Question 1: ELIN 2.10 (Mob/Demob Direct Push …) Please confirm Grafenwöhr, Vilseck and Freihoels are the potential drilling locations for this ELIN (i.e., not Hohenfels or Garmisch)
ANSWER: ELIN 2.10 IS FOR USAG BAVARIA, HOWVEVER AS STATED GRAFENWOEHR AND
VILSECK ARE THE POTENTIAL SITES FOR THIS ELIN.
Question 2: ELIN 3 (Groundwater Sampling …) We recommend the inclusion of an additional line item (e.g. 3.18) referring to Mobilization/Demobilization of sampling equipment (Groundwater Sampling ELINs 3.6 to 3.9). This item cannot be replaced e.g. by item 1.4.
ANSWER: DECLINED. MOB/DEMOB SHALL BE INCLUDED IN ELINS 3.6 - 3.9 COSTS, NO
BIG EQUIPMENT NECESSARY
Question 3: ELIN 3.10 (Performance of a short pump test …) Please confirm the following assumptions:
*Measurement of groundwater level only by measurement in the pumped Well
ANSWER: NO. ASSUMPTION THAT UP TO 4 SURROUNDING GROUNDWATER WELLS HAVE TO BE
MEASURED DURING THE PUMP TEST
*Sampling and analyses will be covered by ELINS 3.6 to 3.9 (Sampling) and ELIN 10 (Analyses of Water)
ANSWER: CONFIRMED
Question 3a: ELIN 3.16 (Setup and operation of a groundwater drawdown system) This is very difficult to price because the level of effort is dependent on the project-specific parameters. To provide a cost for this ELIN we need to know the following parameters for the “operation of a groundwater drawdown system” including
*duration of the drawdown operation, ANSWER: ASSUME ONE(1) WEEK
*(depth of groundwater table and target draw down depth)
ANSWER: ASSUME: MAXIMUM 5 M DEPTH, 1 - 2 M DRAWDOWN DEPTH
*type of assumed contaminants, ANSWER: ASSUME: TPH, BTEX, VOC, PAH, N-ALKANES (C5 - C9), PFC
Question 3b: ELIN 3.16 (Setup and operation of a groundwater drawdown system) Please confirm the following assumptions for the operation of the drawdown system:
*draw down is conducted by pumping of a single well "OR PUMP SUMP" *pumped and treated water can be discharged freely without a retention system *assumed contaminants for treatment are TPH, PAH, n-alkanes, BTEX, CHC *monitoring of groundwater table in 4 existing monitoring wells
--------NO
*sampling and analyses will be covered by ELINS 3.6 to 3.9 (Sampling) and ELIN 10 (Analyses of Water)--------------NO
ANSWER: ADDED "OR PUMP SUMP" IN FIRST BULLET, REST IS CONFIRMED
Question 4: ELIN 5 (Unknown Substance) Please confirm the following assumptions:
*sampling using standard personal protective equipment including a portable gas detector is sufficient *analyses of soil or fluids by GC-MS screening for VOC and NoVOC is sufficient
ANSWER: ANALYSIS MAINLY OF SOLIDS AND LIQUIDS (EVENTUALLY GAS)
Note: the listed PFC-parameters in Attachment 5 do not present the current list of the Bavarian Environmental Department (LfU), published in April 2017.
ANSWER: WAS NOT AVAILABLE AT THE TIME WHEN THE TABLE OF CONTENTS FOR THIS
CONTRACT WAS PREPARED; SHOULD BE UPDATED IN ATTACHMENT 5 WITH THE CURRENT LFU-LIST, THAT MEANS ADD THE TWO SINGLE PARAMETERS: PFHPS (PERFLUOROHEPTANSULFONIC
ACID) AND H4PFOS (H4-POLYFLUOROOCTANESULFONIC ACID), IF STILL POSSIBLE [Amendment to the solicitation will be forth coming to incorporate this]
