QUESTIONS AND ANSWERS
Questions: In the Solicitation Section B Bid Form indicates supply of 2 gates for base bid, and 2 gates for the option bid.
Please confirm if the 4 gates on the bid form (2 Base and 2 Option) are the 4 gates identified on Drawing G-005. Drawing G-003 and the Section C-1 Article 3.8.1 define a “gate” as 2 leaves, which is confusing.
Response: The base work and the option work each include the fabrication and delivery of 1 sector gate (2 sector gate leaves). The four gate leaves on the bid form (2 base and 2 option) are the four gate leaves identified on Drawing G-005. As described in Section C1, Paragraph 3.8.1, payment for fabricating the new gates will be made per each gate leaf.
The north gate (east leaf and west leaf) is included in the base contract and the south gate (east leaf and west leaf) is included in the option work.
Questions: Drawing G-003 Structural General Notes 4.6 indicates the offloading slings to be used shall be provided to the Contracting Officer.
Please confirm that one set of slings will be provided for the Base bid, and one set of slings provided for the Option bid.
Response: Confirmed. One set of slings should be provided with the base work and one set of slings should be provided with the option work.
Question: Can you please clarify who is responsible for the Field Milled Plate machining as noted on drawing M-501 (Rack Bracket Details)? Is the fabrication supplier responsible or the installation contractor “which I believe is a separate contract”.
Response: The contractor that installs the gate (separate contract from gate fabrication) is responsible for milling the steel band. This will be clarified in a forthcoming amendment.
Question: As I understand the scope of delivery: manufacture and deliver the 4 gates to the installations address. Anodes, wiring and installation to be done by others. Is this correct?
Response: The base work consists of fabricating and delivering one sector gate (two leaves).
The option work consists of fabricating and delivering one sector gate (two leaves). The contractor is responsible for purchasing and installing the support assemblies for the cathodic protection system. As stated on Sht. CP101, the anodes, reference cells, cables and conduits will be purchased and installed by others. Gate installation will also be by others.
Question: We plan on manufacturing in Houston and delivering by barge. There’s two options for delivering.
1. We deliver prior to installation and I’ll include a crane for unloading.
2. We keep the gates in stock in Houston until actual installation and the installation crane pick up from the barge.
Which one would be preferable?
What would be the estimated date for installation?
Response: Option 1 is preferable. We do not have an estimated date for installation.
Question: Confirm the thickness of the 5/8" plate noted on Rack Bracket Detail.
Response: The 5/8” plate callout in the Rack Bracket Detail has been deleted. This will be clarified in a forthcoming amendment.
Question: Can you clarify if the holes in the Rack Plate are slotted or through holes on drawing M-501? The drawing states 11/16" slotted and 1" through hole for the same holes. Note details "Rack Bracket Details", "Section A", and "Rack Section Standard".
Response: The slotted holes should be 1 1/16” x 1 5/16”. This will be clarified in a forthcoming amendment.
Question: Can you clarify the thickness of the Rack plate on drawing M-501.? The drawing states 0.75” and 5/8”. Note details "Rack Bracket Details" and "Rack Section Standard"
Response: The rack plate is 0.75” thick. This will be clarified in a forthcoming amendment.
INSTRUCTION TO BIDDERS
INSTRUCTION TO BIDDERS
Due to the response for COVID-19, most federal employees have been mandated to telework, and currently only authorized personnel are allowed access to the District buildings throughout USACE. As a result, we have implemented the below procedures for all current and future bid openings, until such restrictions have been lifted and normal access has resumed at the MVN HQ Building.
Electronic Submission of Bids:
MVN will utilize the DoD Safe website for receipt of electronic bids under IFB Solicitations. In order to submit an electronic bid please follow these steps:
1. Send an email containing your name and email address to the Contracting Officer and Contract Specialist associated with the IFB:
Contracting Officer – Mr. Christopher Nuccio, email: christopher.nuccio@usace.army.mil Contract Specialist – Mr. Joseph Fitzgerald, email: joseph.f.fitzgerald@usace.army.mil
2. The Contracting Officer or Contract Specialist will go to the DoD Safe site, input your name and email address, and then will request the file from you. You will then receive an automated email from the site with a unique link in the email.
3. Once the email with the link is received, please click on the link in the email, which will take you to the DoD Safe site.
4. This will be a unique webpage where you can upload your file. The default page will load with the box checked off next to, “Send me an email when each recipient picks up the files”.
Please leave this box checked in order to receive a notification when the file is received from the Contracting Officer or Contract Specialist. Please leave unchecked, “Encrypt every file”. The site itself contains a high level of security in which additional encryption is not required.
5. When you are ready to upload your bid file (please use pdf format for bid submission), you can either click the blue button which says, “Click to Add Files or Drag Them Here” to locate the file on your computer, or simply drag the file onto the screen.
6. In the Description box that appears after uploading your file, please type your Company Name.
7. Click the button that appears at the bottom of the page, “Drop-off Files”. A banner will pop-up asking for confirmation that your upload does not contain Classified Information. Click ok on the banner.
8. You will be taken to a confirmation page that should say, “Drop-Off Completed” at the top.
This is your confirmation that your file was successfully uploaded to the site.
mailto:christopher.nuccio@usace.army.mil mailto:karen.d.hargrave@usace.army.mil
9. The Contracting Officer or Contract Specialist will receive an automated email stating that the file has been submitted. They will then send an email back to the company, confirming that they received the notice from the DoD Safe site.
