WSLP Access Roads Questions and Answers

1. Can we have better directions or points of reference for the access points of the access roads where they intersect major roads or highways?

USACE response: See approximate latitude and longitude points below from Google Maps. A site visit is highly recommended.

Road A: 30.075908, ‐90.624749 Road B: 30.076363, ‐90.606155 Road C: 30.076683, ‐90.587691 Road D: 30.076841, ‐90.578861 Road F: 30.077489, ‐90.545597 Road G: 30.099654, ‐90.478729 Road P: 30.090792, ‐90.440052 Road S: 30.036626, ‐90.435109

2. Is crushed concrete allowed?

USACE Response: No.

3. Who is the Corps contact person to gain access to the project sites for review before the bid?

USACE Response: Mr. Jerome Boudreaux 504‐329‐3319 or Mr. Robert Guillot 504‐628‐5092.

4. What is considered “PERMISSIBLE WORK HOURS”?

USACE response: See specification Section 01100, paragraph 10, Permissible Hours of Work. These are the allowable work hours and days that are available to the contractor to perform work.

5. We assume that signage is required at each site. Is this correct?

USACE Response: A project sign is required at each access road. Traffic control signs are required at each access road in accordance with your traffic control plan.

6. Do any of these areas have eagle nesting sites that we should be concerned about?

USACE response: No.

W912P821B0047

7. On the access roads that agricultural activities will shut down the work. Who pays for any repairs that might be needed?

USACE response: Payment will be made at the contract unit price for crushed stone for placement of additional stone on the roads for repairs.

8. The job has a very specific requirement for the Inspector’s Field Office with numerous amenities and services, and also fencing, but there is no specific pay item. Will one please be added with the next Amendment (to answer these questions)?

USACE response: No. Include the cost in mobilization and demobilization.

9. There is no time extension for the Options, but they will likely extend the duration of the field office within the Project time. If a price is added can it be by time (i.e. month) and not JOB?

USACE response: No. All costs for the field offices shall include the entire contract duration.

10. Will constant supervision and verified light loads be required at the Road A pipeline crossing per the Special Work Requirement?

USACE response: Yes. The weight restrictions and supervision apply to ALL pipeline crossings not just Road A. At some point, every access road crosses pipelines, so the contractor must supervise these crossings and adhere to the weight restrictions when crossing over these pipelines on all roads.

11. The Special Work Requirements also indicate the contractor shall employ a flagger during cane season: if this can be coordinated by other means without a flagger is that acceptable?

USACE response: Any suggested changes would have to be discussed with the Administrative Contracting Officer. The intent of the flagger is to control the traffic safely and efficiently during road construction with the traffic generated during the cultivation of the adjacent sugar cane fields.

12. As the trucking required for this project based on the number of roads and duration of the contract with options included, large tandem trucks will be required to meet the schedule. There are no provisions for large truck turn arounds in the bid documents. Is it then intent that these trucks will be required to “BACK IN” in most cases to unload or it is up the GC to create turn arounds as needed throughout the construction process? Example of

W912P821B0047 this scenario is at Road “P”. Road “P” is being created in a virgin swamp/ marsh and trucks will not be able to turn around without major construction cost to create them. Also, many of the roads in confined areas such as Roads A, C, D, and F of the base bid, will require encroachment onto adjacent farmland, swamp land and structures to turn around. I assume access road “A” is still owned by wildlife and Fisheries. Please review this scenario and advise.

USACE response: The contractor shall always stay within the designated right‐of‐way limits. You are not allowed to travel or construct features outside the right‐of‐way. After reviewing the right‐of‐way limits, determine your construction methods. Note that additional right‐of‐way is available where culverts will be installed beneath the access roads. Some alternatives to conventional dump trucks include large front‐end loaders and tracked dump trucks that can maneuver within the right‐of‐way limits.

13. Please provide details and specifications for the “Ground Penetrating Radar” added to the project bid at Road “G”. Also, what Bid line items are we to add this cost in the Road “G” bid form? Please advise.

USACE response: As a first order of work on Road G, the contractor shall employ the services of a company that regularly engages in locating underground utilities. The contractor shall mark the location of the fiber optic and sewer line in the field where these lines cross the new access road. The contractor shall also provide the depth of each line below the ground surface. The location and depths of each line shall be surveyed, and this information shall be immediately provided to USACE and included on the as‐built drawings. Payment shall be included the cost for mobilization and demobilization.

14. We have noticed at other current USACE projects in this area, Police Traffic Control is in place on US Highway 61. Is this required for all new roads coming in and out of US 61 and US 55 since they are “US” highways? For which Roads will Police Control be required for this project? Please advise.

USACE response: We are not specifically requiring police vehicles at the entrances to the new access roads. Any requirements for traffic control shall be as specified by your traffic engineer and shown on your traffic control plan.

W912P821B0047

15. Is there an order that the Roads are to be constructed in the base Bid such as A and then B then C and finish with F? Please advise.

USACE response: See specification Section 01100, paragraph 21, Order of Work (B, C, A, F). You can work on more than one road at a time.

16. Is there an order that the Option roads are to be constructed if all options are accepted? Please advise.

USACE response: No.

17. Can USACE take the OW 1 thru OW 6 in any order? Such as, can they accept option 2, 4 and 6 without taking 1, 3 and 5? Please advise.

USACE response: Options can be awarded in any order and quantity.

18. In Amendment 2, there are 79 revised and or new drawings issued. These drawings, in some cases duplicate themselves in the attachments in Amendment # 2 which is confusing. One example of this is Revised drawing C‐113 is in the attachment Part II‐ 2 of 4 and then again in Part II – 3 of 4 in Amendment 2 and there are many other drawings like this duplicated in Attachments. Is there some reason there are duplicate drawings in Amendment # 2? Is it possible to consolidate all drawings into clean one set of finalized “Issued for Bid” drawings?

USACE response: We are aware that drawings were duplicated in the electronic files that were posted to Sam.gov. Simply ignore the duplicate drawings. At this time, we will not be issuing another set of drawings.

19. Can we drone the property?

USACE response: Follow the regulations for operating a drone.

20. Is the GC furnished Trailer for USACE use with hookups at the I‐10 Weigh Station the only office USACE will need regardless of the options accepted?

Please advise.

USACE response: One office for the exclusive use of Government employees shall be provided for the entire contract duration. Specification Section 01100, paragraph 4, Inspector’s Field Office, requires the office trailer to be located at Road F. In lieu of an office trailer, the contractor may rent commercial office space within the Laplace area to satisfy this requirement.

W912P821B0047

21. We respectfully request an extension the bid date from Tuesday 8‐2‐2021 to at least one work week later.

USACE response: Any changes to the bid opening date will be posted to Sam.gov.

22. The USACE apparently in answering question 5 offered use of the Spillway at Contractor’s risk: but will it still be required to be by the ton?

USACE response: Yes.
