design Professionals shall independently confirm and be responsible for the technical accuracy and adequacy of all aspects of the design.

2.6.3 All remaining design work necessary for a “full and complete” design shall be performed by the DBGC based on the design criteria as required by the RFP. No deviations from the criteria will be allowed unless prior approval is obtained from the Contracting Officer's Representative. All questions or problems encountered by the DBGC in following criteria shall be promptly submitted with recommendations to the Contracting Officer's Representative for approval.

2.6.4 The applicable building codes and standards shall b e used as the minimum criteria to develop the construction documents for areas of work not specifically defined.

2.6.5 Section 01 33 16.00 10 DESIGN DATA (DESIGN AFTER AW ARD) defines the format and submittal requirements in which the design and the construction documents shall be prepared by the DBGC.

2.6.6 Technical Specifications: The technical specificati ons included in the RFP provide additional design criteria to define performance. The technical specifications have not been developed or intended to be used as construction document specifications. They specify minimum requirements that shall be required in the final design and construction.

The DBGC’s Designers of Record shall develop constr uction document technical specifications for all areas of the work. The technical specifications shall be developed from th e UFGS. The Savannah District versions of the UFGS shall be use d in all cases where applicable. All other specifications shall be the UFGS army edition guide specifications unless otherwise indic ated or not available. If a specification section is not availa ble in UFGS, the DBGC shall develop one using a SpecsIntact template.

2.6.7 Conflicts in RFP Criteria: Where the various elemen ts of the

RFP are in conflict, the following priority shall be used to establish precedence, unless specifically noted oth erwise:

a. Section 01 11 01 - GENERAL PROJECT REQUIREMENTS.

b. Technical Specifications.

c. Drawings.

2.7 APPLICABLE BUILDING CODES AND STANDARDS

The following codes of the most current edition sha ll be used as standards for building construction and life safety design. Where there is a conflict between the RFP and building co des, the most stringent shall apply. When codes are in conflict, the most stringent shall apply. This list is not intended to be a complete

2.9 FORCE PROTECTION & ANTI-TERRORISM CONSIDERATIONS

Project design and construction shall comply with t he Department of Defense Minimum Antiterrorism Standards for Buildings, Unified Facilities Criteria Series 4-010 -01.

2.9.1 Mass notification systems shall be in accordance wi th UFC 4-021-

The design shall be developed using the English sys tem of units.

3. GENERAL CONSTRUCTION REQUIREMENTS

3.1 SUMMARY

3.1.1 The requirements include:

• Construction considerations and use of the premises .

• Protection of personnel and Government property.

• Construction facilities and job site standards.

• The requirements of this section apply to the entir e project including all addenda or change orders that may be issued to modify the contract documents.

3.2 GENERAL INFORMATION

3.2.1 The DBGC shall have use of the project site for exe cution of the work as defined in the requirements of these specifications.

Entrance into and interface with the surrounding fa cilities shall be coordinated in advance with the Contractin g Officer.

The project site is within the fenced boundaries of the Base.

Access will require advance notice and security pas ses at all times.

3.2.2 The superintendent in charge of this work shall per sonally contact the Contracting Officer a minimum of 72 hours before starting site operations of the contract, before re sumption of seasonal work, before restarting work after a lengthy delay, and prior to moving men and equipment from one site of work to another.

3.2.3 Coordinate all construction activities with:

a. Project Inspector

b. Contracting Officer Representative

c. Base Fire Department

d. Security Police

e. USACE Resident Office

3.2.4 Prior to the start of any construction operations w hatsoever, a schedule of work or operations in proper sequence shall be submitted by the DBGC for approval by the Contracti ng Officer so as to cause a minimum amount of disruption to the normal flow of traffic on streets, pedestrian travel, base security, and facility operations. The total construction timelin e, including demolition, is 540 calendar days.

3.2.5 Coordinate all Construction and Use of Premises Act ivities with the Contracting Officer’s Representative.

3.2.6 Coordinate with Contracting Officer the scheduling and routing of work, personnel access and material deliveries for the work.

3.2.7 The DBGC shall coordinate with base security regula tions and personnel regarding worker and vehicle identification, badging, and permits.

3.2.7.1 For Deliveries the DBGC may use the Knox St reet gate for entering the base. Vehicles will be subject to inspection.

3.2.8 Base-wide Identification of Employees:

3.2.8.1 The DBGC shall submit to the Contracting Officer’s

Representative the following information on CD ROM not less than 14 days after notice-to-proceed:

a. Project Name

b. Project Location

c. Name, Social Security Number or Alien Identificatio n Number, and employer of all personnel or potential personnel working on this project.

d. Filled out non-disclosure statements. See Appendix J.

