Please Note All Questions must be received by 02/23/18. There will be no more questions accepted after this date. Response Date remains the Same.

QUESTIONS AND ANSWERS:

1.) Will there be a longer contract performance period.

Answer: Contract duration 480 calendar days after award.

2.) Specification 05 59 13 Paragraph 1.6 states that “prior to delivery of the new bulkheads, the Contractor shall deliver the new storage trucks to the dam. The new storage trucks will be placed by the Government on to the tracks at the storage yard to ensure proper fit.” Can we deliver the storage trucks by semi to LD 25? Then the Government would take them across the river to the storage yard on the east side. Or do we have to figure a separate delivery with a barge and floating plant for the storage trucks?

Answer: Amendment 2 to section 05 59 13 of the specifications allows for the storage trucks to be delivered at the same time as the other items. The contractor will need to provide the necessary means of delivery of the trucks to the storage yard along with the other items as required.

3.) I have a question concerning section 1.4.3 of the specifications, “Qualification of Structural Steel Fabricator”. I’m unclear on the combination of Certifications required. I’ve highlighted the area in question below.

1.4.3 Qualification of Structural Steel Fabricator The fabricating plant and fabricator shall be certified under the AISC(American Institute of Steel Construction) Quality Certification Program, and shall be designated an AISC Certified Plant, Category ABR (Certified Bridge Fabricator - Advanced) with a Fracture Critical Endorsement (FC) or a Category HYD (Certified Hydraulic Fabricator) at time of bid. The fabricator or fabrication plant shall possess five 5 years documented experience on projects of similar scope. Similar scope means projects of similar size and similar amounts of welding and detail types.

Submit copies of the AISC certificate indicating that the fabrication plant meets the specified structural steelwork category and documented experience. The seals and bearing blocks are excluded from the AISC fabricator certification requirements.

Answer: Criteria is defined on the AISC website and can be found at:

https://www.aisc.org/certification/certification-categories/

4.) Our shop does not have the ABR certification, but we do have the Fracture Critical Endorsement along with our Certified Hydraulic Fabrication endorsement. Are we qualified to bid?

Answer: Yes.
