QUESTIONS & CLARIFICATIONS
Solicitation No. W912P-19-B-0041 Mississippi River and Tributaries (MR&T) Upper Pontchartrain Seepage Control, Item M-225L B/L Sta. 160+00 to B/L Sta. 181+00 East Baton Rouge Parish, Louisiana
Question and Clarifications
1. Relief well specification Section 33 26 00.00 12, Paragraph 2.3 FILTER PACK page 18.
Is it possible the headers for the Max. Percent and Min Percent are mislabeled?
Labels are correct. The information listed generates two lines on a sieve curve. These two lines will provide upper (max) and lower (min) boundary. The required filter pack for the well must fall within those boundaries.
2. The filter pack graduation requirements provided on page 18, Section 33 26 00.00 12, Paragraph 2.3, the No. 30 Sieve *** is shown under the Max. Percent by Weight Passing Column. Should that have a number in that space?
No. Table in the specification will be amended.
3. Please clarify as to whether split-spoon samples are required to be collected in order to identify a seek USACE approval of soil intervals where screen and solid pipe sections should be installed. Section 32 26 00.00 criteria and site conditions indicate that split-spoon samples will be collected at 2.5-foot intervals in order to determine depth intervals where well screen and solid pipe sections will be installed. It also states that grain size analysis (ASTM C136) or Atterberg limit test be performed on all split-spoon samples.
Once the analysis are completed and the Contractor has identified the proposed intervals for screen and solid pipe sections based on the specified criteria, how long will USACE take to review and approve the proposed intervals?
Split-spoon samples are required, specifications will be revised. The USACE has 30 Days to review submittals, this is stated in specification Section 01 33 00, Paragraph 1.9
SCHEDULING.
4. With the drilling, development, and pumping test required, substantial amounts of water will be produced. Does the USACE have an approved discharge location that could be provided? Or should the water be piped to the river side of the levee to discharge?
The channeling of discharged water will be up to Contractor design. Pumping discharged water over the levee to the river is an option, which has been conducted on previous well installation projects.
5. Regarding the "wire detail" as shown on drawing C-05. It is shown that the wire size shall be, "WIRE (.235)" is no longer part of Aqseptence Group (Formerly known as JOHNSON WELL SCREENS) construction. Wrap wire .235 has been replaced by 130 wrap wire. Will 130 wire wrap be acceptable?
Yes. 130 wrap wire will be acceptable, drawings will be amended accordingly.
6. The Levee Typical Sections on Drawings C-06 and C-06a indicate the new discharge piping will be buried beneath the existing ground surface, even on top of the levee.
However, the Levee Crown Detail on the same drawings show the new discharge piping will be buried in a mounded levee crossing to be constructed above the existing ground surface. Please clarify?
Drawings will be revised to clarify detail.
7. On drawing page B-02 Borings for BOR. E-225.75 and BOR. E-225.8 are shown to be the nearest soil borings to the new relief wells to be installed. Is further soil data available?
No further soil data is available for this area.
8. Please advise if we are allowed to write for prior approval of our proposed Grundfos submersible drainage pumps for the subject project. If so, please advise who we can send the pertinent information to.
Prior approval of equipment and material is not normally the process. Equipment and material submitted after the contract is awarded is usually approved as longs as it meets the requirements stated in the specifications.
9. Are the permanent materials to be installed tax exempt?
No, all taxes need to be included in the line items.
10. General Specification Section 01100, Page 21, Paragraph 22 - States that Contractor need to monitor the Carrollton Gage. The Baton Rouge gage BTRL1 is in the project vicinity. It would be beneficial to monitor this gage instead. If the COE agrees, can you specify the BTRL1 gage elevation at which all activities need to cease?
All stoppage of work for construction activities including USACE projects within the entire New Orleans District operation are governed by the Carrollton Gage. Requirements of the river restriction in the Section 01100 will remain the same.
11. Please provide the COE estimated quantities for the lump sum items on this project.
Estimated lump sum quantities are attached at the end of the questions and clarifications.
12. Is the temporary ramp embankment paid for under item 0010?
Payment for the temporary ramp shall be included in the contract prices for items to which the work is incidental to. Specification Sections: 32 15 00.00 12 Surfacing, 31 05
19.04 12 Separator Geotextile and 31 24 00.00 12 Embankment all have some provisions for the temporary ramp.
13. Does the concrete quantity for bid item 0019 include the concrete bases for the panel racks for the electrical equipment?
Yes, concrete for electrical equipment bases are include in the CLIN 0019.
14. Has a permit to bore the electrical conduits under the highway been obtained? Is one required?
The Levee District is responsible for obtaining the DOTD permit and is currently in coordination with DOTD to acquire the necessary permits.
15. Specification Section 33 26 00.00 12, Page 19 Paragraph 3.1.1 – “No well drilling or pump tests shall be done when the river elevation in higher than 10 feet below the top of riser shown on drawings.” Are we to assume that we need to monitor the river elevation at the Baton Rouge gage BTRL1 in this situation?
Baton Rouge gage BTRL1 shall be used to monitor the river elevation for this effort.
16. Please confirm the number of pumps for this solicitation. It is line item 0004 on the bid sheet.
There is a total of ten (10) pumps for this contract. Six (6) pumps are to be installed and four (4) spare pumps are to be provided as stated in Section 22 14 29.00 12, 2.1 ‘SUBMERSIBLE PUMPS”. As per Section 22 14 29.00 12, Paragraph 1.1.1 “SUMP PUMPS” - Payment will be made at the contract job price for "Sump Pumps" (CLIN Item No. 0004). Price and payment shall constitute full compensation for furnishing all plant, labor, materials and equipment installation, including supply of pump controls, spare sump pumps, and all other work incidental thereto; all as specified herein and as shown on the drawings.
17. In regards to CLIN 0018AB - Should CLINS 0018AB ALL OVER 2555 LF - 510 LF be considered for possibility of additional relief well locations? Or is the amount of additional 510 LF to be considered as the initial 15 relief wells may need to go deeper than the initially provided bottom elevation of -140.00?
CLIN 0018AB ALL OVER 2555 LF - 510 LF is for variances in the lengths for the initial 15 relief wells. Wells lengths may need to be modified depending on field conditions.
18. Section 01 45 04, Paragraph 3.4.2, 4th sentence states that the QC Systems Manager may not have other duties. However, the 5th sentence in the same paragraph states that the QC Systems Manger may serve as the Site Superintendent. Please clarify.
QC Manager and Superintendent shall have separate duties. Specification will be revised accordingly.
