QUESTIONS AND ANSWERS
W912P519B0011 Lock C Barge Site Improvements Montgomery County, Tennessee
Questions and Answers
1. Drawing Q9065/21-15, shows construction of the barrier gate. The note states the gate shall be Heavy Duty Square Tubing. Please provide additional information. Size of steel tubing? Wall thickness? Etc.
Response: Please refer to notes 1 and 2 of drawing Q9-65/21-15.
2. The drawings note that the contractor is responsible for the equipment on site, and basically we must be able to move from the site during flooding. However, if the water rises, and saturates the work area, delaying work. Does the government anticipate to pay for additional mobilizations/demobilizations charges if flooding occurs during the contract duration?
Response: The Government does not anticipate paying additional mobilization or de-mobilization costs incurred by the contractor as the result of a flood event. Please reference Note 4 on drawing Q9-65/21-6.
3. Based on the flood data provided on drawing Q9-65/21-13, the location of the project being in a flood plain, insurance/underwriter companies are not willing to provide flood insurance for work in place during the performance period. And builders risk insurance does not cover flood damage. If flooding occurs during the projects performance period and flood water cause damage to work in place. Is the government responsible for work in place damage?
Response: The Government is not responsible for any damage caused by floods or flood waters.”
4. The profiles on drawing Q9-65/21-9 show the thickness of the shot rock layer less than 6” thick in several places
– in fact tapering down to zero thickness, but the largest rock diameter in the gradation is 6”. Not sure if this is just an oversight but how do we install a layer of stone thinner than the max stone diameter? Are we seeing this wrong?
Response: The plans call for 12 inches of shot rock to be placed. USACE anticipates that diligent compaction efforts shall compress the existing soil to allow thicknesses close to 12 inches to be achieved. Refer to Note 1 on drawing Q9-65/21-9 for more specifics. Also refer to note 1 on Q9-65/21-7. In terms of tapering to zero, ensure rock extents terminate in a natural manner generally in keeping with the aggregate's natural angle of repose.
5. On sheet Q9-65/21-17 the Chain link fence foundation notes two drawings, one with a bottom tension wire the other a bottom rail? Please clarify.
Response: The bottom of the fence shall have a tension wire. Not a bottom rail. The drawings shall be updated to reflect this as part of the “As awarded certified final” contract package.
