SUMMARY OF CHANGES

The following items are applicable to this modification:

SECTION 33 26 00.00 12

Page 21, paragraph 3.1.5. Delete this paragraph in its entirety and substitute the following therefore.

“3.1.5 Temporary Casing

The Contractor shall furnish a temporary well casing of either iron or steel of adequate length at the construction site. When the walls of the boring require support, a temporary casing will be required to extend to a minimum depth of 3 feet below the existing ground water table. The temporary casing, shall have an outside diameter of not less than 22 inches, shall have sufficient thickness to retain its shape and maintain a true section throughout its depth, and may be in sections of any convenient length. The temporary casing shall be such as to permit its removal without disturbing the filter pack, solid pipe, or well screen. The setting of temporary casing shall be such that no cavity will be created outside of it at any point along its length. The casing should be pulled, as the filter material is placed, to prevent disturbing the relief well installation by the friction of the filter material inside the casing. In the event the temporary casing becomes unduly distorted or bent, it shall be discarded and a new casing shall be furnished and used during installation of any additional relief wells at no additional cost to the Government.”

Solicitation No. W912P-19-B-0041 Mississippi River and Tributaries (MR&T) Upper Pontchartrain Seepage Control, Item M-225L B/L Sta. 160+00 to B/L Sta. 181+00 East Baton Rouge Parish, Louisiana

Question

1. Amendment 0006, Q&A #3, states that the temporary casing must be removed without disturbing the filter pack. Removal of temporary casing will affect the filter pack and cement annulus. Please provide additional specification regarding casing removal without affecting gravel pack and cement annulus.

Response

The temporary casing should be pulled, as material is placed, to prevent disturbing the well installation by the friction of the filter material inside the casing. Specifications will be amended to address this clarification.

Question

2. Amendment 0006, Q&A 4, states that multiple wells cannot be developed at the same time. The contract duration is not adequate for this limitation. In addition to the production well installation and development, there is the pilot hole test program to determine production well lengths prior to the production well mobilization. Please allow for multiple wells to be drilled and developed as long as they are spaced at 500’, or more, apart. Alternatively, please add 300 calendar days to the contract duration.

Response:

Question and response No. 4 on Amendment 0006 states the contract duration accounts for wells to be development and tested separately, it does not mean well have to be develop separately. Multiple wells may be drilled and developed at the same time as long as at the time of development of any relief well, the well is free of drawdown or surcharge effects due to pump testing, developing or drilling at other wells. No time will be added to the contract.
