About this file

This document contains an amendment to a solicitation and responses to contractor questions regarding a federal contract opportunity. The proposed work includes new excavation of a segment of the Comite River Diversion earthen channel, construction of the White Bayou rock chute, and associated slope protection of the excavated channel. Additional work includes construction of drainage ditches and culverts, clearing and grubbing, and seeding. The estimated value is between $10-25 million. The solicitation is a total small business set-aside issued by the Department of the Army Corps of Engineers Engineering District New Orleans. The deadline for questions was 17 November 2020 and the amended bid opening is scheduled for a future date still to be determined. The amendment provides responses to contractor questions about access, materials, specifications, and schedule.

RESPONSES TO CONTRACTOR'S RFIS

Comite – White Bayou Rock Chute

Solicitation # W912P8-21-B-0017

Contractor Questions:

1. Could the USACE please provide the hydrograph for White Bayou from 2012 to the current date?

USACE response: There is not useful data after 2012 to generate reference hydrographs. Note 3 on the provided hydrographs states “Daily discharge data is available between 1972 and 2012 at this site (USGS 07377782). In 2012, the gage was discontinued. More recent elevation data is available between 2008 and 2019 at a gaged location further from the project site (USGS 07377780), but the period of record is not continuous.” Gage (USGS 0737780) has minimal data.

2. We have talked to one Rip Rap source who owns 35 barges, and they say all of the barges are already committed through the end of 2021 on other work. In addition, with the extreme size of the Rip Rap on this job there will only be a few haulers available to transport the materials to the job once the materials are barged in. It is early in the bidding process for the large amount of additional work that is coming out, that will all compete further for these delivery resources. With 161,531 tons of bedding and Rip Rap on this project we think the 358 calendar days is much too aggressive. Would the USACE consider extending the contract time?

USACE response: No.

3. There is a low load-limit, timber piling, bridge over White Bayou on Lower Zachary Road that will prevent material deliveries from the west to the asphalt entrance. In addition, there is residential area and a load limit bridge south on McHugh Road. This effectively leaves the only access off Highway 19 through Lower Zachary Road and down McHugh Road, or from Highway 67 through Lower Zachary Road to the temporary asphalt entrance. Does the USACE have commitments from LADOTD, the East Baton Rouge Parish, and municipalities not to impose further load limits or restrictions on this access?

USACE response: LADOTD and East Baton Rouge Parish are the Non-federal sponsors for the Comite River Diversion Project and are committed to the project.

4. Plan Sheet G-01 shows north and south entrances from McHugh Road into the job to provide access to each side of the Diversion excavation. If materials must come from the north, will access through the McHugh Road Bridge job be continuously available to the south entrance?

USACE Response: Yes, the McHugh Road Bridge and Channel Reach #4 includes the shared access routes north and south of the diversion.

5. The entrances off McHugh require fabric and aggregate surfacing, but there is no specific pay item for the aggregate: can an item be added for this material?

USACE Response: See Section 32 15 00.01 12 “Surfacing” paragraph 1.3 “Measurement and Payment” for pay item. This includes the contractors design, construction and maintenance of new access road and asphaltic entrances. Section 32 12 16.00 12 “Asphaltic Pavement” paragraph 1.2 “Measurement and Payment” provides for payment for the construction of the asphalt binder and wearing courses.

Amendment to be issued to address new asphalt entrance details on C-502.

6. Specification 01 50 00 requires a Registered Professional Engineer Traffic Control Device Plan (TCDP), and at 3.1(10) on page 5 a PE review on at least a monthly basis:

since this job is only a materials delivery job and does not otherwise affect the public roads can that requirement/expense be eliminated?

USACE Response: No

7. Section 35 31 19.04 12 Specification 3.1.3 requires that no equipment be allowed on top of the Rip Rap, and there is a minus two to plus four tolerance in the top surface of the Rip Rap: will the surface elevation be accepted as the work progresses? What about settlement of the stone over time?

USACE Response: Final as built cross sections shall be provided for compliance per the specifications. Acceptance as work progresses may be considered, provided the work is completed and surveyed in an orderly manner (not piecemeal).

8. Specification 3.1.3 limit to no more than a three foot drop on Rip Rap, and only two feet on the Rip Rap over 500 pound: what will be acceptable for the dump truck deliveries?

USACE Response: The drop requirement is to protect the underlying geotextile fabric form damage.

9. Specification 3.1.3 requires Herbicide treatment on the Rip Rap: is there a specified material?

USACE Response: The Contractor may submit an appropriate herbicide for approval in accordance with the contract requirements.

10. Completed Stage 1 Rip Rap will be downstream from the Stage 2 work: will Stage 1 be accepted prior to start of Stage 2?

USACE Response: Final as built cross sections shall be provided for compliance per the specifications. Acceptance of Stage 1 may be considered prior to completion of Stage 2, provided the work is completed and surveyed in an orderly manner (not piecemeal).

11. What measures will be necessary to prevent siltation of the Stage 1 Rip Rap (this will eventually occur over time anyway)?

USACE Response: The contractor will not be held responsible for natural siltation that may occur provided he takes reasonable measures to prevent runoff and siltation from his worksite.

12. Will the pump-around of White Chute bayou water require any testing on discharge? Will any diversion of the water during construction require water quality testing upon discharge?

USACE Response: Water quality testing for construction discharge must comply with any local, state, and federal permits required for the project.

13. Will it be allowed to install a low water crossing in White’s Bayou?

USACE Response: Yes, provided the crossing does not restrict the flow in White Bayou. All proposed low water crossings shall be submitted for approval prior to installation.

14. Plan sheet CS301; Typical Section for A1; Sta. 73+00 to 76+50 42” Rip Rap Grouted; do you have a specification for this grout AND will you create a detail of what would define the finished height of the grout; do you want the rock completely covered.

Would you consider providing a bid item for the grout in lieu of a No Direct Pay?

USACE Response: An Amendment to CS301 will be issued to resolve. There is no grouted riprap on this White Bayou project. The 42” riprap shown on A1/CS301 was inadvertently labeled as grouted.

15. Since the site access is already fenced do you want an additional temporary safety fence and if so can the silt fence be attached to the safety fence.

USACE Response: Amendment will be issued to address the safety fence requirements. Note: The 3-wire barb wire fence and gates installed on McHugh Road will be removed prior to construction.

16. We are requesting an extension to the existing bid date of December 1, 2020.

There appears to be a problem with many vendors providing a completive quote as the holidays are eliminating some work days to prepare. In addition, there appears to be a serious issue with providing a competitive quote regarding the transportation barges required for this quantity of rip-rap.

USACE Response: Amendment issued to postpone bid opening.

17. Would you please clarify the item “Maintenance Mowing”

USACE Response: Maintenance Mowing per Specification Section 1100 is to keep the weeds and vegetation down during construction prior to final turf establishment described in Specification Section 32 92 19.04 12
