For a solicitation amendment, change order, or administrative change, the effective date shall be the issue date of the amendment, change order, or administrative change.

General Instruction Building, Davis Montahan Air Force Base:

Construct a General Instruction Building (GIB) to include classrooms, conference rooms, training space, instructor offices, supply rooms, team rooms for training, administrative space, elevator, building information systems, and covered training area. Energy Monitoring Control Systems (EMCS) connections, Intrusion Detection System (IDS) installation, fire protection and alarm systems will be provided. Supporting facilities include utilities, information systems, paving, parking, sidewalks, curbs and gutters, storm drainage to include low impact development measures, landscaping, access roads, site improvements, and Antiterrorism/Force Protection measures. Heating and cooling will be provided by self-contained systems. Measures in accordance with the Department of Defense (DoD) Minimum Antiterrorism for Buildings standards will be provided.

The estimated cost range of this procurement is $10,000,000-$25,000,000. This is an unrestricted request for proposal; all responsible sources may submit an offer.

SUPPLEMENTARY INSTRUCTIONS

1.0. SUBMISSION REQUIREMENTS AND INSTRUCTIONS

1.1. GENERAL SUBMISSION REQUIREMENTS

1.1.1. In order to effectively and equitably evaluate all offers, the Contracting Officer must receive information sufficiently detailed that clearly responds to the technical evaluation factors in Section 00 22 16.

1.1.2. Each Offeror must submit a Price Proposal, Volume I, and a Technical Proposal Volume II as separate distinct volumes. The Price Proposal, and Technical Proposal, must be received by the closing date and time set for receipt of proposals.

1.1.3. All information intended by the Offeror to be evaluated must be submitted as part of the Technical Proposal. No proposed price information should be included in the response to the technical evaluation factors.

1.2. GENERAL INSTRUCTIONS:

1.2.1. All written portions: Use only 8 ½ by 11 inch paper, unless another size is specifically authorized elsewhere in this section for a particular submission. Do not use 11” x 14” or 11” x 17” size sheets (e.g., fold-outs) unless specifically authorized in this section for a particular submission. W e e x p e c t 1 1 ” x 1 7 ” s i z e s h e e t s f o r s c h e d u l e a n d d r a w i n g s , b u t n o t h i n g e l s e . Do not use a font size smaller than 10, an unusual font style such as script, or condensed print.

1.2.2. All drawing sheets: 22” x 34” (1/2 size 11”x17”), 24" x 36" or 30" x 42" format. Full or half- size sets are acceptable, but must include a minimum of one (1) full-size set; half-size sets must be readable.

1.2.3. Three-ring binders are preferred. Do not use spring clamps or exceed the recommended capacity of the fastener or binder. Do not use plastic multi-hole/spiral binding systems, heat binding systems, or other systems which do not facilitate the ready insertion of additional pages.

1.2.4. “Confidential” projects cannot be submitted to demonstrate capability unless all of the information required for evaluation as specified herein can nonetheless be provided to the Government as part of the Offeror’s technical proposal. Offerors that include in their proposals information that they do not want disclosed to the public for any purpose, or used by the Government except for evaluation purposes, must be clearly marked in accordance with the instructions at FAR 52.215-1, “Instructions to Offeror— Competitive Acquisition”, paragraph (3), “Restriction on disclosure and use of data”.

1.2.5. Offerors must provide one (1) CD Rom disk of all the following Technical Criteria and Offerors Performance Capability with technical proposal. Offerors will not be required to submit electronic copies of catalog cuts.

1.3. WHERE TO SUBMIT:

1.3.1. Offeror(s) shall submit their proposal packages to the Los Angeles District Corps of Engineers (COE) as directed by the Request for Proposal and in accordance with Section 00 21 16.

1.6.7 DRAWINGS – NOT REQUIRED FOR THIS PROJECT

Must be submitted in accordance with Section 00 22 16 and are included in the requirements under Factor 3, Technical Approach. All drawings shall be either full size (22" x 34") or half size (11" x 17") as described in Section 01012.

