SUMMARY OF CHANGES
SECTION SF 1449 - CONTINUATION SHEET
SOLICITATION/CONTRACT FORM
The required response date/time has changed from 30-Aug-2019 01:00 PM to 10-Sep-2019 12:00 PM.
The following have been added by full text:
QUESTIONS AND ANSWERS
Question 1: Are there any drawings available for this project?
Answer 1: Yes, they are for reference only as many changes have been made since the drawings were made.
Question 2: Will there be a site visit?
Answer 2: Yes, however, the site visit date has passed.
Question 3: Is installation a part of this requirement?
Answer 3: This Contract is a supply contract with all installation being performed by Government personnel.
Question 4: In reference to Section 26 32 14 – 1.3.6., Fuel Consumption, of the Technical Specifications, what is the maximum fuel consumption to meet in gallons per hour?
Answer 4: Gallons per hour can be obtained from the following (simplified) calculations:
(1) Net kW * Runtime in Hours (at full rated load or maximum fuel consumption load if not at full rated load)
= kWh Produced;
(2) kWh Produced * Maximum Fuel Consumption in Lbs. per kWh (Para. 1.3.6) = Lbs. of Fuel Consumed
(3) Lbs. of Fuel Consumed / Fuel Weight per Gallon = Gallons of Fuel Consumed during Runtime in Hours
(4) Gallons of Fuel Consumed during Runtime / Runtime in Hours = Gallons of Fuel per Hour
Question 5: Section 26 32 14 – 1.3.7., Starting Requirements, of the Technical Specifications references the generator breaker being closed when rated voltage and frequency have been achieved. What closes the breaker when rated voltage and frequency are reached and is the open/close of the breaker from an external signal or from the generator set control panel any time the rated voltage and frequency is reached?
Answer 5: See SECTION 26 32 14, paragraph 2.23 “AUTOMATIC ENGINE-GENERATOR-SET SYSTEM
OPERATION” and paragraph 2.20 “ENGINE-GENERATOR SET CONTROLS, CONTROLLER, AND
INSTRUMENTATION.
Question 6: Section 26 32 14 – 2.5.4 Vault Fuel Tank, of the Technical Specifications calls out to be Hoover Vault
Tank or an approved equal with UL 142 listing. Hoover Vault Tanks are UL 2085 listed tanks, which are much more expensive than UL 142 listed fuel tanks. UL 2085 tanks are insulated fire rated tanks where UL 142 listed tanks are not. Containment Systems has a GenCube tank that is similar to the Hoover Vault Tank, but is UL 142 listed and not
UL 2085 listed. Will you need the UL 142 tank to be supplied or the UL 2085?
Answer 6: The Containment Systems Hoover Vault ® Tank is default UL 2085 listed with the option to have additional protection to make it both UL 2085 listed and UL 142 listed. The intention is for the provided fuel tank to be both UL 2085 listed and UL 142 listed.
Question 7: Are there any pictures available of the Generator room? Is this an indoor installation? Are outdoor enclosures required?
Answer 7: A pre-bid site visit was held in lieu of pictures being provided. The generator will be installed indoors by Government personnel. Outdoor enclosures are not required, though indoor NEMA enclosures are required.
Question 8: For the Starting System, both batteries and air start are mentioned within the technical specifications.
Which one is the actual requirement or are both required?
Answer 8: Both compressed air start and battery start are required.
Question 9: For the Exhaust System, we are unable to determine the extent of the exhaust system which needs to be provided for the Generator. Can you provide more details on its components and how much of the exhaust system is the Generator provider is responsible for?
Answer 9: The existing exhaust duct will need to be modified as required for the new generator. The generator manufacturer is only required to provide their standard products. The Contractor will provide additional duct sections as required for the installation of all exhaust components and for connection to existing embedded sections.
New exhaust system is to reuse the existing embedded portions (and reuse portions beyond the generator room that lead outside) of the exhaust system. That is, the generator provided will need to be compatible with existing embedded portions of the existing exhaust system.
Question 10: The basis of design appears to be the Caterpillar C9 Genset. Have you been using the marine grade
Genset as your basis, or were you able to obtain a design change on the standard land based C9 to accommodate the heat exchanger and air start?
Answer 10: The marine grade genset was used as the basis for this design. This accommodated the air start and heat exchanger while maintaining the vendor warranty for the product.