3.2.8.2 Proposed changes in personnel shall be submitted on CD ROM 14 days prior to the date the change will take effect.

3.2.8.3 The approved project Superintendent or the Contract or Quality Control (CQC) Manager shall escort the DBGC’s personnel and subcontractors without base access to the jobsite.

3.2.9 Training exercises are periodically conducted and i nclude gate closures, vehicle searches, and identification verifications.

The exercises are required for the military mission . The DBGC shall cooperate during these exercises. Any adverse cost or schedule impacts to the DBGC that result from the Training exercise shall be brought to the attention of the C ontracting Officer immediately.

3.2.10 High-ranking officers, foreign dignitaries, or DOD employees may approach you. Only the Contracting Officer can make changes to the contract.

3.3 DOCUMENTATION

3.3.1 Construction Phasing:

3.3.1.1 After visiting the site and seven days prior to com mencing work, provide to the Contracting Officer, for approval, a plan that indicates the Timeline of start to comple tion of each phase.

3.3.1.2 Once the plan is approved, do not deviate from the sequence, without prior written approval.

3.3.2 Waste Disposal:

3.3.2.1 Prior to the start of any onsite construction activ ities, the DBGC shall submit a written plan for disposing of waste materials resulting from work under this contract a s described in 01 74 19 CONSTRUCTION AND DEMOLITION WASTE MANAGEMENT and Section 01 35 40.00 20 Environmental Management. Refer to Appendix P for Environmental P rotection Plan requirements.

3.3.2.2 The DBGC should recycle waste/materials generated d uring construction or demolition. Items normally recycled are concrete, brick, block, tree waste, yard waste, scr ap metal, cardboard, pallets and dirt. Concrete, brick or block should be tested and free of Asbestos and lead Based paint to be recycled. Trees and limbs should be cut to manageab le size, 4 to 6 feet length. Note: if the tree has a large diameter it should be cut to lengths of 3 feet or less. The tre e should be cut close to the stump. All waste, that cannot be recycled, should be disposed of properly. The Fort Bragg Construction and Demolition (C&D) Landfill is close d. The Design Building General Contractor shall make arran gements for off-Base disposal. The Recycling Landfill is op en. 3.3.2.3 No waste or debris is to be buried on Fort Bragg pr operty.

All waste shall be properly managed and disposed of in accordance with Federal, State and Local laws and regulations.

Landfill.

3.3.2.5 A recycling report for items leaving the installati on must be sent to Sid Williamson at Directorate of Public Works, Environmental Compliance Branch, Solid Waste/Recycling Program at BLDG 3-1137. The report shall be sent mo nthly and within the first of the month to the 10 th

3.4 CONSTRUCTION CONSIDERATIONS

3.4.1 Use of the Premises:

3.4.1.1 The DBGC’s use of the site, utility availability, a nd temporary facilities are described in Section 01 50 00

TEMPORARY CONSTRUCTION FACILITIES AND CONTROLS.

3.4.1.2 Work Schedule: The DBGC shall schedule his work to cause the least amount of interference with base operations. Work schedules shall be subject to the approval of the Contracting Officer.

3.4.1.3 Sanitation: Adequate sanitary conveniences of a typ e approved for use by persons employed on the work shall be provided.

Sanitary conveniences shall be properly secluded fr om public observation, and maintained by The DBGC in such a manner as required or approved by the Contracting Officer. Maintain these conveniences at all times without nuisance. Upon completion of the work, the DBGC shall remove the conveniences from the premises, leaving the premise s clean and free from nuisance.

3.4.1.4 The DBGC’s Personal Vehicle Parking: The base will make available a limited number of parking spaces for the DBGC’s employee parking of personal vehicles. The DBGC sha ll make provisions to transport employees to the site should inadequate parking spaces be available on base.

3.4.1.5 Existing Work: The removal or altering in any way o f existing work shall be carried on in such a manner as to prevent personal injury or damage to any portions of the ex isting work that remains.

3.4.2 Work Hours:

The work shall commence at a time and date denoted by the Contracting Officer. Work hours shall be coordinated with the base prior to commencing work.

Permission to deviate will be predicated on complet e justification for the request after due consideration to a larger work force and more equipment during normal hours, and providing the DBGC defrays the additional costs to the Government including, but not limited to, inspection computed in accordance with existing Government regulations. If permission is granted by the Contracting Officer, written authority will be furn ished to the DBGC prior to the date the DBGC desires to deviate from the normal hours or days. The Contracting Officer may a lso direct performance as authorized by the General Provisions by reference clause entitled “Schedule for Construction Contract.”

