AMENDMENT 0001
D. BID OPENING DATE: The Bid Opening Date is NOT EXTENDED by this Amendment;

E. USACE RESPONSES TO CONTRACTOR’S QUESTIONS: Provided below are the USACE’s responses to questions that have been submitted by Contractor’s since the Pre-Bid Meeting.
Question 1: Does/will the spec cover pipe coating other than the paint that is applied at the manufacturer’s plant?
Answer: Section 33 11 00 in the specifications covers only the pipe coatings applied at the plant. If the coating is significantly damaged the section of pipe will not be permitted to be placed. Important Note to Bidders: This particular Specification Section will be amended to speak to the response provided.
Therefore, the resultant Contract will include the corrected Specification Section and it will be in agreement with the response provided herein.
Question 2: Will the joints require electrical bonding to ensure electrical continuity?
Answer: This is not a contract requirement. Therefore the bid price shall not include a cost for electrical bonding at the joints.
Question 3: Will cathodic protection be required for the pipe?
Answer: This is not a contract requirement. Therefore the bid price shall not include a cost for cathodic protection for the pipe.
Question 4: Are there casings? Will the pipe be isolated from the casing?
Answer: Refer to Specification Section 01 22 00.00 03 Page 18, Paragraph 1.3.3.1, regarding casing spacers.
Question 5: If there is a casing, will cathodic protection be specified for the casing?
Answer: This is not a contract requirement. Therefore the bid price shall not include a cost for cathodic protection for the casing.
W912P6-12-B-0011
Question 6: Does any line control exist? For example, is there a pressure connection required, or a stoppage at any location in the water main, such as for inserting a valve without stopping the flow?
Answer: Pressure connections or line taps are not a contract requirement. Therefore the bid price shall not include a cost for pressure connections or line taps.
Question 7: How do we get paid for additional water main pipe if pay item is lump sum?
Answer: Contractor may request an Equitable Adjustment in price that will be evaluated in accordance with DFARs Clause 252.243-7002.
Question 8: The Solicitation, Offer, & Award page indicates 2500 LF of 10" Water Main to be installed.
My take-off has far less. Since this is a Lump Sum pay item, how accurate is this 2500 LF?
Answer: The length is 1,650 LF and the Solicitation, Offer, & Award page is being corrected with this amendment.
Question 9: There are several large diameter trees along the proposed water main route. If they need to be removed or trimmed, how will this be paid for?
Answer: Tree removal and trimming is not a contract requirement. Therefore the bid price shall not include a cost for tree removal or trimming. However, the contractor’s bid price shall account for installing new pipe with trees left in place.
Question 10: How does such a project come about with Federal funding? Why isn’t a Federal project like this available in Schaumburg where I live?
Answer: Numerous projects across the country have been authorized under the Section 219 environmental infrastructure authority. This subproject is cost shared with the Village of LaGrange Park under the Cook County, Illinois Section 219 authority whose legislation was sponsored by Congressmen Jesse Jackson, Jr. and Daniel Lipinski.
Question 11: Does it cost $600 to register under the Central Contractor’s Registration (CCR)?
