Solicitation No. W912P-19-B-0041 Mississippi River and Tributaries (MR&T) Upper Pontchartrain Seepage Control, Item M-225L B/L Sta. 160+00 to B/L Sta. 181+00 East Baton Rouge Parish, Louisiana

Question and Clarifications - Second Round

1. Relief well specification Section 33 26 00.00 12, Paragraph 1.7.3 Drilling Log, Sampling, and Testing” - With the defined requirements for "6. Split Spoon Sampling - the sieves and grain size analysis are required for each Split Spoon sample." Would it be in the best interest of all, to add CLINS for the required Pilot Holes and Lab work due to substantial dollars associated with this process?

Payment for testing will remain part of the unit cost for relief wells. No additional CLINS will be added. Waiting on CD to respond on whether the testing shall be a CLIN or remain as part of the well installation cost.

2. Bid Item 0021 for directional boring of electrical conduits under LA 327 is listed as Optional Work. The electrical drawings do not show any other options for bringing electrical power to the site except for directional boring underneath the roadway. Please clarify the plan for how electrical service will be brought to the site under Bid Item 0006, Electrical Work, for the Base Work, if the Government elects not to exercise Bid Item 0021.

It is highly likely the option work for directional boring will be exercised under this contract. Right of way for accessing the utility poles for providing electricity to the project is in the process of being acquired. There is no alternate plan for providing electrical service under this contract. A separate contract would be prepared for directional boring under the roadway.

3. Please clarify how many days after Award the Government has to exercise the Optional Work item - Bid Item 0021, for directional boring.

It is anticipated the Government will exercise the Optional Work item within 270 contract days. Specifications will be revised.

4. Is there an asphalt paving detail?

No, there is not an asphalt paving detail.

Section 32 12 16.00 12, Paragraph 3.7.1 Placement – Describes the required asphalt thickness for placement on the levee crown and existing ramp.

5. DWG C-01 shows different distances and side slopes for discharge pipe burial versus those shown on DWG C-06 and C-06a. Please clarify the required minimum horizontal, vertical, and side slopes for discharge pipe burial and asphalt pavement replacement.

Drawing C-01 illustrates the removal of asphalt and installation of discharge pipes under the levee access ramp. DWG C-06 and C-06a illustrates the removal of asphalt and installation of discharge pipes at the levee crown and levee slopes for the given stations.

6. The revised specifications issued with Amendment 1 only contain 58 pages.

Please reissue the full solicitation document as a reduced file PDF.

7. Section 33 26 00.00 12, Paragraph 2.3, FILTER PACK:

a. In the chart below in black text is the table from the advertised specification and next to it in red text is what we believe it should be. We are trying to confirm that the values listed are correct as listed. Our supplier is asking the question on how the minimum value is higher than the maximum value?

b. What do the dashes mean in the columns? Does it represent 0 or 100?

The data in the two columns are points on two separate lines on a sieve curve – Max. percent passing line (upper line) and Min. percent passing line (lower line).

The required filter pack for the well must fall within those boundaries. The dashes on the table relate to numbers plotting off the table. Table will be revised for clarification.

Please contact the following to be provided with the specifications.
