SECTION SF 30 BLOCK 14 CONTINUATION PAGE
The following items are applicable to this modification:
SPECIFICATIONS
SECTION C1
Page 16, paragraph 2.3.1. Delete this paragraph in its entirety and substitute the following therefore:
“2.3.1 Structural Fabrication
Structural fabrication shall conform with the requirements shown and specified herein and in
Section C2 - FABRICATION OF HYDRAULIC STEEL STRUCTURES except for items covered in Section C3- METALWORK FABRICATION, MACHINE WORK, AND
MISCELLANEOUS PROVISIONS. Components shall be shop-fabricated of the materials specified and shown. Dimensional tolerances shall be as specified and shown. Splices shall occur only where shown or approved. Pin holes shall be bored in components after welding, straightening, stress-relieving, and threading operations are completed. Brackets, eye bar sections, and other components requiring straightening shall be straightened by methods which will not damage the material. Bolt connections, lugs, clips, or other pick-up assembly devices shall be provided for components as shown and required for proper assembly and installation.
Provisions shall be made for the installation of appurtenances as required.”
QUESTIONS AND ANSWERS
Question: Section C1 2.3.1 Structural Fabrication in the specifications it states “Bronze bushings shall be press-fitted with supporting components.”. In the drawings on S700, S702 and S703 it shows a clearance fit of the components. What fit is required for these items.
Response: The hinge and pintle components should be fabricated and fit as shown on the drawings. This will be addressed in a forthcoming amendment.
Question: Section C5 2.4 Self Lubricated Materials in the specifications it states “Running surfaces typically need to be fabricated with a Rockwell hardness number between 30 and 40 on the Rockwell C scale (HRC30 – HRC 40) in accordance with ASTM E18.” From what we have gathered the Aluminum Bronze C95400 material does not meet this requirement. Please verify that this is a requirement for the C95400 material.
Response: The running surface is on the hinge ball and pintle. These components are specified to be ASTM A705 (Grade 630) stainless steel. This material can be fabricated with sufficient hardness to satisfy the contract specifications.
Question: In Section C5 the loading and warranty is given for the gates. What is the average amount of times the gates will be cycled open and closed throughout the time period of a year.
Response: On average, the gates are cycled (opened and closed) approximately 14,000 times per year.
Question: Will castings be furnished by the Corps of Engineers?
Response: The upper hinge casting (Mark 701-1), hinge receiver casting (Mark 702-2) and pintle housing casting (Mark 704-1) will NOT be furnished by the Government. These castings are to be Contractor furnished. The existing hinge anchor casting embedded in the concrete gate bay will be re-used.
Question: If so, will casting mill run be performed by Corps of Engineers?
Response: See response above.
Question: Is the requirement to build gate totally inside, or can components be built inside and welded together outside?
Response: Per Specification Section C2, Paragraph 2.1.7, fabrication and assembly must be performed in an indoor, climate controlled shop.
Question: Design requires +/- 1/16 of an inch for tolerance. Will gate area be de-watered to check all measurements?
Response: The design tolerance provided in the specifications is for the fabrication and assembly of the new sector gates. These dimensions will be verified at the milestones listed on Sht. G-004 (post fabrication/prior to paint, post paint/prior or delivered, and post-delivery). The gate area will not be de-watered to verify the dimensions of the existing gates. These measurements will be taken by divers.
Question: Will ASCII shop only be allowed?
Response: Per Specification Section C2, Paragraph 1.4.3, the fabricating plant and fabricator must be certified under the AISC (American Institute of Steel Construction)
Quality Certification Program, and must be designated an AISC Certified Plant, Category
IBR (Certified Bridge Fabricator - Intermediate) with Fracture Critical endorsement, Category ABR (Certified Bridge Fabricator - Advanced) with Fracture Critical endorsement or Category HYD (Certified Hydraulic Fabricator) at time of bid.
Question: We feel confident in submitting a price. The only part we do not have Experience in sourcing is the Hinge ball, Pintale housing casting, upper hinge casting. We are outsourcing with not To much luck. Any info in sourcing this would be greatly appreciated.
Response: The Contractor is not limited in which company they procure the hinge ball, pintle housing casting and upper hinge casting provided the requirements of the specifications are met. On some recent contracts, these components have been sourced though the following companies: Bradken, Johnson Centrifugal, and Quality Electric Steel
Castings. This is not an endorsement of these companies nor should it be interpreted as a requirement by the Government to utilize either of these brand names. This is simply a clarification and for informational purposes only.
Question: By amendment the storage location changed to Bowman Lock. Can the Corps provide any channel depths in the back channel at Bowman to access the new storage area?
Response: The Corps regularly goes in and out of this channel with a crane barge and other barges to move equipment and gates. The main channel is approximately 7-8 ft.
deep, but it is shallower at the boat slip. The Corps will provide additional details on navigating this channel prior to delivery, but typical delivery procedures can be expected.
Question: The highlighted beam on drawing S-302 is the only beam on the sector gate to be called out as FCM. Is this a typo? Should all beams be FCM? The question is due to the RT testing requirements on the FCM welds noted in the specs.
Response: The only sector gate truss member that is considered a fracture critical member is the beam labelled as such as Sht. S-302. The upper hinge plates and the lifting lugs are also consider fracture critical and subject to the relevant material and testing requirements in the contract specifications and AWS D1.5.
Question: We are noticing a discrepancy on the weight noted on the drawings. Drawing S-100 notes a COG weight of 163,500 lbs which is to include the fender, rack, and walkway per note 1 on the same page. Should note 1 say “Does not include the walkway, rack, and fender? Our weights are lining up with he 163,500 lbs noted weight without these items.
Response: The approximate weight provided in Note 1 on Drawing S-100 includes the fender rack and walkway. Contractor should verify the fabricated weight during bid preparation.

Question: We are working on finalizing our bid for the Freshwater Bayou Lock Gates and I have a few questions I would like to ask considering this will be our first submittal to the Corps.
In the Drawings associated with Anodes and Anode Conduit and cabling, there is a note that states.
“Anodes, Reference Cells, Conduit, and Conduit Hardware to be purchased and installed by others”.
Can you please confirm that the following are not to be included in our current scope.
* Any and all Cabling
* Any and all Unistrut
* Any and all junction boxes
* Any and all conduit
* Any and all Anodes
The below is to be included in our scope
* Installation of anode “Studs”; “Stud Weld” to skin plate
* Anode Brackets on “CP502”
* All fabrication on CP503 with exception of procurement and installation of Anodes and Cells and hardware.
Response: As stated on Sht. CP101, the anodes, reference cells, cables and conduits will be purchased and installed by others. The contractor is responsible for purchasing and installing the support assemblies for the cathodic protection system, including, but not limited to, the support channels, junction box mount, and mounting templates. Items not included in this contract are labelled “NIC” on the contract plans.