3.4.3 Project Site:

3.4.3.1 The DBGC shall prepare a site plan indicating the p roposed location and dimensions of any area to be fenced and used by the DBGC, the number of trailers to be used, stagin g areas, parking areas, avenues of ingress/egress to the fenced area and details of the fence installation –see drawings for site limits. The plan shall be submitted to the Contract ing Officer for review and approval a minimum of one month before the commencement of construction activities.

3.4.3.2 The DBGC shall utilize Urban Freedom Way to access the site.

This entrance shall be the main entrance to the site used by the DBGC.

3.4.3.3 The DBGC shall limit the footprint of the project s ite to the construction limits indicated on the drawings and s hall minimize the impact on the activities in the adjace nt areas.

The adjacent facilities shall remain fully operational at all times.

3.4.3.4 The DBGC shall maintain a neat and orderly workplac e with clear paths of emergency egress within the construction area.

The DBGC shall designate a point-of-contact for nec essary after-hours cleanup of project debris after adverse weather events (such as monsoons and wind storms).

3.4.3.5 Any areas which may have to be graveled to prevent the tracking of mud shall be identified.

3.4.3.6 Site Marking: Any pavement or asphalt marking of th e site shall be accomplished with “Marker type paint” that will fade with Ultraviolet exposure. Permanent type spray pai nt shall not be used. Survey type flags shall accomplish all marking in landscaped areas. Marker paint shall not be used in landscaped areas.

3.4.3.7 Protection and Maintenance of Traffic: Prior to com mencement of demolition and construction, the DBGC shall coordinate daily access and egress from the area of constructi on with the Contracting Officer. The DBGC shall confine construction personnel and equipment travel and operations to th e area of

SECTION 01 11 01 Page 13 of 18 work. The DBGC shall request approval for the limit s of construction from the Base and show on the construction plans.

a. During Construction, The DBGC shall provide access and temporary relocated roads as necessary.

b. The DBGC shall maintain and protect traffic on all affected roads during the construction period except as otherwise specifically directed by the Contracting Officer. The DBGC shall prepare a traffic control plan for the projec t area and submit it to the Contracting Officer and DPW Transportation Department for review and approval a minimum of 30 days prior to proposed road closure. The traffic control set s hall be created per MUTCD, NCDOT and Fort Bragg IDG. The project shall always comply with components in the Fort Bra gg IDG as it relates to DPW traffic control notification for construction and detour dates if possible.

c. Measures for the protection and diversion of traffi c, including the provision of watchmen and flagmen, erection of barricades, placing of lights around and in front o f equipment and the work, and the erection and maintenance of adequate warning, danger, and direction sign, shall be as required by the State and DPW Transportation depart ment.

d. The traveling public shall be protected from damage to person and property.

e. The site shall interfere as little as possible with public traffic. Investigate the adequacy of existing roads and these roads.

f. The DBGC shall be responsible for the repair of any damage to roads and parking lots caused by construction operations.

g. The DBGC shall immediately clean any debris, mud, d irt, material, stains, or visible items placed by the DBGC.

h. Refer to Appendix Q, “Fort Bragg Traffic Control an d Workzone Safety Policy” for additional requirements.

3.4.4 Storage of Materials:

3.4.4.1 The DBGC shall be responsible for the storage and s afekeeping of all material to be incorporated into the work. The DBGC shall be responsible for all aspects of safety and security within the storage area. Storage areas shall be shown on the site plan and approved by the Contracting Officer.

3.4.4.2 The DBGC shall limit storage of materials, equipmen t trailer, and sheds to the site-designated staging area or within the confines of the area of work. The DBGC s hall indicate if the use of a supplemental or other staging area is desired.

a. Upon the DBGC’s request, and at the discretion of t he

Contracting Officer, another area may be designated as a supplemental area for the DBGC’s use and storage of trailers, equipment, and materials.

b. This area may not be in close proximity of the cons truction

SECTION 01 11 01 Page 14 of 18 site but will be within the Ft. Bragg boundaries.

c. The Government will not provide utilities to this a rea.

3.4.4.3 Provide adequate storage facilitates for protection of materials and equipment. Materials and equipment shall be stored so as to ensure preservation of their qualit y of fitness for Work. Perishable items and items adversely affected by weather, rain, wind, dust, heat, or col d shall be stored within the designated area of construction, temporary waterproof sheds, or mobile facilities with raised floors, and heated if necessary. Other mater ials and equipment shall be stored on wooden platforms and not on the ground.

