CHAPTER II

TECHNICAL PROVISIONS

SECTION 1

INTRODUCTION

In order to guarantee a good quality of the water in the pipes of the buildings, the distribution system of potable water must be protected against contamination hazards due to the mixing of potable water from the mains and other non-potable sources such as non-potable water, solid, liquid or gas.

During the year 2015, the environment department of the USAG BENELUX made up a study on all the distribution networks of potable water of Chievres Air Base, Caserne Daumerie, the American School, and the buildings in Sterrebeek Annex at Brussels.

This study highlighted a number of deficiencies in the various networks of potable water.

All these deficiencies are listed in the Excel spreadsheets attached to these specifications (Attachment 1). The spreadsheets are listed by building.

For each deficiency, one or more pictures have been taken to facilitate the identification of the deficiency. These pictures can be consulted at Hangar # 6, EPS Division, Chievres Air Base.

The report also mentions the type of protection that has been installed and the type of required protection that must be installed by the contractor during the execution of the project.

SECTION 2

FLUID CATEGORIES

Given that all types of pollution do not have the same impact on public health, one must distinguish various hazard levels.

These hazard levels vary according to the quality of the fluid that may come into contact with potable water.

- Category 1: water to be used for human consumption coming directly from a potable water distribution system.

- Category 2: fluid representing no human health hazard.

fluid known as being fit for human consumption, including water taken from a potable water distribution system, which can have undergone a change in taste, odor, color or a temperature change (heating or cooling).

- Category 3: fluid representing some human health hazard due to the presence of one or more harmful substances.

- Category 4: fluid representing a human health hazard due to the presence of one or more toxic or very toxic substances or one or more radioactive, mutagenic or carcinogenic substances.

- Category 5: fluid representing a human health hazard due to the presence of microbiological or viral elements.

SECTION 3

PROTECTION UNITS

Required protections are divided in 5 families:

Fam. A: air gap Fam. B: controllable disconnection Fam. C: non controllable disconnection Fam. D: atmospheric venting principle Fam. E: antipollution check valves Fam. H: disconnection at the outlet

a) Air gap (Fam. A):

Principle: device totally stopping water pressure.

Implies, if necessary, the putting back under pressure of the installation downstream.

b) Disconnection (Fam.B, C):

Principle: includes two non-return valves with intermediate differential pressure area.

In case of siphoning, back pressure or defect to one or both non-return valves, the intermediate chamber opens up, and a disconnection occurs.

c) Non-return valve (Fam. E):

Principle: let water flow in only one direction.

Possible defective valves are not visible from the outside. This is why the covered hazard level is limited.

d) Disconnection at the outlet (Fam. H):

Principle: characterized by a supply of air in case of absence of flow or in case of negative pressure.

Venting openings cannot be blocked.

SECTION 4

REQUIRED PROTECTION UNITS AND INSTALLATION REQUIREMENTS

3. Protection unit Type CA :Backflow preventer with different non-controllable pressure zones

The CA device is divided into three zones :

- one upstream zone p1 ;

- one intermediate zone (pi not measurable) vented to the atmosphere ;

- one downstream zone p2.

The device provides disconnection by venting the intermediate pressure zone to the atmosphere when the difference of pressure between the intermediate zone and the upstream zone is less than 10 % of the upstream pressure (pi – p1 < 10 % p1).

It ensures a discharge flow (backflow rate) through the intermediate zone, at least equal to the given discharge flow rate.

Means for the control of the protection device are not included.

- This protection must be included in the list of protection certificated by BELGAQUA

- The protection must be mounted behind a valve with control faucet, and must be fitted with a built-in or added filter.

- a free space of 150mm must be left all around the protection, except on the back

- the device must be installed horizontally, with visible outlet and faced downwards

- the d distance must be ≥ two times c, with a minimum of 20mm.

Product requirements The protection device must conform to NBN EN 12729

4. Protection unit Type EA : Controllable antipollution check-valve

A controllable mechanical protection device, equipped with one obturator, to permit flow in one direction only.

It will open automatically when the pressure in the direction of flow upstreams of the valve is greater than the pressure downstream.

