The work shall be performed under consideration of all engineering, geological, and hydrogeological conditions at several locations of USAG Bavaria. Furthermore, a minor part of work shall be performed at LTA Freihoels.

1.4 Objectives: The purpose is to conduct contaminated site investigations as part of the construction site selection process in order to avoid high follow-on costs and delay of MILCON and other construction projects as well as assessment tool within the environmental compliance and review requirements.

1.5 Period of Performance: The period of performance shall be for one (1) Base Year of 12 months and three

(3) 12-month option years.

1.6 General Information:

1.6.1 Quality Control Plan: The contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with this PWS. The results of the field work and measurements shall be evaluated and interpreted by an accredited engineer under consideration of past, current and future site conditions and circumstances like operations at the site, application of water endangering substances, etc., geology and hydrology, groundwater quality etc. The calculation and interpretation of the groundwater behavior in a certain aquifer may be necessary to assess potential hazards to downgradient receptors. This requires highly qualified engineering skills and application of supporting tools (e.g. geographic information system = GIS, 3D– groundwater modeling software, etc). Finally, the contractor shall provide well-founded analyses and rough recommendations concerning contamination found, further necessary investigations, protection, mitigation or remedial actions. This shall be detailed documented in expert reports that have to be delivered to the customer as the final product. Details shall be coordinated with HN authorities.

The contractor’s quality control program is the means by which they assure themselves that their work complies with the requirement of the contract.