Question 11: Can drawings of the fuel tank vault and corresponding fuel piping be provided, since the hatch could not be opened for the pre-bid?
Answer 11: Drawings will be provided of the fuel tank vault and corresponding fuel piping for reference only.
These drawings are considered to be unreliable as numerous changes have been made to the project-site since the drawings were made/updated. The specifications shall govern; see SECTION 26 32 14, paragraph 2.5.4 “Vault Fuel
Tank” for size restrictions and the remainder of the SECTION for additional requirements and information.
Question 12: Is insulation for the exhaust system to be provided with the new portions of the exhaust system?
Answer 12: Insulation is to be provided in accordance with SECTION 26 32 14, paragraphs 2.10.3 & 2.26 (as well as any other applicable paragraphs/SECTIONS).
Question 13: Where does the load bank to be provided tie into the generator system? That is, is it tied into the generator locally or is there a tie-in point elsewhere?
Answer 13: The load bank is tied-in locally in the generator room.
Question 14: What is the extent of the raw water piping to be required for supply, given that a new raw water pump is required for supply? What brand of fittings are to be used for the raw water piping? Is thermal insulation required for the new raw water piping?
Answer 14: The raw water piping and fittings to be supplied is from the new raw water pump to the new generator in the same arrangement as existing. Piping is to be sized appropriately to industry standard to supply the required cooling to the new generator, but shall be no smaller than existing. Preferred brand for pipe fittings is Victaulic. The existing piping has thermal insulation, thus replacement thermal insulation is required to be provided.
Question 15: What is the horsepower rating of the existing raw water pump?
Answer 15: The new raw water pump is to deliver water sufficient to cool the new generator under the worst-case scenario (highest ambient temperature, highest fluid temperature, maximum load). Highest ambient temperature and highest fluid temperature are given in SECTION 26 32 14, paragraph 2.7. The new pump may need to be larger than the existing to accommodate the new generator, but shall be no smaller than the existing pump. The existing pump has a rating of 3 horsepower, according to its nameplate.
Question 16: Will the generator be used for anything but emergency standby status (for emissions purposes)?
Answer 16: The generator is only intended for emergency standby service.
Question 17: What is the minimum water temperature of the raw water?
Answer 17: The maximum water temperature of the raw water is to be used to size the cooling system for the new generator and is given in the specifications (see Answer 15 for spec. paragraph). The minimum water temperature of the raw water is similar to the minimum lake temperature at approximately 55 degrees Fahrenheit.
Question 18: Will the Government be offloading the delivered equipment?
Answer 18: Yes. See SECTION 01 00 00, paragraph 1.3 “DELIVERIES” for more details, including mandatory delivery coordination contact information and delivery address. Note: Personnel will likely not be available to unload deliveries on: Fridays, Federal holidays, and weekends; further details can be obtained from authorized personnel when nearing the delivery timeframe.
Question 19: Were there reference drawings provided during the pre-bid site visit?
Answer 19: Yes. The following drawings (reference only – considered unreliable) were provided for viewing only:
Q16-79/53.2, Q16-79/57.2, Q16-79/110.2, and Q16-79/582.2. These drawings are provided with some additional reference drawings in response to these questions.
Question 20: When discussing the fuel tank, it was pointed out the tank is in a sealed concrete vault. So there was no way to take measurements to ensure that a replacement will fit, if it is even going back to that location. We were given the technical specifications for the old fuel tank would be posted. Are these available yet?
Answer 20: Reference drawings are to be provided with the information that we have on the fuel tank and piping.
The physical dimensions of the fuel tank shall not exceed the dimensions noted in SECTION 26 32 14, paragraph
2.5.4.
Question 21: Will the new fuel tank go back into the vault or will it be relocated? If it is going back into the vault, where will be the location of the temporary fuel tank? If it will be permanently relocated, what location will it be placed and will new fuel lines be required?
Answer 21: The new fuel tank will be going into the same place as existing tank, that is, in the vault. Temporary fuel tank or lack thereof is NOT a part of this contract. Fuel lines from the new generator to the new tank are part of this effort.
Question 22: What is the exact size of the exhaust pipe?
Answer 22: See provided reference drawings for the information we have. New exhaust ducting will need to be compatible as mentioned in Answer 9.