When the pressure is higher downstream or no flow condition exists the valve is closed by anticipation acting under a force for example of a mechanical assembly or a spring.

- This protection must be included in the list of protections certificated by BELGAQUA

- This protection must be mounted behind a valve. A control opening is mandatory, either between the valve and the protection, or on the protection itself

Product requirements The protection device must conform to NBN EN 13959

Installation requirements

- the device shall be readily accessible ;

- it shall be protected against frost or excessive temperature.

5. EB Protection : Backflow preventer

Mechanical, uncontrollable protection device (cartridge included) fitted with a backflow preventer designed to allow the water flow in just one direction.

It opens automatically, in the direction of the flow, when the upstream pressure is higher that the downstream pressure. When the pressure is higher downstream or when the flow stops, the backflow preventer anticipatively closes under the action of a force, for instance under the action of a mechanical assembly or a spring.

Product requirements The protection device must conform to NBN EN 13959.

Installation requirements

- the device shall be readily accessible

- it shall be protected against frost or excessive temperature

6. HA Protection : End disconnection

The two pressure zones are separated by a backflow preventer The backflow preventer is closed when the flow is zero and the air inlets are open Regular water flow: backflow preventer open and air inlets closed

The protection device must conform to NBN EN 14454.

Installation requirements

- The device shall not be exposed to a continuous counter-pressure

- The downstream pipe shall be flexible and removable

- The device shall be installed vertically

- The device shall be easily accessible

- It shall not be installed in floodable areas

- it shall be protected against frost or excessive temperature

- h > 200 mm beyond the maximum level of the downstream fluid

7. HB Protection : End disconnection

The mobile element closes the air inlets in regular mode and with a zero flow In case of supply depression, the mobile element acts as a backflow preventer and stops the feeding pipe.

The protection device must conform to NBN EN 15096.

Installation requirements

- The device shall not be exposed to a continuous counter-pressure

- The downstream pipe shall be flexible and removable

- The device shall be installed vertically

- The device shall be easily accessible

- It shall not be installed in floodable areas

- It shall be installed in an environment with air (non polluted atmosphere)

- it shall be protected against frost or excessive temperature

- No closing device shall be installed after the HB

- h > 250 mm beyond the maximum level of the downstream fluid

SECTION 5

WORK TO BE PERFORMED

A) The work to be performed by the contractor consists in installing the type of protection submitted in the report for each detected default. All required accessories, supports and pipes for the installation of the required protection will be included/foreseen by the contractor and will conform to all corresponding installation norms. All types of devices and accessories will be easy-maintenance type.

B) For the following critical works listed in the bid schedule, the contractor will have to submit a detailed proposal that describe how he will perform the work to correct the detected deficiency (digging works, hydraulic modifications, conformity with the current Standards, technical datasheet of material…) with the required timeframe in submittal (see SECTION 6):

1) BE215 - Chievres Air Base Commercial - Building 20094 - Wastewater Treatment Plant - Building Supply

2) BE215 - Chievres Air Base Commercial - Building 20191 - EX - Army Lodge - 11- Fire Supply Service

3) BEBE828 - Sterrebeek Annex - Building 80018 - Water Treatment (Meter Building) - Site Supply Point

The submitted designs or solutions to correct each detected deficiencies will be subject to the Engineering Division's approval (or COR).

C) For the work schedule, the contractor will submit to the COR a detailed planning at least 15 days prior to starting any work. The following data and requirement shall be included and performed:

1) The dates of execution for each building, the estimated duration of the work and if a general cut-off of the water distribution is required in the building.

2) All types of protection must be previously submitted to the COR’s approval before starting the work.

3) For the buildings where a water cut-off is necessary, the contractor will inform the COR and the building manager at least one week before the work starts.

4) For each corrected default, the contractor will take one or several pictures, after the work, of the new protection installed. The pictures will then be attached to the Microsoft Excel spreadsheet provided by the COR in a new column called “Pictures of the new installed protection”. The spreadsheet will be updated with the characteristics of the new installed devices.

5) The above-mentioned Microsoft Excel spreadsheet will be provided with the as-built file.