1.7. SPECIFIC INSTRUCTIONS FOR THE TECHNICAL PROPOSAL (VOLUME II):

1.7.1. Number of Sets of the Technical Proposal: Submit the original and 4 additional sets of the written Technical Proposal, with each set separately packaged. In addition, submit one complete copy of the technical proposal on Compact Disk (CD) using a searchable “.pdf” file format.

1.7.1.1. Format and Contents of the Technical Proposal/List of Tabs: The original and all copies of the technical proposal will be appropriately labeled as such. Each set shall be organized using the tabs specified in the following chart. The main tabs directly correlate to the evaluation factors identified in Section 00 22 16. The Maximum number of pages for the Technical Proposal is thirty-six (36) pages, or 18 pages double sided for Factors 1 through 4. Per DOD policy, a fundamental principle of assigning ratings is that contractors will not be assessed a rating lower than Satisfactory solely for not performing beyond the requirements of the contract.

(M) Marginal Performance does not meet some contractual requirements. The contractual performance of the element or sub-element being assessed reflects a serious problem for which the contractor has not yet identified corrective actions. The contractor's proposed actions appear only marginally effective or were not fully implemented.

LOW PROFILE ACCESS FLOORING

PART 1 - GENERAL

1.1 SUMMARY

A. A low profile cable management access flooring system with access panels, base connectors to connect access panels, to form reticulated accessible cable trenches, and which covered and protected by cable trench caps.

1.2 PERFORMANCE REQUIREMENTS

A. General: the low profile access flooring, when installed, structured with self-standing access panels, grid-pattern cable trenches, facilitating easy distribution, extension of electrical, networking and telecommunication cables, and accommodate outlet floor boxes, and cable trench caps to cover and protect cables running in the cable trenches. All components of this system shall be the products of one supplier.

2.2 ACCESS FLOOR COVERINGS

A. The systems are suitable for bonded by commercial grade modular carpet tiles, and vinyl tiles of no less than 0.177” (4.5 mm) thick.

2.3 ACCESSORIES

A. Accessories: All accessories for perimeter, re-enforcement, and others, as indicated on the manufacturer’s system drawings.

PART 3 - EXECUTION

3.1 PREPARATION

A. Job site: shall be free of vibration, rocking, cracking, grease, or debris. All debris, foreign objects shall be removed before installation.

3.2 INSTALLATION

1. Install access flooring system by qualified raised floor raised floor installation teams, and by follow manufacturer’s installation guide.

2. Access floor system shall comply requirements by specific application per manufacturer’s system and shop drawings.

3.3 CLEANING AND PROTECTION

A. Clean access flooring after installation. All residuals shall be removed from the job site.

B. Other trades, such as electrical sub-contractors, when requires removing cable trenches’ caps for cable routing, shall place the caps at proper and safety location, and shall re-store removed cable trenches 100% back onto cable trenches at original position right after completion of each electrical work.

C. Other trades, when working on top of access floors shall make proper and adequate protection. Heavy carts or equipments, when passing through access floors, shall apply continuous plywood panels of minimum 0.47” (12

mm) thick to protect from work of other trades.

D. Moving extra-heavy carts or lifter on access floor: shall consult the manufacturer’s regional distributor, or regional sales representative.

PART 2 PRODUCTS

2.1 SYSTEM DESCRIPTION

Provide fencing materials conforming to the requirements of ASTM A116, ASTM A702, ASTM F626.

Submit reports of listing chain-link fencing and accessories regarding weight in grams ounces for zinc coating.

Submit manufacturer's catalog data for complete fence assembly, gate assembly, hardware assembly and accessories.

2.2 COMPONENTS

2.2.1 Fabric

FS RR-F-191 and detailed specifications as referenced and other requirements as specified.

FS RR-F-191/1; Type I, zinc-coated steel, 9 gage. Mesh size, 51 mm 2 inches.

Provide fabric consisting of 3.8 millimeter No. 9-gage wires woven into a 50 millimeter 2 inch diamond mesh, with dimensions of fabric and wire conforming to ASTM A116, with zinc galvanizing.