3.4.4.4 Storage facilities shall be clean, in good conditio n, undamaged and free of rust or surface deterioration. Rental trailers shall be of a neutral color. Unsightly mat erial storage or office trailers will not be permitted.

3.4.4.5 The DBGC shall be responsible to maintain the condi tion of storage facilities, as defined above, and the entire construction site in a neat, orderly, professional and uncluttered manner at all times throughout the length of the

DBGC.

3.4.4.6 The DBGC shall comply with Section 01 50 00 TEMPORA RY

CONSTRUCTION FACILITIES AND CONTROLS for all storage areas.

3.4.5 Security:

3.4.5.1 Security requirements shall be observed at all time s. The DBGC shall be responsible for maintaining satisfactory standards of employee competency, conduct, appearan ce, and integrity. Comply with Units’ NDS and Construction Badge SOP, refer to Appendices.

3.4.5.2 Construction operations shall be strictly confined to the designated areas of Work.

3.4.5.3 Adequate outside security lighting shall be provide d at the

DBGC’s temporary facilities.

3.4.5.4 The DBGC shall be responsible for the security of h is own equipment; in addition, the DBGC shall notify the appropriate law enforcement agency requesting periodic security checks of the temporary project field office.

3.4.6 Protection of Personnel and Government Property:

3.4.6.1 The DBGC shall comply with all applicable Federal, State, and

Local safety codes, regulations, and requirements.

3.4.6.2 The Base Ground Safety Officer or his representativ e will attend preconstruction conferences to brief DBGC on

SECTION 01 11 01 Page 15 of 18 pertinent safety regulations and to provide guidanc e for safe operations during contract performance. Local safety guidance will be furnished to the DBGC for briefing his personnel.

3.4.6.3 The DBGC shall provide, no later than ten (10) days after receiving Notice of Award, four (4) copies of their written safety program to the Contracting Officer for revie w. No construction shall commence until the DBGC’s Safety Program has been reviewed.

3.4.6.4 It is the DBGC’s responsibility to maintain a secur e construction site to prevent access to the work area by unauthorized personnel.

3.4.6.5 Safety posters, “hard hat area” posters, “authorize d personnel only” posters, and any other notifications required by law shall be posted and maintained in sufficient quantity to be conspicuous on the job site.

3.4.6.6 The DBGC shall protect all government property in a djacent areas from damages during the construction project. In the event of damages of any nature caused by this work due to improper protection, precaution, or safety measures, such damages shall be repaired by the DBGC at no cost to the Government. In the event the DBGC does not satisfac torily repair or replace such damage caused by the work of this contract, the Government will make the necessary co rrections and the DBGC shall reimburse the Government for inconveniences, labor, and materials, involved.

3.4.6.7 The DBGC shall erect and maintain temporary barrica des to limit public access to hazardous areas.

a. Such barricades shall be required whenever safe pub lic access to paved areas such as roads, parking areas or sidewalks is prevented by construction activities o r as otherwise necessary to ensure safety of both pedestrian and vehicular traffic.

b. Barricades shall be securely placed, clearly visibl e with adequate illumination to provide sufficient visual warning of the hazard during both day and night.

c. Erect a temporary barricade with opaque fabric to p rohibit construction personnel from entering government facilities and interfering with surrounding training activitie s.

3.4.7 Site Fire Protection:

3.4.7.1 The DBGC shall be responsible for furnishing adequa te and proper fire protection during all phases of work on site.

3.4.7.2 Contact the base Fire Department in the event of em ergency.

3.4.7.3 Site fire protection shall conform to NFPA 241 and EM 385-1-

3.4.7.4 Portable fire extinguishers are not required in bui ldings fully protected by automatic sprinklers and a fire alarm system per UFC 3-600-01 Section 9-17.1, 8 August 20 16, Change 1, 28 November 2016. Therefore, portable fire extin guishers shall not be provided in this building.

3.4.8 Waste Disposal:

3.4.8.1 The DBGC is required to maintain a clean project si te free of accumulating debris. Demolition debris and other construction waste shall be promptly disposed of at the end of e ach workday in proper waste containers maintained on the project site by the DBGC. Recycling requirements are described in Section 01 74 19 CONSTRUCTION AND DEMOLITION WASTE

MANAGEMENT.

