AMENDED AREAS:

C. BID OPENING DATE: The Bid Opening Date is NOT EXTENDED by this Amendment; therefore, the BIDS are due by 2:00 p.m. CDT on 12 September 2012.

D. DELIVERY OF BIDS: PLEASE NOTE THE FOLLOWING; however, detailed information regarding the submission of bids is located in SECTION 00010 of the Solicitation document.

Sealed Bids: Regardless of the method of delivery (mailed or hand-carried), bids and all other documents called out in the Solicitation shall be enclosed and sealed in an envelope that is clearly marked “Bid” and shall include the assigned Solicitation Number, and the Bid Opening Date and Time.

Mailed Bids: It is the responsibility of each bidder to ensure that its Sealed Bid is received by the Chicago District’s – USACE Contracting Branch, located at 111 North Canal Street, Suite 600, Chicago, Illinois 60606 prior to the date and time set of the opening of bids – See Block 13A of Page 1 of the Solicitation.

Hand – carried Bids Delivered on the Day of the Bid Opening: For bids being hand-carried on the day of the bid opening, the bidder shall CONTACT Elizabeth Newell at 312-846-5370 OR Regina Blair at 312-846-5371 to retrieve its Bid from the Lobby Area of the USACE’s office location, which is located at 111 North Canal Street, Chicago, Illinois 60606. Bidder’s may also hand carry their bids into the Bid Opening Room for date and time stamping; if doing so, the Bidder must arrive timely – SEE the below paragraph E. Regardless of the method of delivery, bids must be timely submitted to be considered.

E. BID OPENING ROOM: The designated Bid Opening Room is CHANGED FROM the Lobby Conference room TO the Main Conference Room, which is located on the 6th Floor at 111 North Canal Street, Chicago, Illinois 60606. If you are planning to attend the Bid Opening, you must obtain a Visitor’s Badge from the Security Desk located in the Lobby Area of the River Center Building, 111 N. Canal Street, Chicago, IL 60606.

Contractor’s are advised to arrive no later than 45 minutes prior to the Bid Opening to obtain the badge. The USACE will be taking requests for visitor badges within 48 hours prior to the Bid Opening; Contractor’s may contact Elizabeth Newell at 312-846-5370 or Regina Blair at 312-846-5371 to be added to the List. This will help to expedite your Visitor’s badge once you arrive at the Security desk. Regardless, all Contractors must obtain a physical Visitor’s Badge from the Security desk to obtain access to the 6th floor, where the Bid Opening Room is located.

F. REVISED BID SCHEDULE: Revisions to the Bid Schedule are discussed herein.

Therefore, this Amendment incorporates and provides a revised Bid Schedule. Bidders shall record their bid prices on the Revised Schedule, which shall be fully completed and accompany their Bid package.

G. USACE RESPONSES TO CONTRACTOR’S QUESTIONS: Provided below are the USACE’s responses to questions that have been submitted by Contractor’s since the issuance of Amendment 0001.

Question 1 What is the dollar amount required for the Highway Permit Bond (Pay Item #3)?

Response 1 With respect to Contract Line Item Number (CLIN) 0003, this Amendment 0003 incorporates the following extended description to discuss the particulars of the Highway Permit Bond. As a result of this amended area, Section 00010 of the Bid Schedule is revised; a replacement Section 00010 is provided herewith and shall be used to apply the Contractor’s pricing when placing its Bid. The following language is also being added to Specification Section 01 22 00.00. Although a revised Specification Section 01 22 00.00 is not being provided herein, this Specification change will be incorporated via the conformed, resulting contract.

"THIS IS A COST REIMBURSABLE LINE ITEM - The bondable amount of the highway permit is approximately $190K. The necessary forms to obtain the permit from IDOT will be provided to the Contractor at the Pre-Construction Meeting. Upon receipt, the forms shall be fully completed and furnished to IDOT prior to the start of work. The approximate turn-around time to process the permit is normally 10 working days.

The government will reimburse the contractor for the actual cost of the highway permit bond, upon receiving evidence of payment (paid invoice) from the bonding company or agency, NOT TO EXCEED the total amount of this contract line item. The Government will not pay more than the total line item amount for the bond. If the actual cost of the bonds is less than the line item amount, the contract will be modified to adjust the line item accordingly."

Question 2 Is there any IDOT restrictions for the lane closures on LaGrange Road (hours, days of week, holidays, etc.)?

Response 2 In accordance with IDOT Specs, it is assumed that the work will be performed under a day closure. Weekend and holiday closures are typically not permitted, though nothing specific is mentioned by IDOT at this time. Plating open excavations from November through March is not permitted (due to potential snow removal operations).

Question 3 Have all contract line item quantities been revised as required?

Response 3 This Amendment incorporates Bid Schedule changes to CLINs 0035 and 0036 as a result of incorrectly stated Units of Measure (U/M) therein – See the revised Bid Schedule attached hereto, which changes the U/M for CLIN 0035 to Linear feet (LF) and the U/M for CLIN 0036 to month (MO). Also, at Page 26 of Specification Section 01 22 00.00, the Unit of Measure for CLIN 0036 is changed to read as “Month” to agree with the change being made to the Bid Schedule. Although a revised Specification Section 01 22 00.00 is not being provided herein, this Specification change will be incorporated via the conformed, resulting contract.

Question 4 Will there be an extension in the bid opening date due to unanswered questions?

Response 4 Yes; by way of Amendment 0002, which was issued on 5 September 2012, the bid opening date has been extended to September 12, 2012; thus, Bids are due to the USACE by 2p.m. CDT on September 12, 2012.