2.2.2 Sleeves

Provide sleeves for setting into concrete construction of the same material as post sections, sized 25 millimeter 1 inch greater than the diameter or dimension of the post. Weld flat plates to each sleeve base to provide anchorage and prevent intrusion of concrete.

2.2.3 Stretcher Bars

Provide bars that have one-piece lengths equal to the full height of the fabric with a minimum cross section of 5 by 20 millimeter 3/16 by 3/4 inch, in accordance with ASTM F626.

2.2.4 Stretcher Bar Bands

Provide bar bands for securing stretcher bars to posts that are steel, wrought iron, or malleable iron spaced not over 381 millimeter 15 inches on center. Bands may also be used in conjunction with special fittings for securing rails to posts. Provide bands with projecting edges chamfered or eased.

2.2.5 Gates

FS RR-F-191/2; Type II, double swing. Framing and bracing members, round of steel alloy. Steel member finish, zinc-coated. Provide gate frames and braces of minimum sizes listed in FS RR-F-191/3 for each Class and Grade, except that steel pipe frames are a minimum of 48 mm 1.90 inches o.d., 3 mm

0.120 inches minimum wall thickness and aluminum pipe frames and intermediate braces are 47.5 mm 1.869 inches o.d. minimum, 1.4 kg per meter

stretcher bars may also be used at top and bottom edges. Attach stretcher bars and fabric to gate frames on all sides at intervals not exceeding 381 millimeter 15 inches. Attach hardware with rivets or by other means which provides equal security against breakage or removal.

Provide diagonal cross-bracing, consisting of 10 millimeter 3/8 inch diameter adjustable-length truss rods on welded gate frames, where necessary to obtain frame rigidity without sag or twist. Provide nonwelded gate frames with diagonal bracing.

2.2.6 Gate Hardware and Accessories

Provide gate hardware and accessories that conforms to ASTM A116 and ASTM F626, and be as specified:

Provide forged steel hinges to suit gate size, non-lift-off type, offset to permit 180-degree opening.

Provide latch that permits operation from either side of the gate, with a padlock eye provided as an integral part of the latch.

Provide stops and holders of malleable iron for vehicular gates. Provide stops that automatically engage the gate and hold it in the open position until manually released.

2.2.7 Miscellaneous Hardware

Provide miscellaneous hot-dip galvanized hardware as required.

2.2.8 Wire Ties

Provide 2.9 millimeter 9-gage galvanized steel wire for tying fabric to line posts,spaced 300 millimeter 12 inches on center. For tying fabric to rails and braces, space wire ties 600 millimeter 24 inches on center. For tying fabric to tension wire, space 2.7 millimeter 0.105-inch hog rings 600 millimeter 24 inches on center.

Manufacturer's standard procedure will be accepted if of equal strength and durability.

FS RR-F-191/4. Provide wire ties constructed of the same material as the fencing fabric.

2.2.9 Padlocks

Provide padlocks conforming to ASTM F883, with chain.

2.3 MATERIALS

2.3.1 Zinc Coating

Provide hot-dip galvanized (after fabrication) ferrous-metal components and accessories, except as otherwise specified.

Provide zinc coating of weight not less than 550 gram per square meter 1.94 ounces per square foot, as determined from the average result of two specimens, when tested in accordance with ASTM A90/A90M.

Provide zinc coating conforming to the requirements of the following:

a. Pipe: FS RR-F-191/3 Class 1 Grade A in accordance with ASTM F1083.

b. Hardware and accessories: ASTM A153/A153M, Table 1

c. Surface: ASTM F1043

d. External: Type B-B surface zinc with organic coating, 275 gram per square meter 0.97 ounce per square foot minimum thickness of acrylated polymer.

e. Internal: Surface zinc coating of 275 gram per square meter 0.97 ounce per square foot minimum.

Provide galvanizing repair material that is cold-applied zinc-rich coating conforming to ASTM A780/A780M.

2.3.2 Tension Wire

Provide galvanized, coiled spring wire, No. 7-gage.
