About this file
This document includes a solicitation for annual maintenance dredging of the Suisun Bay and New York Slough Channel in Contra Costa County, California. The scope of work involves dredging the channels to depths of -35 to -37 feet MLLW plus 1 foot of overdepth, transporting dredged materials to a government-furnished site or a contractor-furnished upland placement site. This is a small business set-aside solicitation issued as an invitation for bid that will result in a firm fixed-price contract awarded by the Department of the Army Corps of Engineers San Francisco District. The North American Industry Classification code is 237990. Bids are due by June 28th at 1:00 PM PST and will be opened via a WebEx meeting.

1.3 SPECIAL ENVIRONMENTAL REQUIREMENTS
The Government will perform fish entrainment monitoring while dredging operations are occurring. The contractor shall support the monitoring by procuring, installing, and collecting data as necessary from six acoustic transmitters (tags) on the clamshell and four video cameras on dredge scows.
PART 2 PRODUCTS
The contractor shall provide, operate, and maintain all equipment and software to meet these specifications. The Contractor shall also be responsible for the replacement, repair, and calibration of the equipment and other necessary data acquisition equipment needed to supply the required data.
2.1 Acoustic Transmitters
Acoustic transmitters must be compatible with the Government's acoustic receivers and are produced by only one manufacturer.
The following acoustic transmitters need to be purchased from InnovaSea Marine Systems, 711 NE Northlake Way, Seattle, WA, 98105, Phone:
206-633-3383, www.innovasea.com .
a. 3 each Vemco V3-307 kHz Tags wi t h ext er nal r ange t est caps programmed with HTI code and ping intervals of 3 seconds CW.
b. 3 each of Vemco V7P-180 kHz Acoustic Tags with pressor sensor and wi t h ext er nal r ange t est caps , programmed with HR code (ping interval of 2-3 seconds) and PPM code (ping interval of 12 seconds).
SECTION 01 57 19.97 43 Page 2 06/17/21
It is recommended that additional tags are purchased to assure that replacements are readily available in the event that tags are lost during operations.
Tags should be purchased as soon as possible to ensure they are in possession at the time of dredging. Please provide as pre-construction submittals a copy of the tag purchase invoice and tag specifications.
2.2 Cameras
The Contractor shall purchase four cameras such as the GoPro Hero9 Black offering up to "4K60/5K30" video resolution, a maximum of 240 frames per second allowing 8x slow motion, a choice of width of field of view and aspect ratio, and zoom flexible enough in setting up to provide the required video.
SD cards recommended by the video camera manufacturer also will need to be purchased, as will batteries and battery charger(s). GoPro software (i.e., apps) are listed on the GoPro website and may be downloaded and used as necessary. Other manufacturers likely have similar apps.
PART 3 EXECUTION
3.1 FISH ENTRAINMENT MONITORING
The contractor shall submit for government approval, a preconstruction fish monitoring plan. The plan shall include diagrams clearly identifying the proposed installation locations of (1) six acoustic transmitters (tags) on the clamshell, and (2) four video cameras on the scow. The text of the plan shall describe how video files will be transferred to the Government within 24 hours of the video recordings being made, and the methods of attachment/maintenance of both the video cameras and acoustic tags.
The contractor shall notify the Government three days prior to commencing work in New York Slough, where the acoustic monitoring will occur.
3.1.1 Acoustic Tags
The Contractor shall attach acoustic transmitter equipment (i.e., "tags") to the clamshell of the dredge equipment in accordance with this specification. The Contractor should provide in the preconstruction fish monitoring plan submittal, a written plan describing how the tags are to be attached and maintained and a diagram identifying the proposed installation locations.
Tags should be attached onto the top of the clamshell in a manner which assures they stay attached and undamaged. Attachment can be achieved using cable ties or similar. The Government can provide information about how to attach. The tags must be attached so that they have an unobstructed view of open water to allow the acoustic receivers to detect them from different angles. Government approval of the attachment locations identified in the preconstruction fish monitoring plan diagram is required.
SECTION 01 57 19.97 43 Page 3 06/17/21
3.1.2 Video Cameras
The contractor shall take and submit to the Government video footage of the scow contents during eight dredging events spaced evenly throughout the dredging period, i.e., approximately once every 3-4 days. Video should be provided simultaneously from four different camera angles to provide a view of at least 1/4 of the surface area of the scow hold. Each camera should operate a minimum of 45 minutes to provide a total of 3 hours of video footage per each of the eight dredging events, i.e., a total of 24 hours of video will be delivered to the government.
Video recordings must be of high quality so that they can be reviewed in an effort to detect small fish 1-2 inches in length, and also viewable in slow motion.
The cameras should not be started until dredge material (not just effluent) is in view of all the cameras.
Video footage shall be delivered to the government via SD card, portable hard drive, or wirelessly and shall be delivered within 7224 hours of completing the recordings.
Files shall be both readable (i.e., not corrupted) and usable (i.e., in focus and showing a clear view of the surface of the dredge material in the scow). The Government will review and approve the footage for adequacy; footage must be in focus to be usable, out of focus footage will not be considered acceptable and new footage shall be collected. Corrupted or unreadable files will be returned for repair; if not repairable, new footage shall be collected.