3.4.8.2 All debris shall be removed from the site on a regu lar basis. Waste shall not be allowed to accumulate.

3.4.8.3 Construction waste and debris maintained on-site pr ior to off-site disposal shall be controlled in a manner to eliminate any potential health or safety hazards.

3.4.8.4 Burning of waste or any other material on-site is s trictly prohibited.

3.4.8.5 The project job site shall be “broom cleaned” at th e end of each work day. The DBGC shall remove debris from the job site as it is generated and dispose of it in proper containers as outlined herein.

3.5 ENVRONMENTAL STUDIES:

3.5.1 Provided by USACE in the Request for Proposal, Volu me 2 of

3 – Appendices.

3.6 OPTIONAL REQUIREMENTS:

3.6.1 Where a choice of materials or methods, or both, is permitted in this contract, the DBGC will be given the right to exercise the option unless otherwise required by the specifi cation or plans.

3.7 MATERIAL APPROVAL SUBMITTAL PREPARATION:

3.7.1 "Material and Workmanship" shall be accomplished on and in accordance with the instructions to AF Form 3000, Material Approval Submittal. Material Approval Submittals sh all contain complete information for the product proposed. The informati on shall be in enough detail to allow the Government to determine acceptability. Information to be provided includes , but is not

SECTION 01 11 01 Page 17 of 18 limited to: a description of all salient features of the produc t, descriptive literature and manufacturer's cut sheet (if available), plus an explanation as to precisely why and how the material or item submitted meets or exceeds all required functions, performance and quality specifications.

3.8 MATERIAL DISPOSITION:

3.8.1 Material/Equipment Title: Title to materials and eq uipment to be demolished, except Government salvage and historical items, is vested in the DBGC upon receipt of notice to procee d. The Government will not be responsible for the conditio n, loss or damage to such property after notice to proceed.

3.8.2 DBGC Salvage: The DBGC shall salvage items and mate rials in accordance with Section 01 74 19 CONSTRUCTION AND DEMOLITION

WASTE MANAGEMENT.

3.9 SAFETY REQUIREMENTS:

3.9.1 The DBGC shall initiate and maintain programs that comply with the provisions of 29 CFR parts 1926 and 1910 of the Occupational Safety and Health Standards. These programs shall i nclude the education and training of employees and subcontract ors’ personnel in the recognition, avoidance, and preven tion of unsafe conditions and practices.

3.10 RESTRICTIONS:

3.10.1 Radio Transmitter Restrictions: The DBGC shall conf orm to the restrictions and procedures for the use of radio transmitting equipment, as directed.

3.10.2 Materials Burning: Burning of trash, timber and any other debris on government property is not permitted.

3.11 REQUIRED DBGC ACTIONS:

3.11.1 Severe Weather Protection: In the event of severe w eather, the

DBGC shall take precautions to minimize any danger to persons, and protect the work and any nearby Government prop erty.

Precautions shall include, but are not limited to, closing openings; removing loose materials, tools and equipment from exposed locations; and removing or securing scaffol ding and other temporary work.

3.11.2 Clean Tire Policy: Ft Bragg has a clean tire policy at work sites. The purpose of this policy is to reduce or eliminate the transport of mud from the work area onto streets by motor vehicles leaving the site or by runoff from the site. Clean and remove mud from the wheels of vehicles prior to entrance to public right-of-way. The site exit shall be maintai ned in order to prevent tracking or flow of mud onto public right-of-way.

Immediately remove all materials spilled, dropped, washed or

SECTION 01 11 01 Page 18 of 18 tracked from any vehicle or site onto any roadway o r into any storm drain. Compliance with the clean tire policy, by the DBGC, shall be the sole responsibility of the DBGC.

3.11.3 Environmental Requirements: The DBGC and all work t o be performed on Ft. Bragg shall comply with the requirements of Section 01 35 26 GOVERNMENTAL SAFETY REQUIREMENTS.

3.11.4 Quality Control Plan: The DBGC shall be required to institute a comprehensive Quality Control Program in order to assure himself and the Government that all materials and workmansh ip are in strict accordance with the provisions of the specif ications.

Within seven calendar days after receipt of Notice to Proceed, the DBGC shall submit his Quality Control Program P lan to the Contracting Officer for review and acceptance. The plan shall contain, at a minimum, identification of procedures for quality control, the type and model of major pieces of equi pment to be used on-the- job, ordering procedures for materials, and procedures to ensure adequate progress.

3.11.5 Hazardous Spill Reporting: The DBGC shall report an y spill of oil or hazardous substances to the Fire Department. The DBGC shall take every reasonable precaution to prevent the spi llage of oil or other hazardous substances.
